According to the National Center for Hydro-Meteorological Forecasting, storm KALMAEGI is affecting the sea area east of the central Philippines, expected to enter the East Sea on November 4, 2025, becoming storm number 13 in 2025. It is forecasted that from the morning of November 7, 2025, the storm will affect the mainland of our country, but the storm circulation is likely to cause very heavy rain over a wide area, lasting for a long time, with a high risk of flash floods, inundation and landslides in mountainous areas from Ha Tinh to Quang Ngai from November 5 to November 9, 2025.

To proactively respond to storm No. 13 and its circulation, Vietnam Post Corporation has urgently requested the Post Offices of the provinces/cities: Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong; Postal Transportation and Warehousing Company; Postal Express Corporation; Postal Logistics Company to seriously deploy the tasks of operation and response to the storm.

Accordingly, in order to ensure the safety of network production organizations and limit the impacts and damage caused by storms, units need to deploy response plans that are realistic to the characteristics of storms, tornadoes, and floods in each locality according to the "4 on-site" and multi-situational motto; organize reinforcement and bracing of factories and signs; jack up documents and mail to prevent storms from causing flooding, falling trees, etc.

In areas at risk of flooding and landslides, post offices, commune Post Offices - Cultural Offices and delivery routes need to proactively move and place documents and goods high; develop flexible service and delivery plans, ensuring absolute safety and complying with local government requirements. At the same time, develop plans to temporarily close post offices and not organize delivery when storms hit; areas with floods, landslides, etc. are unsafe (but KT1 and express delivery are still arranged).

The Post and Telecommunications Transport and Logistics Company and the EMS Corporation have activated a plan to maintain level 1 network operations (air routes, roads, railways), preparing personnel, vehicles, supplies and reserve fuel to proactively support transportation routes in affected areas.

Proactive, early, decisive and realistic response is the key factor helping Vietnam Post ensure network safety and maintain its role as a vital information and service artery in the context of complex natural disasters.
