According to the Ministry of National Defense , the force searching for and collecting martyrs' remains is special labor, very hard and toxic labor, having to work regularly and continuously from 10 to 12 hours a day, in conditions far from home, far from family, far from residential areas.
The subjects also work in places with harsh climates and weather, rugged and difficult terrain; high labor intensity, which greatly affects health. Many officers and soldiers have sacrificed or been injured while performing their duties.
The old regulations were issued from 2013 to present, while the Government has adjusted the basic salary 7 times. Meanwhile, the allowance and direct support levels have not been adjusted accordingly.
Therefore, the Ministry of National Defense proposed to increase the level of health allowance; the level of allowance; additional meals to restore labor capacity; additional funding for studying Lao and Cambodian languages when performing duties abroad...

The Ministry of National Defense proposed to increase the monthly responsibility allowance by 0.5 times the basic salary as prescribed by the Government at the time of implementing the regime for salary earners and compared to the military rank allowance for privates for non-commissioned officers and soldiers.
Additional allowance equal to 20% of the current salary of military rank or grade plus leadership position allowance, seniority allowance exceeding the framework (if any) for those receiving salary or current military rank allowance for non-commissioned officers and soldiers when performing domestic duties.
In addition, 100% of the salary of the current military rank or grade plus leadership position allowance, seniority allowance exceeding the framework (if any) for those receiving salary or current military rank allowance for non-commissioned officers and soldiers on duty abroad.
The above allowance is calculated monthly. In case of less than a full month, 15 days or more will be calculated as 1 month, less than 15 days will be calculated as 1/2 month.
This is a new additional policy and regime compared to the old regulations.
The Ministry of National Defense also proposed to provide additional meals equal to 2 times the basic food allowance for non-commissioned officers and infantry soldiers when on duty abroad. The additional food allowance is calculated from the date of departure abroad to carry out the task of searching for and collecting martyrs' remains to the date of re-entry. It is equal to 1 time the basic food allowance for non-commissioned officers and infantry soldiers when on duty domestically, calculated based on the actual days of searching for and collecting martyrs' remains (the additional food allowance is included in the meal, not paid in cash).
Officers and soldiers are entitled to a allowance of 0.2 basic salary/person/day calculated based on the actual days of surveying, verifying information, organizing activities to search for and collect martyrs' remains (including time for mobilizing forces and examining and treating patients).
During the actual day of duty, if the duty is less than 4 hours, it is counted as 1/2 day, from 4 hours or more, it is counted as 1 day. When enjoying the above allowance regime, there is no business trip allowance regime.
Regarding health allowance of 1.5 million VND/person (no more than 2 times/year), an increase of 1 million VND compared to the old regulation, is calculated as follows: Time spent on the task of searching and collecting martyrs' remains (including the time spent searching and collecting martyrs' remains domestically and internationally; if interrupted, it will be accumulated) from 6-12 months will be paid twice; less than 6 months will be paid once.
Team leaders, political commissars, deputy team leaders, and deputy political commissars of teams searching for and collecting martyrs' remains are supported with phone bills of VND 200,000/month.
Regime when performing tasks of searching for and collecting martyrs' remains abroad
When performing duties abroad, the regional allowance is one time the basic salary according to Government regulations at the time of implementing the regime for salary earners, compared to the military rank allowance for privates for non-commissioned officers and soldiers.
The benefit is calculated monthly. In case of less than a month, it is calculated as follows: 15 days or more is calculated as 1 month, less than 15 days is calculated as 1/2 month. The benefit period is from the month of departure abroad to carry out the task of searching for and collecting martyrs' remains to the month of re-entry into the country.
In addition, the Ministry of National Defense proposed to support Lao and Cambodian language learning for forces on duty in Laos and Cambodia at 2 million VND/person/year (no more than 3 years), an increase of 1.5 million VND compared to the old regulation.
In case of injury or illness requiring examination and treatment at medical facilities abroad, the medical examination and treatment costs will be paid. If the patient has to be transferred back to the country for treatment, the actual transportation costs will be paid...
