The Standing Committee of the Provincial Party Committee gave its opinion on the reorganization of the organizational structure and digital transformation.

On January 17th, under the chairmanship of Comrade Nguyen Doan Anh, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, a meeting of the Standing Committee of the Provincial Party Committee was held to discuss several important issues related to the implementation of "continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective and efficient" according to Resolution No. 18-NQ/TW; "breakthroughs in the development of science, technology, innovation and national digital transformation" according to Resolution No. 57-NQ/TW; and other important issues.

Overview of the conference.

Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, and Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee, attended the conference.

Chairman of the Provincial People's Committee Do Minh Tuan and Standing Vice Chairman of the Provincial People's Council Le Tien Lam attended the conference.

Attending the conference were: Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation; Do Minh Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; representatives from the Central Party Office; leaders of the Provincial Party Committee Office, the Provincial People's Committee Office, and several provincial departments and agencies.

At the conference, the Provincial Party Committee's Organizing Department presented to the Provincial Party Standing Committee a proposal on the following: the plan to terminate the activities of the Party Committee of the Provincial Agencies and Enterprises Bloc and the arrangement and placement of cadres and civil servants of the Party Committee of the Provincial Agencies and Enterprises Bloc; the plan to establish Party Committees of provincial Party agencies and the Party Committee of the Provincial People's Committee; the proposal to streamline the organizational structure of the Thanh Hoa Provincial Trade Union; the proposal to terminate the model of the Head of the Mass Mobilization Department also serving as the Chairman of the Fatherland Front Committee at the provincial and district levels; the draft decision to terminate the activities of the Party Group and Party Committee at the provincial level (11 organizations); the draft decision to establish the Provincial Steering Committee on the development of science , technology, innovation and digital transformation in Thanh Hoa province; regulations on the functions, tasks, powers, working regime, and working relationships of the Steering Committee; and the assignment of tasks to members of the Steering Committee.

Chairman of the Provincial People's Committee Do Minh Tuan delivered a speech at the conference.

After listening to the opinions and concluding remarks of the Deputy Secretaries of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee, Provincial Party Secretary Nguyen Doan Anh basically agreed with the contents presented by the Provincial Party Organization Committee at the conference and requested the Provincial Party Organization Committee to continue updating the guidelines of the Central Party Organization Committee to advise the Standing Committee of the Provincial Party Committee to consider and decide in accordance with the Central Committee's directives.

Provincial Party Secretary Nguyen Doan Anh delivered the concluding remarks at the conference.

Regarding the decision to establish the Provincial Steering Committee on Science, Technology, Innovation, and Digital Transformation in Thanh Hoa Province; the regulations on the functions, tasks, powers, working regime, and working relationships of the Steering Committee; and the assignment of tasks to the members of the Steering Committee, Provincial Party Secretary Nguyen Doan Anh agreed with the content presented at the conference and proposed studying the establishment of a national digital data center for the province. He also requested the allocation of resources to implement Resolution No. 57 of the Politburo. At the same time, relevant agencies need to develop implementation plans in accordance with the Central Government's directives. The Provincial Steering Committee on Science, Technology, Innovation, and Digital Transformation in Thanh Hoa Province is chaired by Provincial Party Secretary Nguyen Doan Anh, and the Standing Vice-Chairman is Trinh Tuan Sinh.

Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi delivered a speech at the conference.

Also at the conference, the Deputy Secretaries of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee gave their opinions on the reports of the Party Committee of the Provincial People's Committee on the Project for restructuring specialized agencies at the provincial and district levels; agencies directly under the Provincial People's Committee, and public service units directly under the Provincial People's Committee; and the Draft Action Program of the Standing Committee of the Provincial Party Committee on implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo "On breakthroughs in the development of science, technology, innovation and national digital transformation".

Concluding this discussion, Provincial Party Secretary Nguyen Doan Anh stated: The streamlining of the political system's organizational structure for effective and efficient operation, as outlined in Resolution No. 18-NQ/TW, and the breakthrough in the development of science, technology, innovation, and national digital transformation, as stipulated in Resolution No. 57-NQ/TW, are major policies being decisively directed by the Politburo. Therefore, the Party Committee of the Provincial People's Committee needs to carefully study and update the latest central government documents to ensure the effective development of the plan for restructuring specialized agencies at the provincial and district levels; agencies directly under the Provincial People's Committee; and public service units under the Provincial People's Committee, in accordance with the central government's direction and guidance. Regarding the action program to implement Resolution No. 57-NQ/TW of the Provincial Party Standing Committee, the Party Committee of the Provincial People's Committee also needs to study the government's action program to supplement it, clearly outlining the necessary tasks and aligning them with the province's practical situation.

Provincial Party Secretary Nguyen Doan Anh requested that the Provincial Party Committee's Propaganda Department do a good job of widely disseminating information about Resolution No. 18-NQ/TW and Resolution No. 57-NQ/TW to cadres, Party members, civil servants, and the people, creating consensus in their implementation.

At the conference, the Provincial Party Committee Office also sought opinions on the draft plan for organizing the collection of feedback on the draft Political Report to be presented at the 20th Provincial Party Congress, term 2025-2030.
