Key administrative reforms, serving the people effectively

July 1, 2025 went down in history when the new Quang Tri province was officially established from the merger of Quang Binh and Quang Tri provinces (old), marking an important turning point in the local administrative reform process, towards a practical, effective, people-centered administration.

The new Quang Trach commune was formed from the merger of three old communes: Quang Phuong, Quang Hung and Quang Xuan. The commune's Public Administration Service Center (PVHCC) officially came into operation on July 1, 2025, located on the first floor of the old Quang Trach district government headquarters.

This center comprehensively integrates the function of handling essential administrative procedures for the people, from household registration, land to social policies. The scientific arrangement of Party Committees, People's Councils, People's Committees and organizations in the same headquarters area not only optimizes the use of available facilities but also promotes smooth coordination and improves operational efficiency.

Thanks to these innovations, the people of Quang Trach commune are experiencing a completely different approach to public services. Instead of having to go to each individual department as before, they are now guided through a transparent one-stop process, which significantly reduces waiting times and reduces travel.

Ms. Nguyen Thi Hai Yen, an officer at the center, shared: “Our team has been thoroughly trained and quickly adapted thanks to the experience from the old one-stop departments, ensuring there is no disruption during the transition process.”

In parallel with changes at the grassroots level, Quang Tri province is promoting the digital platform in administrative reform. According to the guidance of the Department of Science and Technology, from July 1, 2025, all online public services have been integrated into a single point, the National Public Service Portal, at: https://dichvucong.gov.vn. This ensures continuity and uniformity of data nationwide, demonstrating an important step forward in implementing administrative procedures under the one-stop, one-stop mechanism according to Decree 118/2025/ND-CP of the Government.

The new domain names of the province after the merger, specifically: The provincial administrative procedure settlement information system, including: dichvucong.quangtri.gov.vn; motcua.quangtri.gov.vn and the electronic authentication system: chungthuc.quangtri.gov.vn, are exclusively used for electronic lookup and authentication right at the commune-level Public Service Center, affirming the determination to comprehensive digitalization.

Mr. Le Nam Chung, a local resident, could not hide his satisfaction: "The guides were very enthusiastic, the procedures were simple and I did not encounter any problems. The previous fear has been completely replaced by trust in the new administrative system."

The scientific rearrangement of the working space, together with a clear document processing procedure and improved service spirit, has created a professional and friendly working environment, strengthening people's confidence in accessing public services. Up to now, the Quang Trach Commune Public Service Center has received 145 documents, of which 133 were resolved and returned results early.

To achieve high efficiency in administrative reform, Vice Chairman of Quang Trach Commune People's Committee Duong Ngoc Tu also proactively proposed specific solutions: "The commune proposed the Department of Science and Technology to support the configuration of inter-connected accounts, and at the same time upgrade the public service system and the province's electronic information portal to ensure smooth processing of civil status records. The online payment system is also in the process of completion.

In addition, the commune also proposed that the Ministry of Justice soon synchronize civil status data on the software and propose funding to upgrade facilities and equipment at the center, creating the best conditions for staff and people.

In addition to the initial results, what is noteworthy is the initiative of the staff directly operating the center. There is no longer a gap between the staff and the people, instead there is a spirit of cooperation, sharing, and solving work on the basis of understanding and respect for each other.

Each set of documents received and processed is not simply an administrative procedure, but a commitment to the people's trust. Every change, no matter how small, is aimed at creating an administration that is close to the people, practical and operates effectively in the context of changing management models.

The operation of new communal Public Service Centers shows that administrative reform is going into depth, when each procedure is simplified, each process is standardized to save time and costs for people.

Valuable experiences from the grassroots will help the administrative transfer process take place smoothly, creating a solid foundation for the effective operation of the 2-level government model. Thereby, contributing to the creation of a transparent and effective public administration, with the goal of better serving the people in the new development stage of the province.
