Attending and directing the exercise were Colonel Pham Van Dung, Deputy Chief of Staff of Military Region 4; Colonel Nguyen Ky Hong, Deputy Director of Politics of Military Region 4; Lieutenant Colonel Phan Duy Thuan, Deputy Director of Logistics and Technology of Military Region, and representatives of several agencies of Military Region 4.

The exercise is titled "Transferring armed forces into combat readiness (SSCD) states, advising on transferring localities into national defense states; organizing preparations and practicing operations, firmly protecting the provincial defense area". The exercise content is divided into 3 phases: Transferring the SSCD state for the armed forces, advising on transferring localities into national defense states; organizing preparations for defensive operations and practicing defensive operations.

Disseminate status change orders, mobilization orders, and instructions on what needs to be done immediately during the exercise.
The Military Region Command monitors the exercise.

One-sided, two-level command-staff exercises are a form of comprehensive training with many different forms of combat, within a wide space and time range; they are conditions for comprehensive, high-intensity training, close to combat reality, improving the level of command organization, coordination of defense operations of commanders and agencies with the provincial armed forces and staff methods for local Party committees and authorities in combat readiness states.

The highlight of this exercise is that the scenarios are structured closely to the actual combat situation and the practical requirements of the Army in the current situation. The exercise contents took place enthusiastically, linking principles with practice, promoting the advisory role of specialized agencies in proposing appropriate and effective combat plans.

During the exercise, the training framework proactively prepared well, correctly assessed the situation, promptly supplemented operational documents and closely coordinated between forces. The exercise was completed according to the set objectives and requirements, ensuring absolute safety.

During the monitoring and direction process, the Military Region's Exercise Steering Committee promptly pointed out the strengths and limitations in each content so that the exercise framework could learn from experience.
