Attending the working session were: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; representatives from the Central Party Committees; members of the Provincial Party Standing Committee and a number of departments and agencies.

Nghe An Province is short 5,700 teachers.
The Standing Committee of the Provincial Party Committee heard the results of the implementation of education , training and vocational education tasks for the 2022-2023 school year; and the orientation of tasks for the 2023-2024 school year.
Accordingly, in 2022, the Education and Training sector of Nghe An province successfully completed its tasks; it was awarded the Flag of Emulation for being a leading unit and for excellently fulfilling all emulation criteria by the Provincial People's Committee, the Ministry of Education and Training , and the Government.

The results of national and international student competitions consistently rank among the top in the country; at the end of the 2022-2023 school year, Nghe An had 3 students winning Gold Medals and 1 student winning a Silver Medal at the International Olympiad; 9 students won Silver Medals and 1 student received an Encouragement Award at the TIMO International Mathematical Olympiad in 2023.
At the 2023 National Excellent Student Examination, Nghe An had 87 students winning prizes (including 7 first prizes, 32 second prizes, 30 third prizes, and 18 consolation prizes, ranking second nationwide, after Hanoi).
The results of mass education ranked 22nd out of 63 provinces and cities nationwide. According to Thai Van Thanh, Director of the Nghe An Department of Education and Training, the department aims to be among the top 15 in the country.

External relations and international cooperation have received attention, thereby enhancing the province's educational standing. Nghe An has provided undergraduate and postgraduate training for 100 officials and students, and completed Vietnamese language training for 111 Lao students in 2022.
The province also completed the procedures for admitting 101 officials and students for undergraduate and postgraduate training, and providing Vietnamese language training for 121 Lao students in 2023; it was the first locality approved by the Ministry of Education and Training (in Official Letter No. 5832/BGDĐT-GDTrH dated November 7, 2022) and is continuing to direct the implementation of the 2018 General Education Program for Lao students in schools in Nghe An province, organizing enrollment from the 2023-2024 academic year.
The quality and operation of vocational and higher education have achieved many positive results. Currently, the province has 34 vocational education institutions, including 3 high-quality schools, 16 schools with key vocational fields at international, ASEAN, and national levels; and 19 vocational education and continuing education centers. There are currently 6 universities in the province.
During the meeting, the Party Committee of the Provincial People's Committee proposed several issues related to building the workforce in the education sector. In particular, a review revealed that Nghe An province is currently lacking approximately 5,700 preschool and primary/secondary school teachers; a policy was requested to be enacted to cover the costs for these teachers, including those on contract (until the central government approves the necessary additions). The Party Committee of the Provincial People's Committee also requested that the central government address the issue of supplementing the teaching staff to meet the requirements of the 2023-2024 school year as soon as possible.

Simultaneously, there should be a general support policy for certain positions where teachers are assigned to multiple roles, such as: accounting and medical staff who also teach at schools; teachers in some units who teach at multiple schools or at several locations with long travel distances (subjects like Informatics, Foreign Languages, Music, Fine Arts, etc.); consideration should be given to submitting to the Provincial People's Council a policy to support civil servants working at the Department of Education and Training, ensuring that the responsibilities are linked to the rights of seconded teachers; priority should be given to investing in school facilities, classrooms, and teaching equipment...
During the meeting, Comrade Phan Duc Dong, Member of the Standing Committee of the Provincial Party Committee and Secretary of the Vinh City Party Committee, proposed attracting and developing international schools to create competition with public schools, thereby reducing pressure on public high schools. He also suggested the need for a special mechanism in education and training management for Vinh City to build an advanced model in line with international integration trends.
Regarding the issue of district-level localities seconding teachers to work at the Department of Education and Training, Comrade Le Duc Cuong - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Department - suggested researching and advising on a definitive solution to this problem, to avoid further secondment.

Chairman of the Nghe An Provincial People's Committee, Nguyen Duc Trung, also further clarified some related issues, especially the pressure from the shortage of high schools, particularly high-quality schools, in the province in general and Vinh City in particular.
Analyzing several causes, the Chairman of the Provincial People's Committee proposed solutions, such as the Provincial People's Committee leadership working with FPT Group to build an educational complex, including a multi-level high school and a vocational college in Nghe An. Overall, regarding the construction of quality high school facilities in the province, the head of the Provincial People's Committee stated that the Provincial People's Committee will report on this matter in the near future.
IMPLEMENTING THE 2023-2024 SCHOOL YEAR PLAN PROACTIVELY, FLEXIBLY, AND IN LINE WITH LOCAL CONDITIONS
Concluding this discussion, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, assessed the positive results achieved by the Education sector in both mass education and specialized education; the organization of examinations ensured safety and compliance with regulations; vocational training followed a positive direction; and the promotion of learning and talent development was intensified.

Regarding the tasks for the 2023-2024 school year, Provincial Party Secretary Thai Thanh Quy requested that attention be paid to proactively and flexibly implementing the school year plan in line with the local reality; especially focusing on teaching life skills, computer skills, and foreign languages to students.
The head of the Provincial Party Committee also requested a review of the planning network system to make necessary adjustments and additions, especially during the period of merging administrative boundaries at the commune level; this should be coupled with strengthening propaganda work, widely soliciting opinions from the people, and mobilizing the people to implement the school network planning; avoiding conflicts.
The Provincial Party Secretary also requested that the provision of school supplies, tuition fees, textbooks, etc., for poor and disadvantaged students be carried out effectively at the beginning of the school year; at the same time, attention should be paid to revenue and expenditure from the beginning of the school year, especially with guidance to ensure that social mobilization is carried out in accordance with regulations; the use of funds should be rational, transparent, clear, and strictly managed; and the burden of delegating all revenue and expenditure at the beginning of the school year to homeroom teachers should be reduced.

The head of the Provincial Party Committee also requested attention to school counseling, resolving grievances and internal conflicts among students; and reviewing and re-evaluating the recruitment of teachers into the 2,820 additional positions.
Regarding the recommendations of the Party Committee of the Provincial People's Committee to the Education sector, the Provincial Party Secretary also gave specific instructions; including the need to continue proposing to the Central Government the shortage of 5,700 teachers; and at the same time, the Party Committee of the Provincial People's Committee needs to pay attention to providing a reasonable compensation scheme for the current teaching staff who have to work overtime due to the teacher shortage.
