Voters have pointed out that after the mergers, Vietnam now has 34 provinces and centrally-administered cities. The administrative names of many provinces and cities across the country no longer exist, which means that some subjects in general education textbooks will have many shortcomings.
For example, the subject of Geography is affected because the names of provinces and cities in each economic region are mentioned, as well as the types of minerals; industrial crops; livestock; specialized rice and agricultural crop growing areas; and sea areas, which are quite specific and clear in each locality.
History is a subject that covers many historical events related to various places, uprisings, famous people, historical figures, victories, and events that occurred in specific localities…
Therefore, voters suggest that the Ministry of Education and Training adjust and supplement the content of some subjects in the general education curriculum to suit the reality of the province merger; otherwise, students will find it difficult to understand, and teachers will face many difficulties and shortcomings in teaching.

Regarding this issue, Minister of Education and Training Nguyen Kim Son has provided a written response. According to the Minister, when operating local government under a two-tier model consisting of provincial and commune levels, and simultaneously ending the operation of district-level administrative units from July 1st, the number of provincial-level administrative units after mergers will be 34 provinces and cities (28 provinces and 6 centrally-administered cities).
The Ministry of Education and Training has conducted four reviews of the overall general education curriculum issued with Circular No. 32/2018/TT-BGDĐT; the curricula of subjects and educational activities, the required learning outcomes for each content and topic; the content of textbooks for subjects and educational activities at all levels, comparing them with the implementation of the reorganization of administrative units at all levels, the construction of a two-tiered local government organizational model, and identifying necessary amendments and additions.
According to the review results, the subjects History and Geography, History, Geography, and Economic and Legal Education need adjustment.
The expert council for various subjects has proposed revisions and additions to align with the implementation of administrative unit restructuring at all levels and the development of a two-tiered local government organizational model.
The Ministry of Education and Training is currently implementing the process to issue revised curricula for several subjects and educational activities as soon as possible.
