To control and reduce traffic accidents, the authorities of Bien Hoa City have stepped up measures to control and strictly handle violations of traffic laws and adjust shortcomings in traffic infrastructure...
* Traffic accident control
As a locality with many industrial parks and National Highways 1 and 51 passing through, the risk of traffic accidents in Bien Hoa City is always latent on crowded roads with many types of heavy trucks (dump trucks, tractors, passenger cars, tankers) circulating. Therefore, to ensure traffic safety, specifically to reduce traffic accidents, the Traffic Safety Committee of Bien Hoa City has directed functional agencies to increase patrols and strictly handle traffic violations.
According to the Traffic Police - Order Team of Bien Hoa City Police, from the beginning of 2023 to now, the unit has administratively sanctioned more than 3.9 thousand cases of traffic safety violations, with a fine of more than 13.2 billion VND. Thereby, more than 1.3 thousand driving licenses were revoked; 93 cars and more than 2.7 thousand motorbikes were temporarily detained. In particular, the main violations were alcohol concentration violations with more than 1.6 thousand cases, with a fine of more than 7.9 billion VND. In addition, the team also sanctioned 137 cases of overloading, 67 cases of oversize and 49 cases of extending the vehicle's body; 197 cases paid fines with a total amount of more than 1.6 billion VND.
According to the Traffic Safety Committee of Bien Hoa City, from the beginning of 2023 to now, the authorities have detected and recorded 955 cases of urban order violations (an increase of 521 cases compared to the same period in 2022). Thereby, 500 cases have been handled with a fine of more than 726 million VND (an increase of 240 cases and an increase of 44 million VND in fines compared to the same period in 2022). |
In addition, the Traffic Safety Committee of Bien Hoa City also coordinated with relevant units to inspect and handle a number of "black spots", potential traffic accident spots, and traffic infrastructure shortcomings in the area. Typically, traffic safety inspections at the gates of primary schools in February 2023; dismantling the median strip on 30-4 Street in February 2023; re-regulating the prohibition of stopping and parking on a number of central city roads in March 2023; traffic diversion for cars through the Vung Tau intersection in April and May 2023...
Thanks to that, in the first 6 months of 2023, the whole Bien Hoa city has reduced traffic accidents compared to the same period, the whole city had 30 traffic accidents, killing 26 people, injuring 10 people. Compared to the same period in 2022, the number of traffic accidents decreased by 14 cases, 5 deaths, 10 injuries. In which, mainly road traffic accidents with 27 cases, killing 23 people, injuring 10 people.
* Control large vehicles on key routes
However, in recent times, the number of traffic accidents in Bien Hoa City has remained high; most of the traffic accidents involve large vehicles (trucks, tractors, passenger cars), so the risk of traffic accidents remains high. In recent times, there have been many tragic traffic accidents in Bien Hoa City.
Typically, on February 8, an 8-year-old student at Ha Huy Giap Primary School, residing in KP.4C, Trang Dai Ward, was run over and killed by a school bus in front of the gate of Ha Huy Giap Primary School. Or at the Gate 11 intersection cluster, in May and June 2023, there were 4 consecutive traffic accidents between trucks, tractor-trailers and motorbikes, killing 4 people on the motorbikes (including 2 people under 18 years old, 1 person over 70 years old).
Faced with the above reality, to curb traffic accidents in the last months of 2023, the Traffic Safety Committee of Bien Hoa City has proposed a number of key solutions, focusing on controlling heavy-duty vehicles operating in construction material quarries and major roads. At the same time, focusing on handling the "black spot" of traffic accidents that have just arisen in the Gate 11 intersection cluster area.
A representative of Traffic Inspection Team No. 3 (Traffic Inspection, Department of Transport, in charge of Bien Hoa City) said that the Traffic Inspection force is currently conducting a peak period of inspection and handling violations of vehicle weight and loading of goods on cars at cargo loading and unloading hubs across the province. Focusing on specialized roads to the Tan Cang quarry cluster (Phuoc Tan Ward). The purpose is to prevent and limit oversized and overloaded vehicles from "running rampant" on key routes: National Highway 51, Vo Nguyen Giap, National Highway 1, etc.
Particularly at the Gate 11 intersection cluster, recently, the Road Management Area IV (Vietnam Road Administration, Ministry of Transport) and related units organized traffic and re-routed traffic at km 4+700 on National Highway 51. The Provincial Traffic Safety Committee also requested the traffic police force to maintain the regulation and guidance of vehicles moving through this area in accordance with the new signs, limiting the risk of collision between large cars and people riding 2-wheelers.
