(Chinhphu.vn) - Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry of Home Affairs is consulting to have more policies to support non-professional officials who quit their jobs when restructuring the apparatus, in accordance with the general direction of competent authorities.

Minister of Home Affairs Pham Thi Thanh Tra provided the above information at the meeting of the National Assembly Standing Committee on April 17 to give opinions on the Government's report on salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits.

According to Minister Pham Thi Thanh Tra, in the near future, the Ministry of Home Affairs will coordinate with competent agencies to propose to the Central Executive Committee to re-evaluate Resolution No. 27-NQ/TW dated May 21, 2018 on reforming wage policy, on that basis, there will be fundamental and strategic solutions for implementing long-term wage policy.

Currently, the Ministry of Home Affairs is guiding localities to implement policies in Decree 178 on policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organization and apparatus arrangement of the political system; Decree 67 amends and supplements a number of articles of Decree 178; at the same time, continue to implement Decree 177 on policies and regimes for cases of non-re-election, re-appointment and cadres who quit their jobs or retire at will.

"Along with this, the Ministry of Home Affairs is also consulting to have more policies for non-professional staff who retire according to the general direction of competent authorities," said Minister Pham Thi Thanh Tra.

Previously, Decision No. 759/QD-TTg dated April 14, 2025 on approving the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model clearly stated: " End the use of non-professional workers at the commune level; assign local authorities to consider and possibly arrange non-professional workers at the commune level who meet the requirements of the task to participate in work in villages and residential groups; implement a retirement policy for non-professional workers at the commune level who are not assigned work according to regulations ".

Then, on April 15, 2025, Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Standing Committee of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing two-level local governments, signed Official Dispatch No. 03/CV-BCĐ to the Provincial Party Committee, City Party Committee, and People's Committees of provinces and centrally-run cities on the orientation of a number of tasks for the arrangement of administrative units and the organization of two-level local governments; on the organization of the apparatus, cadres, civil servants, and public employees when implementing the arrangement.

According to the Steering Committee, the current use of non-professional workers at the commune level will end from August 1, 2025. Local authorities are assigned to consider and arrange non-professional workers at the commune level to meet the requirements of the task to participate in work in villages and residential groups and implement policies and regimes for cases where work is not arranged according to regulations.

It is estimated that there are more than 400,000 part-time workers nationwide. The support policies and regimes for part-time workers at the commune, village, and residential group levels who are redundant due to mergers are issues that many people are concerned about. Because part-time workers at the commune, village, and residential group levels are not included in the applicable target group and are not entitled to the regimes prescribed in Decree 178 and Decree 67.
