Closing the 4th session (special) of the People's Council of Gia Lai province, term XII, term 2021-2026

People's Council delegates voted to pass 27 resolutions.

Based on the review of the submissions of the Provincial People's Committee and the inspection reports of the Provincial People's Council Committees, the Provincial People's Council delegates reviewed and unanimously approved 27 resolutions, including: (1) Resolution on adjusting the state budget estimate for 2025; (2) Resolution regulating fees and charges in Gia Lai province under the decision-making authority of the Provincial People's Council; (3) Resolution on applying and abolishing a number of legal resolutions issued by the People's Councils of Binh Dinh province and Gia Lai province (before the reorganization) in the financial sector; (4) Resolution on adjusting and supplementing the medium-term public investment plan for the period 2021-2025 of Gia Lai province; (5) Resolution on adjusting and supplementing the public investment plan for 2025 of Gia Lai province; (6) Resolution on supplementing the List of land plots for bidding to select investors for investment projects using land in Gia Lai province; (7) Resolution on adjusting and supplementing public funding for implementing national target programs in Gia Lai province; (8) Resolution on deciding to apply the Resolution on implementing the Program on solidifying traffic infrastructure and canals in 2025 in Gia Lai province; (9) Resolution on the percentage (%) for calculating annual land rental prices, land rental prices for underground construction, land rental prices for land with water surface in Gia Lai province; (10) Resolution on deciding to apply the Resolutions regulating principles, criteria and norms for allocating public investment capital from the state budget for the period 2021-2025 of the People's Councils of Binh Dinh province and Gia Lai province (before rearrangement) to serve as a basis for allocating public investment capital in 2026 to communes and wards in the province; (11) Resolution on approving the reorganization of the Gia Lai Provincial Cooperative Development Support Fund; (12) Resolution on the proposal to decide on the policy of changing the purpose of using forests to other purposes to implement the Project of Investing in construction and business of infrastructure of Binh Nghi Industrial Park; (13) Resolution on the proposal to decide on the policy of changing the purpose of using forests to other purposes to implement the Project of Medium-scale Biosafety Chicken Farm in Tung Chanh village, Hoa Hoi commune, Gia Lai province; (14) Resolution on the proposal to decide on the policy of changing the purpose of using forests to other purposes to implement the Project of Investing in business of the Km77+820 rest stop station under the Quang Ngai - Hoai Nhon component project on the North - South expressway in the East in Hoai Nhon Tay ward and Hoai Nhon ward; (15) Resolution on the proposal to decide on the policy of changing the purpose of using forests to other purposes to implement the Project of Thuy Ha Binh Dinh Wood Chip Processing Factory in Hoai Nhon Nam ward; (16) Resolution on the proposal to decide on the policy of changing the purpose of using forests to other purposes to implement the Project of exploiting land for filling materials in Phuoc My commune, Quy Nhon city (now Quy Nhon Tay ward, Gia Lai province); (17) Resolution on the proposal to decide on the policy of changing the purpose of using forests to other purposes to implement the Project of Resettlement Area serving Phu My Industrial Park and neighboring projects (My An Resettlement Point); (18) Resolution on the proposal to decide on the policy of changing the purpose of using forests to other purposes to implement the Project of Reburial Area in My An commune, Phu My district, Binh Dinh province (now Phu My Dong commune, Gia Lai province); (19) Resolution on the policy of changing the type of forest at Tram Lap Forestry One Member Co., Ltd. and Dak Roong Forestry One Member Co., Ltd., Gia Lai province; (20) Resolution on the application of the Resolution on the policy of encouraging free-range chicken farming in 21 communes of Gia Lai province; (21) Resolution of the Provincial People's Council stipulating the scope of policies to support the stabilization of life for families and individuals with fishing vessels that are not qualified to participate in aquatic exploitation in Gia Lai province; (22) Resolution deciding on the application and abolition of a number of legal resolutions issued by the People's Councils of Binh Dinh province and Gia Lai province (before the reorganization) in the field of science and technology; (23) Resolution deciding on the application of legal resolutions and the abolition of resolutions issued by the People's Councils of Gia Lai province and Binh Dinh province (before the reorganization) in the field of education and training; (24) Resolution stipulating tuition fees for public preschool and general education institutions in Gia Lai province from the 2025-2026 school year; (25) Resolution stipulating tuition support levels for preschool children, general education students, and students of general education programs in private and non-public educational institutions in Gia Lai province; (26) Resolution deciding on the application of the Resolution on perfecting and consolidating the commune-level veterinary network in 58 communes and wards of Gia Lai province; (27) Resolution stipulating policies and regimes for people working outside the payroll quota at associations assigned by the Party and State according to Resolution No. 07/2025/NQ-CP of the Government.

The adopted Resolutions closely followed the policies of the Provincial Party Committee and the Provincial Party Committee Standing Committee, continuing to concretize the Central Government's documents into the actual conditions of the locality for timely implementation, meeting the requirements of directing and managing socio -economic development, ensuring national defense and security in the province in 2025 and the following years.

