Minister Dao Hong Lan: Focus on speeding up the progress of the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital

SKĐS - On November 7, at the headquarters of the Ministry of Health, Central Party Committee member and Minister of Health Dao Hong Lan chaired a meeting to evaluate the progress and promote the completion of the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital.

Attending the meeting were Alternate member of the Party Central Committee, Permanent Deputy Minister of Health Vu Manh Ha, Deputy Minister of Health Tran Van Thuan, Deputy Minister of Health Le Duc Luan; leaders of Departments and Offices under the Ministry of Health, Project Management Board and 2 hospitals: Bach Mai, Viet Duc Friendship.

The report at the meeting of relevant units said that, up to now, many items of the 2 projects of Bach Mai Hospital and Viet Duc Friendship Hospital have been basically completed, a few small items are being urgently completed to meet the progress requirements set out in Resolution No. 34/NQ-CP dated February 13, 2025 and the directions of the General Secretary , the Government, and the Prime Minister.

Regarding human resources, both Bach Mai Hospital and Viet Duc Friendship Hospital have developed plans to rotate experienced experts, doctors, nurses, etc., along with recruiting a team of doctors and nurses to meet the examination and treatment needs at the second facility;

The two hospitals are working hard to coordinate with the Medical Construction Project Management Board and contractors to complete the project according to the instructions and plans on procurement, bidding, equipment installation, information technology systems, and operational plans.

At the same time, the two hospitals also proposed a number of issues, such as: Financial plans and specific mechanisms, funding sources to promptly deploy high-quality human resource training; professional ranking; unifying the identification and coordination in signing health insurance payment contracts and documenting items to soon be licensed to operate.

According to each field of state management and technical expertise, representatives of the Departments, Divisions, and Project Management Boards presented the advantages, difficulties, and problems that need to be urgently resolved in coordination at the two project works in order to quickly complete and put into use. In particular, many tasks and items: Construction; Fire Prevention and Fighting; Radiation Safety; Environmental License need the strong support and coordination of the Ministries: Public Security, Construction, Finance, Science and Technology.

In the speeches of Permanent Deputy Minister Vu Manh Ha, Deputy Minister Le Duc Luan and Deputy Minister Tran Van Thuan, they all shared about the efforts of relevant units in implementing the project when implementing a large volume of work with 167 detailed items, with many contents that need to be edited to comply with current policies and legal regulations.

The Deputy Ministers attending the meeting proposed solutions that closely followed the Government's directives and the Ministry of Health's orientations to speed up progress; agreed on the view that the two hospitals must register for high-tech specialized classification; jointly choose one method of registering for health insurance payment identification in medical examination and treatment at the second facility, calculating that it would not affect the locality. At the same time, they committed that by November 30, 2025, both projects would complete the basic construction.

Concluding the meeting, Minister of Health Dao Hong Lan requested the Deputy Ministers to supervise each assigned field, and the functional units to continue to closely follow the actual situation; update the implementation plan for all tasks of the two projects, including carefully reviewing the progress of the remaining items that need to be implemented to complete the two projects and other assigned tasks and tasks.

Strictly implement Resolution No. 34/NQ-CP dated February 13, 2025 to flexibly and proactively implement plans to complete documents in each phase and package content, to meet the set schedule, and complete the basic construction by November 30, 2025.

The Minister emphasized that for the following items: Construction; Fire Prevention and Fighting; Radiation Safety; Environmental License, on the one hand, coordination with relevant ministries and branches is required; on the other hand, Deputy Ministers in charge of the field and Departments, Divisions, and Project Management Boards must promote progress and prepare a report to the Government on the implementation time of each item. In particular, it is important to pay attention to detailed statistics, listing clearly, transparently, scientifically, with specific figures proving the time to complete the procedures and documents must comply with the provisions of current law.

Regarding the plan to request additional financial support, the Minister of Health assigned the Department of Financial Planning to clearly define the necessary costs for personnel, equipment, and operations. He requested the two hospitals to coordinate and come up with a specific and clear plan to divide the level of support for training human resources at the second facility to report to the Ministry of Finance and the Government. "In the spirit of saving, spending correctly and effectively" - the Minister emphasized.

Representatives of leaders of specialized Departments and Bureaus of the Ministry of Health spoke at the meeting.

At the same time, Minister Dao Hong Lan requested the Departments and Bureaus: Legal Affairs, Health Insurance, Medical Examination and Treatment Management and 2 hospitals to discuss thoroughly, citing advantages, difficulties, and feasible options for selecting a contract with a specific unit to make health insurance payments in a favorable and appropriate spirit. At the same time, assign specialized technical staff to the 2nd facility of Bach Mai Hospital as well as Viet Duc Friendship Hospital.

"The policy of the Ministry of Health is to unify a common plan for both hospitals," said the Minister.

Minister Dao Hong Lan assigned the Department of Medical Examination and Treatment Management to report to the Deputy Ministers in charge to urgently advise on completing the dossier of the Resolution on special mechanisms, and submit it to the Government to deploy the operation of the two hospitals in accordance with legal procedures.

The Minister also assigned the Deputy Ministers in charge of each field related to the projects of the two hospitals to closely follow the progress, situation, and results of the assigned tasks, ensuring the committed quality and progress, in accordance with the provisions of law.
