Thereby promoting the leadership and management role of heads of agencies in inspecting and urging to ensure the implementation of administrative reform work of the district with higher efficiency, creating momentum for the district's socio-economic development step by step.
In recent times, the District Party Committee, the District People's Committee, heads of agencies, units and localities have focused on directing and operating administrative reform, creating a strong and widespread reform momentum throughout the system, creating trust for people and businesses. The District People's Committee has stepped up administrative reform, promptly implemented documents of the province and district on administrative reform, creating changes in the awareness and actions of local officials and people. The district's administrative reform has been implemented synchronously and fully in all areas. 100% of administrative agencies from district to commune have implemented the one-stop mechanism in handling administrative procedures. Many administrative procedures under the jurisdiction of many agencies and units have been coordinated by the sectors to resolve them according to the one-stop mechanism, the reception and return of administrative procedure results via public postal services have been well implemented, the handling of administrative procedures via online public services in part and in full, online payment and digitalization of administrative procedure result records have been promoted. In addition, the completion of the Project to upgrade the Reception and Return of Results Department at district and commune levels has contributed to upgrading the appearance of the locality to become more and more spacious, in a modern direction to better serve the needs of organizations and citizens in the process of handling administrative procedures...
Improve satisfaction level
Thanks to the attention and drastic direction of the district leaders, the administrative reform work of the district has achieved positive results. Notably, the administrative reform indicators have improved compared to the previous year, especially the digitization rate, online payment, and progress in handling administrative procedures. Every year, an implementation plan is developed, especially focusing on directing the implementation of tasks and solutions to overcome the shortcomings and limitations of the previous year. The reform of administrative procedures continues to be focused on, the one-stop, one-stop mechanism in receiving, handling and returning administrative records to organizations and individuals is effectively maintained. The reception of records and the return of results are carried out in accordance with the prescribed procedures and time, the progress of handling records is quite good (reaching 93.96%). Thereby contributing to improving the satisfaction level of organizations and individuals in handling administrative procedures.
In addition, to encourage and motivate the staff, civil servants and public employees in the district to actively research and propose solutions, models and good practices in administrative reform implementation, every year the District People's Committee always pays attention to directing agencies and localities to register and deploy new initiatives and solutions to effectively apply in administrative reform work. From 2021 to now, there have been 2 initiatives and solutions on administrative reform recognized and applied by the District People's Committee.
According to the leaders of Tuy Phong district, despite achieving many positive results, administrative reform in Tuy Phong district still faces some difficulties and challenges. Notably, the coordination between agencies and units when handling administrative procedures, especially in the field of land, is a problem. This leads to late documents and prolonged processing time. To overcome these difficulties and limitations and continue to promote administrative reform, the district has proposed specific solutions and directions in the coming time. Accordingly, the district will strengthen the dissemination of regulations on administrative reform to raise awareness among people, businesses and officials and civil servants. Continue to review and simplify administrative procedures, cut down on intermediaries, and reduce time and costs for people and businesses. At the same time, promote the application of information technology in management, operation and provision of public services. Strengthen training and fostering to improve professional qualifications and skills for staff, civil servants, etc.
With synchronous efforts and solutions, Tuy Phong district is determined to create a new breakthrough in administrative reform, contributing to building a public, transparent, and effective administration, better serving the needs of people and businesses.
Over the past 5 years, the rate of digitization of records and results of handling administrative procedures under the jurisdiction of district and commune levels has reached over 90%, exceeding the rate assigned by the Provincial People's Committee by 80%. The rate of administrative procedures with online payment transactions has reached over 45%, exceeding the rate assigned by the Provincial People's Committee by 45%. The rate of online public services has reached 59.85%, exceeding the rate assigned by the Provincial People's Committee by 50%, with many administrative procedures integrated into the National Public Service Portal.
