On behalf of the National Assembly Standing Committee (NASC), National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 1767/NQ-UBTVQH15 on supplementing the state budget revenue estimate for 2024; allocating and using sources of increased central budget revenue in 2024. Including allocating resources to implement salary reform for cadres, civil servants, armed forces, and employees in enterprises.
Allocating more than 76,000 billion VND to implement salary policy reform for cadres, civil servants and public employees
In this resolution, the Standing Committee of the National Assembly decided to supplement the state budget revenue estimate for 2024, the increase in state budget revenue in 2024 is 342,699 billion VND, of which the increase in central budget revenue is 187,244 billion VND (excluding aid revenue recorded, recorded expenditure for specific targets, central budget revenue increased by 191,900 billion VND), local budget revenue increased by 155,455 billion VND.
Along with that, the allocation and use of increased central budget revenue in 2024 (excluding aid revenue recorded for specific purposes) is 191,900 billion VND for 5 specific tasks.
Salary reform for officials, civil servants, public employees and workers in enterprises
Of which, the allocation of resources to implement salary policy reform according to Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Conference of the 12th Party Central Committee on salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises is 76,769 billion VND.
The bonus for exceeding the revenue estimate and reinvesting back into localities is 16,591 billion VND, of which: Hanoi 8,048.5 billion VND; Ho Chi Minh City 3,997.5 billion VND; Thanh Hoa province 2,139.5 billion VND; Hai Phong city 735 billion VND; Da Nang city 590.5 billion VND; Khanh Hoa province 259.5 billion VND; Can Tho city 57 billion VND; Nghe An province 52 billion VND; Hue city 100.5 billion VND; Hung Yen province 13 billion VND; Phu Tho province 83 billion VND; Ninh Binh province 49 billion VND; Bac Ninh province 124.5 billion VND; Dong Nai province 325.5 billion VND; Tay Ninh province 16 billion VND.
Implementing the housing support policy for people with revolutionary contributions according to Decision No. 21/2024/QD-TTg in 2024 of the Prime Minister is 1,940 billion VND.
Implementing national defense and security tasks and projects; science, technology, innovation, national digital transformation tasks and projects; building boarding and semi-boarding schools for high school students in remote, border, and island areas and other important investment projects is VND 86,900 billion according to Document No. 28/TTr-CP dated July 9, 2025 of the Government.
The Standing Committee of the National Assembly also set aside VND9,700 billion to report to the National Assembly to decide on the arrangement to increase the central budget reserve in 2025.