Speaking at the closing session, Chairman of the Provincial People's Council Rah Lan Chung emphasized: This is the third thematic session held right after the Gia Lai Provincial People's Council merged and officially came into operation from July 1, 2025 and took place at the time when the National Assembly held its 10th Session, demonstrating the determination, drasticness, and closeness in the leadership and direction of the Provincial Party Standing Committee and the Provincial Party Standing Committee; the efforts of the government; the accompaniment of the Provincial People's Council to immediately resolve important and urgent contents and tasks, and issues arising from practice under the authority of the Provincial People's Council, serving the development of the province.

Chairman of the Provincial People's Council Rah Lan Chung proposed that immediately after the meeting, the Provincial People's Committee and all levels, branches, localities and units, according to their assigned functions, tasks and powers, focus on organizing and implementing with a proactive, creative, determined, drastic and synchronous spirit of solutions to ensure that the resolutions of the Provincial People's Council come into life and achieve practical results.

From now until the end of 2025, the entire political system in the province is actively and determinedly implementing the socio-economic development goals and tasks in 2025, while closely following the directives and orientations of the Central and Party Committees to effectively implement the Resolution of the 1st Provincial Party Congress for the 2025-2030 term. These are extremely important political tasks and require the implementation process to be synchronous, smooth, closely coordinated, timely, ensuring quality and efficiency. On behalf of the Chairman of the meeting, the Chairman of the Provincial People's Council emphasized a number of important contents for the Provincial People's Committee, all levels, sectors and localities to effectively implement in the coming time as follows:

Firstly, the Provincial People's Committee is requested to focus on directing the drastic implementation of Resolution No. 154/NQ-CP dated May 31, 2025 and Resolution No. 226/NQ-CP dated August 5, 2025 of the Government, striving for the growth of the province's gross regional domestic product (GRDP) in 2025 not to be lower than the planned target assigned by the Central Government. This is one of the extremely heavy and difficult tasks, but our province must be determined to complete it, creating a solid foundation to achieve a growth rate of the province's gross regional domestic product in the 2026-2030 period of 10-10.5%/year according to the Resolution of the 1st Provincial Party Congress for the 2025-2030 term. In particular, it is necessary to focus on directing: (1) Resolutely implementing the socio-economic targets in 2025, striving to comprehensively complete the planned targets; Accelerate disbursement of public investment capital, ensuring 100% completion of the plan assigned by the Prime Minister; (2) Create breakthroughs, strongly promote new growth potentials and drivers, focusing on strong application of science, technology, innovation, and digital transformation according to Resolution No. 57 dated December 22, 2024 of the Politburo; (3) Strengthen discipline, administrative discipline, reform administrative procedures, digitize work processing processes, improve service quality for people and businesses; strictly handle officials and civil servants who cause trouble, delay, and avoid responsibility; (4) Complete the arrangement and streamlining of the apparatus, decentralization and delegation of powers according to the two-level local government model, ensuring effective and efficient operations. At the same time, well prepare conditions for the successful organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, ensuring the correct requirements and progress.

The regular meeting at the end of 2025 is expected to be held in early December. The Provincial People's Council requests the Provincial People's Committee to proactively deploy the contents to prepare for the meeting, especially reviewing, proposing adjustments and supplements (if any) to resolutions to ensure they are consistent with the practical situation of the province and requirements in leadership, direction and administration to complete the tasks after the merger; report to the Provincial Party Committee Standing Committee for consideration, comments and submit to the Provincial People's Council for decision according to its authority.

Second, it is recommended that communes and wards in the province focus on leading and directing the completion of local socio-economic development targets for 2025; proactively review revenue sources, expenditures, progress of disbursement of public investment capital, national target programs, ensuring the completion of the 2025 plan. Grasp the political security situation, social order and safety, promptly detect and handle, not allowing hot spots, mass and complicated complaints to arise; strengthen grassroots mediation, public reception, dialogue, and thoroughly resolve people's recommendations and reflections. Promote administrative reform, apply information technology in management and operation; organize meetings, work in digital environment, reduce paperwork, improve productivity and efficiency of public service.

Third, the Provincial Vietnam Fatherland Front Committee and socio-political organizations are requested to continue to closely coordinate with authorities at all levels, step up propaganda work, mobilize people to effectively implement the Party's guidelines and resolutions, and the State's policies and laws; promote the role of social supervision and criticism, contributing to strengthening the great national unity bloc. Launch practical emulation movements to welcome the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term, creating a vibrant, united and consensual emulation atmosphere in the whole society.

Fourthly, it is recommended that the Standing Committee of the Provincial People's Council and the Committees of the Provincial People's Council closely monitor the adopted Resolutions; the Provincial People's Council delegates continue to promote the responsibilities of elected representatives, actively and proactively research and grasp the practical life to promptly reflect and make recommendations to the People's Council, People's Committee and relevant agencies to effectively implement the resolutions of the session, contributing to bringing the contents of the resolutions into life.

The Provincial People's Council delegates, through appropriate forms, promote propaganda, orientation, and dissemination of information focusing on the Party's policies and guidelines, the Resolution of the 1st Provincial Party Congress for the 2025-2030 term, and resolutions of the Provincial People's Council... contributing to strengthening and consolidating the trust of voters and people in deploying and organizing the implementation of socio-economic development tasks, ensuring national defense and security in the coming time.
