Attending the conference at the central venue were: Professor, Dr. Tran Van Thuan, Deputy Minister of Health; Major General Nguyen Ba Luc, Deputy Chief of the General Staff of the Vietnam People's Army; leaders of the General Department of Logistics and Technology and agencies and units under the Ministry of National Defense; representatives of the Ministry of Health, the Central Committee of the Vietnam Red Cross ; and leaders and commanders of agencies and units under the General Department of Logistics and Technology.

The conference assessed that, from 2009 to the present, the organization and mobilization of voluntary blood donation according to Directive No. 39/CT-BQP has achieved many positive results, with profound political , social, and humanitarian significance. Over the past 15 years, the entire army has organized 1,555 propaganda and mobilization sessions; and distributed 172,747 communication publications. With strict and serious implementation, the voluntary blood donation movement in the Army has spread strongly and achieved practical results.

The entire army organized voluntary blood donation campaigns at thousands of agencies and units, attracting 127,112 officers and soldiers to participate. Through these campaigns, 528,194 units of blood were collected, equivalent to 577,804 standard units, with an estimated total of 144,451,000 ml of whole blood. This basically met the blood needs for emergency and treatment purposes within the army and provided significant support to civilian hospitals.

Over the past 15 years, military hospitals have transfused blood and blood products to 342,610 patients, with 698,318 transfusions and 190,861,434 ml of blood. Thanks to this, hundreds of thousands of patients have been saved by the selfless blood donations from the military.

After listening to the central report and the opinions of the delegates, General Vu Hai San, in his directive speech at the conference, acknowledged and praised the results and achievements that all agencies and units in the army have achieved over the past 15 years in implementing Directive No. 39/CT-BQP of the Minister of National Defense ; he also pointed out the remaining shortcomings and requested the Party committees and commanders of agencies and units to quickly overcome and rectify them so that the organization of voluntary blood donation campaigns in the Army continues to achieve even more practical results.

Leaders from the Ministry of Defense, the Ministry of Health, and other delegates visited the product displays at the conference.

General Vu Hai San requested that, in the coming period, Party committees and commanders of all agencies and units in the entire army continue to thoroughly understand the resolutions and directives, especially newly issued documents related to health care and protection and the promotion of voluntary blood donation. At the same time, he assigned the General Department of Logistics and Technical Services to take the lead and coordinate with relevant agencies and units to research, develop, and submit to the competent authority for promulgation a new directive on promoting voluntary blood donation in the Army, ensuring it is appropriate to the practical situation.

General Vu Hai San requested that agencies and units strengthen propaganda and education to raise awareness among officers, soldiers, and workers throughout the army about humanitarian blood donation, creating a strong ripple effect. He also emphasized strengthening the leadership and guidance role of Party committees and commanders at all levels in this work, considering it an important and ongoing task.

Agencies and units should develop scientific plans for organizing voluntary blood donation campaigns, linking them to the training and regular work of the troops, ensuring the movement is stable and continuous; and promoting the pioneering role of forces and mass organizations throughout the unit to achieve the highest effectiveness in the voluntary blood donation movement.

Leaders of the Ministry of National Defence and the Ministry of Health presented Certificates of Commendation from the Minister of National Defence to collectives that have achieved outstanding results in organizing and implementing Directive No. 39/CT-BQP from 2009 to the present.

Leaders of the General Department of Logistics and Technical Services presented awards to individuals who achieved outstanding results in implementing Directive No. 39/CT-BQP of the Minister of National Defense.

General Vu Hai San noted that functional agencies and units need to build a close coordination mechanism to complete a unified blood donation, reception, and utilization network, establish a data sharing system, and develop procedures for emergency blood coordination. Along with this, attention should be paid to training and improving the professional capacity of medical staff specializing in hematology and blood transfusion; standardizing and strictly implementing technical procedures and safety standards in the production, transportation, and use of blood to effectively serve the emergency care and treatment of soldiers and civilians.
