In addition, organize traffic control and guidance during floods, especially when traveling through culverts, areas at risk of landslides, and areas with deep water; arrange food and necessities in vulnerable areas at high risk of being isolated during heavy rains, floods, and landslides. From there, promptly carry out rescue work, rescue, and support people when situations arise.
The local Civil Defense, Disaster Prevention and Control and Search and Rescue Commands shall organize implementation and report results to the Office of the National Civil Defense Steering Committee.
According to the National Center for Hydro-Meteorological Forecasting, on the night of May 22 and early morning of May 23, the provinces of Lao Cai, Yen Bai, Ha Giang, Tuyen Quang, and Bac Kan had heavy rain, rainfall from 40-70 mm, some places had rain over 100 mm such as Lam Binh (Tuyen Quang) 256 mm; Luc Yen (Yen Bai) 165 mm, Quang Binh (Ha Giang) 113 mm. It is forecasted that from May 23 to the end of May 24, the Viet Bac, Northeast and Northern Delta regions will have moderate rain, heavy rain and thunderstorms, locally very heavy rain with rainfall from 60-130 mm, locally over 220 mm. The Northwest region of the North will have rainfall from 40-70 mm, locally over 120 mm in about 2-3 hours.
