States are obliged to implement the judgments of the Court of Justice in good faith.

Ambassador Nguyen Minh Vu emphasized that all countries need to respect and fulfill their obligations under international law, including the obligation to enforce ICJ decisions and judgments in good faith.

On October 24, the United Nations General Assembly discussed the report of the International Court of Justice (ICJ) for 2023-2024.

According to VNA correspondent at the United Nations, at the discussion session, ICJ Chief Justice Nawaf Salam presented the court's report, which mentioned a number of prominent cases including the lawsuits between Ukraine and Russia, newly-arising lawsuits related to the Gaza Strip issue between South Africa and Israel, Nicaragua and Germany, as well as advisory opinions on the occupied Palestinian territories, climate change, and obligations under the International Labor Organization (ILO) Conventions that the court is handling and adjudicating.

At the same time, the 2024 report noted that this was a peak year with many cases submitted to the court, emphasizing the ICJ's efforts in resolving international disputes and providing legal advice on issues that are still unclear in international law; in the context of the court's resources not being really commensurate.

Regarding the ICJ, the delegates of the countries highlighted the important role of the court in maintaining international peace and security and contributing to enhancing the observance, development and enforcement of international law. The increasing number of cases handled by the ICJ is a testament to the confidence of the countries in the court.

Speaking at the meeting, Ambassador Nguyen Minh Vu - Assistant Minister of Foreign Affairs , Head of the Vietnamese delegation attending the meeting at Committee 6 - affirmed that Vietnam supports the essential role of the ICJ in promoting peace, stability and justice, and is ready to cooperate with other countries and the ICJ to promote the rule of law at all levels.

Furthermore, the Ambassador stressed the need for all countries to respect and fulfill their obligations under international law, including the obligation to implement ICJ decisions and judgments in good faith.

Regarding dispute settlement, according to the Vietnamese representative, the role of the ICJ has been widely recognized.

In this role, the ICJ has been working to promote the peaceful settlement of disputes and contribute to maintaining friendly relations between nations.

In addition to adjudicating and resolving international disputes, the advisory function is also very important to clarify controversial legal issues.

In the context of the need for more immediate and ambitious actions to deal with climate change, Vietnam has joined other countries in the core group in proposing that the United Nations General Assembly request the ICJ to provide an advisory opinion on the obligations of states related to climate change.

This advisory opinion can help clarify legal aspects of climate change and is a premise for the effective and substantive implementation of commitments to reduce greenhouse gas emissions into the environment./.
