Ministry of Transport responds to proposal to expand National Highway 12B through Hoa Binh

According to voters in Hoa Binh province, National Highway 12B, the section passing through Vu Binh commune in particular and Lac Son district in general, is one of the main roads with an increasing number of vehicles. However, this road is very narrow, with many sharp turns and low-lying areas.

On the other hand, National Highway 12B from Tan Lac District to Nho Quan District, Ninh Binh Province has a policy of researching upgrading and expanding in Decision No. 400/QD-BGTVT dated April 5, 2023, but the project has not been implemented yet. Voters in Hoa Binh Province said that the current road is seriously degraded, many narrow sections do not ensure traffic safety, and do not attract investors to invest in the area.

From there, voters recommended that the Ministry of Transport pay attention to investing in upgrading and expanding National Highway 12B through the above areas to ensure smooth and safe traffic.

Regarding this issue, the Ministry of Transport said that National Highway 12B plays an important role in promoting socio-economic development and ensuring national defense and security in the Northern Midlands and Mountains in general and Hoa Binh province in particular.

According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, National Highway 12B is 140km long, the section through Hoa Binh province is 59km long, with a scale of a grade III road, 2 - 4 lanes.

“The Ministry of Transport agrees with the proposal of voters of Hoa Binh province on the need to invest in National Highway 12B to promote the effectiveness of the route, create favorable traffic conditions for people, and contribute to solving the problem of goods and passenger circulation in the region.

To prepare the necessary conditions for investment implementation when resources are balanced, the Ministry of Transport has assigned the Vietnam Road Administration to prepare a report proposing investment policies for the Project to upgrade and renovate National Highway 12B through Hoa Binh province (including the section through Vu Binh commune, Lac Son district and the section through Tan Lac district) according to the provisions of the Law on Public Investment.

Due to funding difficulties, the Ministry of Transport has not been able to arrange investment for the project in the period of 2021 - 2025. The Ministry of Transport has noted the voters' recommendations and will coordinate with the People's Committee of Hoa Binh province to report to competent authorities for consideration and investment in renovating and upgrading the route in the period of 2026 - 2030," the Ministry of Transport said.

In the immediate future, the Ministry of Transport will direct the Vietnam Road Administration to plan maintenance and repair of the above-mentioned National Highway 12B to ensure favorable travel and transportation conditions for people and businesses in the area.
