In 2024, Hue city will rank 13th out of 63 provinces and cities in terms of PII index and 2nd out of 14 provinces in the North Central and Central Coast regions. Many important pillars will achieve high rankings, especially the institutional pillar, which will rank 6th out of 63 provinces and cities; human capital and research, which will rank 5th; and the knowledge, innovation, and technology products, which will rank 6th.
However, some pillars reflecting the output and actual impact of innovation are still limited. For example, the infrastructure pillar is ranked only 24th; the level of enterprise development is ranked 23rd; the impact pillar reflecting the effectiveness of innovation on life and production is ranked only 47/63. Notably, indicators such as the rate of enterprises with research and development (R&D) activities, the number of science and technology enterprises, investment in innovation, and the level of intellectual property protection are still modest.
Ms. Tran Thi Thuy Yen, Deputy Director of the Department of Science and Technology, said that PII data is not only a measurement, but also a "mirror" for the city to identify strengths and limitations in the innovation ecosystem. Through the results of the PII index in 2024, the city is proposing many solutions to improve evenly both fundamental factors such as digital infrastructure, R&D enterprises and output indicators such as the number of patents, science and technology enterprises, and the value of impact on production and life. It is important to raise awareness and responsibility of each industry and each locality in improving this index.
To achieve the goal of being in the top 10 provinces and cities nationwide in terms of PII index in 2025, many synchronous solutions have been proposed by the city to unlock potential and achieve a high ranking in PII. These include focusing on developing human resources and research; supporting innovative businesses; improving infrastructure and investment environment; and promoting commercialization of research products.
Unlocking Resources
Hue City's PII enhancement plan for 2025 has a clear roadmap, assigns specific tasks, and proposes 9 key solution groups, from institutions, financial resources,education , to startups and intellectual property.
In terms of institutions, the city focuses on building policies to promote innovative startups, improve the business environment, and support small and medium-sized enterprises in accessing finance and technology. At the same time, it will perfect regulations to support intellectual property protection, innovation in businesses, and digital transformation in administrative agencies.
Regarding innovation infrastructure, the city aims to improve digital infrastructure, deploy 5G network, cloud computing and improve the quality of digital government services. The Department of Science and Technology and telecommunications enterprises are coordinating to build synchronous solutions to increase points in this pillar.
In addition, innovative startups continue to be a focus. It is expected that by 2025, the city will support at least 150 innovative startups, an increase of nearly 50% compared to 2024. Ms. Nguyen Thi Tra My, Director of a startup in the field of natural medicinal cosmetic cleaning solutions, said that current policies to support innovative startups are gradually becoming more substantial. However, many startups want more angel investment funds, intellectual property training courses and access to international markets. Only then will local startups be able to compete in the larger innovation ecosystem.
Mr. Nguyen Van Sach, Director of Ment Technical Communications Company Limited, also shared that the most difficult thing for technology startups is not technology, but the mechanism for accessing data and cooperating with the government and customer units to offer and supply startup products. "Our company has successfully established software to serve medical examination and treatment registration services, and smart hospital fee payments. However, for this product to be transferred and applied to large hospitals, we still have difficulty connecting. Therefore, for innovative solutions to have a "place to perform", we hope that the government and functional agencies will have a support and connection mechanism to both avoid wasting creative resources and create real value to serve people and businesses," said Mr. Sach.
Along with solutions for developing innovative startups, policies for developing science and technology enterprises are also promoted. The city strives to increase the number of science and technology enterprises from 6 to 12 by the end of 2025 and increase the proportion of enterprises with R&D activities from 0.8 to 1% of the total number of enterprises.
Not just a statistical tool, PII is becoming a "strategic map" that helps localities clearly identify advantages and bottlenecks, thereby designing appropriate policies. Hue's goal of being among the top 10 provinces and cities in the country in PII by 2025 is not just a ranking number, but affirms the development orientation based on science and technology, innovation and digital transformation in the journey of construction and development.
