The inspection period of the two projects in Ha Nam province is from January 1, 2014 to December 31, 2024, and may be considered before or after the above period if necessary.
On the afternoon of January 8, the Government Inspectorate announced its decision to inspect the project to build a new facility 2 of Bach Mai Hospital and the investment project to build a new facility 2 of Viet Duc Friendship Hospital.
Accordingly, the inspection period for the above two projects is from January 1, 2014 to December 31, 2024; if necessary, it can be considered before or after the above period.
Bach Mai Hospital Facility 2 in Ha Nam is unfinished.
Inspection period is 40 working days (excluding Sundays, holidays, and Tet) from the date of announcement of the inspection decision.
The inspection decision stated that the inspection team has 11 members, led by Mr. Ngo Dinh Long, Deputy Director of Department III of the Government Inspectorate.
Previously, on the afternoon of December 31, 2024, the Central Internal Affairs Committee said that at the 27th meeting of the Central Steering Committee on preventing and combating corruption, waste, and negativity, General Secretary To Lam requested an inspection of the projects of Bach Mai Hospital, Facility 2, and Viet Duc Hospital, Facility 2 in Ha Nam province.
The General Secretary requested that the inspection conclusion for these two projects be available before March 31, 2025. Then, measures must be immediately implemented to put these two medical facilities into use, without further delay.
As of the end of December 2024, in terms of construction progress, Bach Mai Hospital's second facility was 97% complete, with 3% remaining; Viet Duc Hospital's second facility was also 85% complete, with only 15% remaining... Since the temporary suspension of construction in 2020, the Viet Duc Hospital project has now resumed construction.
According to the representative of the Ministry of Health, the problems are quite complicated related to the process of contract implementation, contract signing, project implementation, with contents that do not comply with the regulations in the decrees and circulars.
Through the review process, the Ministry of Health has proposed to the Government on the basis of the difficulties to have specific mechanisms and policies to resolve the difficulties and obstacles. Only by applying those mechanisms and policies can the difficulties and obstacles be resolved and the project can continue to be implemented.
