The Go Mang Cultural House is funded by the Ministry of National Defense from the "For the Poor" Fund in 2025, with a total investment of 2 billion VND, an area of ​​280m², assigned to Division 316 to survey, design and directly construct.

The project includes a hall, functional areas, playgrounds and auxiliary items, designed to suit local conditions. Along with support from the Ministry of National Defense, the project also received support from local businesses and Hung Vuong General Hospital ( Phu Tho ) in investing in the hall's equipment system; local people contributed their efforts to complete the campus and landscape, making it spacious and synchronous.

Leaders of the General Department of Politics of the Vietnam People's Army and Military Region 2 presented gifts to women in difficult circumstances in Go Mang area, Chi Dam commune (Phu Tho).

Speaking at the ceremony, Colonel Lam Dung Tien, Party Secretary and Political Commissar of Division 316 affirmed: The project is a vivid symbol of military-civilian solidarity, demonstrating the deep concern of the Ministry of National Defense, the General Department of Politics, and the Military Region 2 Command for the spiritual life of the local people. The inauguration and putting the project into use not only contributes to creating a place for cultural activities, meetings, and community exchanges, but also strengthens the great national unity bloc, joining hands to build new rural areas and a new cultural life at the grassroots level. This is also a project of practical significance to celebrate the 95th anniversary of the Party's Traditional Day of Mass Mobilization (October 15, 1930 / October 15, 2025); 79th anniversary of the Traditional Day of Military Region 2 (October 19, 1946 / October 19, 2025).

During the construction process, although the weather conditions were sometimes unfavorable, with a high sense of responsibility, the officers and soldiers of Division 316 made efforts to overcome difficulties, ensuring construction progress, quality and labor safety. The Party Committee and Division commander regularly inspected, supervised, promptly removed difficulties, ensuring the project was completed on schedule, in accordance with technical and aesthetic standards.

Within the framework of the ceremony, representatives of the Party Committee and the government of Go Mang area, Chi Dam commune expressed their deep gratitude to the Head of the Ministry of National Defense, leaders of the General Department of Politics of the Vietnam People's Army; the Command of Military Region 2; the Party Committee, the command of Division 316 and units and enterprises for their attention and help to the locality to have a spacious and practical cultural work serving the community's life. The locality pledged to effectively manage and exploit the Cultural House, promoting the value of the work as a center of political and cultural activities of the residential area.

The Go Mang Cultural House coming into operation is a clear demonstration of the close relationship between the army and the people, contributing to spreading humanistic values, strengthening people's trust in the Party, State and Army, creating motivation for the locality to continue to develop sustainably.
