According to Lieutenant Colonel Le Anh Son, Political Commissar of Naval Division 11, Coast Guard Region 1: To ensure the safety of people and vessels, before the storm, the Naval Division organized forces to proactively support fishermen to minimize damage caused by the storm. The Naval Division also strictly maintained forces and vehicles ready to carry out search and rescue missions, helping people when situations arise.

It is known that the 11th Fleet has established working groups to conduct propaganda, mobilize, and support thousands of fishing boats during the storm season. Officers and soldiers of the Fleet have come to the places where the boats are taking shelter in the area to check the safety level in order to promptly advise fishermen on the most effective storm prevention plan. At the same time, they have distributed tens of thousands of propaganda leaflets, reminding people to strictly comply with storm prevention and control regulations of all levels, and absolutely not to leave the shelter area without permission to ensure safety. The working groups of the Fleet also help fishermen tie up boats, rafts, aquaculture cages, check ropes, buoys, clean up nets, fishing gear; organize calls for vehicles and fishermen to enter storm shelters... The unit also visits and gives tens of thousands of national flags, dozens of tons of rice and many necessities to fishermen...

Ms. Lai Thi Ha, a cage fish farmer in Ha Lam ward (Quang Ninh) emotionally shared: "In recent years, storms have come continuously, so people working at sea like us have had a very hard time. During the natural disaster, receiving the attention, encouragement, and gifts from the Coast Guard officers and soldiers, my family and the fishermen are happier, more secure, and always trust and strictly follow the contents that have been propagated...".
