Recently, when Bui Vien Street (the most beautiful street in Hai Phong City) and Vo Nguyen Giap Street were put into use, the area located in these two streets (in Vinh Niem Ward, Le Chan District) became "golden land" because of its prime location with billion-dollar projects such as Vinhomes, AeonMall, riverside urban areas... Therefore, the protection corridor of the left dike of Lach Tray River was targeted by individuals, blatantly encroached, embellished, and turnedthe dike corridor , the riverside area outside the dike into a luxury villa, restaurant, and eco -tourism area.

According to the Lao Dong Newspaper, on the riverbank area outside the dike, nearly 1 km long, the left dike of Lach Tray River has "grown" luxury restaurants and eco-tourism areas. On land plots ranging from several hundred to several thousand square meters, one-story houses have sprung up, surrounded by neatly and elaborately tended gardens. Even here, a magnificent "mansion" has sprung up. The project owner built hills, rockeries, octagonal houses and planted a series of ancient bonsai trees with market prices ranging from several hundred million to billions of dong.
Located right on the strip of land, next to Rao 2 bridge is a restaurant of thousands of square meters of Binh Minh eco- zone stretching along the river bank, located entirely on the land of the flood escape corridor. Every day, this restaurant is always bustling with customers coming in and out to eat and drink.
When the reporter was present, at a construction site, workers were hurriedly building fences, using excavators and bulldozers to level the land to create landscapes for the eco-tourism area.
A leader of the Department of Irrigation and Natural Disaster Prevention (under the Department of Agriculture and Rural Development of Hai Phong City) said that the protection corridor of the left dike of Lach Tray River is being seriously encroached upon by people, who are building illegal structures.
According to this leader, the origin of the land in the dike area is aquaculture land, leased by the government to households but the lease has expired for many years. "All construction activities in this area are not allowed, it is a serious violation of the law on dike management and protection" - this leader clearly stated.
Illegal construction outside the left dike of Lach Tray river is 1,000 square meters wide.
According to Mr. Nguyen Ngoc Ninh, Chairman of Vinh Niem Ward People's Committee, the land area outside the left dike of Lach Tray River was leased by Le Chan District People's Committee for aquaculture many years ago. Up to now, most of those areas have expired contracts, but because people have lived there for many years, they still... continue to stay.
Answering the question: "Why didn't the expired land lease contract be revoked for local authorities to manage? Why didn't the authorities take action, leading to a series of villas and restaurants springing up on the riverbank area outside the left dike of Lach Tray River?", Mr. Ninh said: "We have reported to the district."
Information from the Department of Irrigation and Natural Disaster Prevention (under the Department of Agriculture and Rural Development of Hai Phong City) said that land use, site clearance, construction of works related to land allocation, land lease, and management of local riverside alluvial land have been inspected by competent authorities.
Hai Phong authorities have repeatedly issued documents directing and requesting a decisive handling of the above situation, however, all illegal construction activities in this area are still taking place rampantly...
Although the authorities had drawn up a record, the villas and eco-tourism areas still "sprouted" up.
The dike management force also inspected, detected and coordinated with the People's Committee of Vinh Niem Ward to make a record, recommending the People's Committee of Le Chan District to take measures to prevent and handle according to regulations. However, up to now, the violations have continued and have not been handled; the violators continue to construct the project.
Recently, on March 7, Mr. Do Gia Khanh, Director of the Department of Agriculture and Rural Development of Hai Phong City, reported to the People's Committee of Hai Phong City on the situation of many households leveling the ground and constructing works in violation of regulations on land, planning, and dykes. Specifically, at km25+300, Mr. Pham Quoc Hung (in the urban area along the Lach Tray River) built a house with an area of 32 m2. At km25+400, the land transferred by 27-7 Joint Stock Company resulted in leveling the ground and constructing a house with an area of 50 m2. Mr. Tong Phuc Thuan (in the urban area along the Lach Tray River) gathered materials, leveled the ground, and built a 43.5 m wide work.
The Department in coordination with the People's Committee of Vinh Niem Ward has made a record of the land use, site leveling, construction of works related to land allocation, land lease, and management of riverside land by individuals, and has recommended the People's Committee of Le Chan District to take measures to prevent and handle the violations. However, the violations still recurred, were not handled, and the subjects continued to construct the works.
Previously, at the end of 2022, the Department of Irrigation and Natural Disaster Prevention (Department of Agriculture and Rural Development) proposed that Le Chan district inspect land use management and take measures to prevent and completely handle illegal construction activities.
Land along the dike is turned into restaurants and ecological areas.
In particular, Mr. D.QH (in Gia Vien ward, Ngo Quyen district) continued to build houses and gate pillars outside the riverbank at km25+150. 27-7 Joint Stock Company transferred and built steel-frame houses outside the riverbank at km25+400-550. These construction works were not licensed and violated regulations on land, construction, planning, and dikes. The unit coordinated with Vinh Niem ward People's Committee to draw up a record of violations and proposed handling, but they have not been completely handled.
It is known that on March 10, the People's Committee of Hai Phong City issued an official dispatch requesting the People's Committee of Le Chan District to urgently inspect and thoroughly handle violations of illegal construction on the riverbank outside the left dike of Lach Tray. At the same time, take measures to prevent violations from arising.
