According to Thanh Hoa Provincial Police, at around 3:30 p.m. on April 24, a group of foreigners came to buy goods at a business establishment in Quang Thang Ward, Thanh Hoa City. When paying, the foreigners gave the store owner a 100 USD bill, waiting for the change. Taking advantage of the store owner's carelessness, the subjects stole 100 million VND, then escaped from the place of purchase.

Thanh Hoa City Police coordinated with the Criminal Police Department of the Provincial Police to quickly verify, investigate, and arrest three Iranian nationals: Sabri Bejandi Mehdi, born in 1978; Aslrosta Maddi, born in 1980, and Salehi Rad Hossein, born in 1982, who were on their way to Ho Chi Minh City.
At the police station, the three subjects confessed that they entered Vietnam as tourists , then used fake passports, rented self-driving cars or motorbikes to travel.
These subjects often rent rooms at budget hotels and motels, do not declare their temporary residence with accommodation establishments, and frequently change their place of residence.
Aiming at business households and enterprises with service points for buying and selling goods in deserted places, these subjects approach and ask to buy many types of goods to distract the attention of business owners, then choose to buy low-priced goods, pay in VND or foreign currencies such as USD, Euro... with high denominations.
When the store owner was confused and took a long time to return the money, the subjects asked to choose the type of money they liked to swap the money and steal the property.
