The conference assessed that from 2009 to present, the organization of voluntary blood donation according to Directive No. 39/CT-BQP has achieved many positive results, with profound political , social and humanitarian significance. In 15 years, the entire army has organized 1,555 propaganda and mobilization sessions; published 172,747 media publications. With strict and serious implementation, the voluntary blood donation movement in the Army has had a strong influence, achieving practical results.

The entire army organized voluntary blood donation campaigns in thousands of agencies and units, attracting 127,112 officers and soldiers to participate, thereby receiving 528,194 units of blood, converted into 577,804 standard units with an estimated total blood volume of 144,451,000 ml, basically meeting the blood needs for emergency and treatment in the army and sharing significant support for civilian hospitals.

In 15 years, military hospitals have transfused blood and blood products to 342,610 patients with 698,318 transfusions and 190,861,434ml of blood. Thanks to that, hundreds of thousands of patients have been saved thanks to the drops of blood from the military.

After listening to the center's report and the delegates' opinions, and giving a speech directing the conference, Senior Lieutenant General Vu Hai San acknowledged and commended the results and achievements that the agencies and units of the entire army have achieved over 15 years of implementing Directive No. 39/CT-BQP of the Minister of National Defense ; pointed out the remaining limitations and requested the Party committees and commanders of the agencies and units to quickly overcome and rectify so that the organization of voluntary blood donation in the Army can continue to achieve more practical results.

Senior Lieutenant General Vu Hai San requested that in the coming time, Party committees and commanders of agencies and units throughout the army need to continue to thoroughly grasp resolutions and directives, especially newly issued documents related to health care, protection and voluntary blood donation. At the same time, the General Department of Logistics and Technology is assigned to preside over and coordinate with relevant agencies and units to research, develop and submit to competent authorities to issue new directives on voluntary blood donation in the Army to ensure compliance with the practical situation.

Senior Lieutenant General Vu Hai San requested that agencies and units need to step up propaganda and education work to raise awareness among officers, soldiers and workers of the entire army about humanitarian blood donation, creating a strong spreading effect. Strengthen the leadership and direction role of Party committees and commanders at all levels in this work, considering it an important and regular task.

Agencies and units shall develop a scientific plan to organize voluntary blood donation campaigns, closely linked to the training tasks and regular work of the army, ensuring the movement is stable and continuous; promoting the vanguard role of forces and mass organizations in the entire unit so that the voluntary blood donation movement achieves the highest efficiency.

Senior Lieutenant General Vu Hai San noted that functional agencies and units need to build a close coordination mechanism to complete a unified blood mobilization and use network, establish a data sharing system and emergency blood coordination process. Along with that, pay attention to training and improving professional capacity for medical staff and workers specializing in hematology and blood transfusion; standardize and strictly implement technical processes and safety standards in the production, transportation and use of blood to effectively serve the emergency work and treatment of soldiers and people.
