(Quang Ngai Newspaper) - Binh Thuan Commune (Binh Son) has an area of about 18.7 square kilometers, but there are up to 17 investment projects that have been implemented for a long time. People in the project area hope that the government and relevant agencies will soon have solutions to promote construction progress or terminate the investment, if it is not continued, to ensure the legitimate rights of the people.
Inadequacies in land acquisition
Many people in the Binh Long - Dung Quat port project area reported that in 2007, the Provincial People's Committee approved the compensation and resettlement plan for this project, with a total area of 15.4 hectares (divided into 2 phases). Phase 1 was implemented and compensation and site clearance (GPMB) was completed in 2010. As for phase 2, the site related to map sheets 1, 2, 3, 4 and the extension (map sheet 8), the Provincial People's Committee has announced to stop and has not yet implemented it.

However, the Dung Quat Land Fund Development Center (now merged into the Binh Son District Land Fund Development Center) still paid almost all of the compensation to the households. In 2011, the Provincial People's Committee directed the Dung Quat Land Fund Development Center to coordinate with Binh Thuan Commune to work with the households to finalize the compensation costs and deduct them when there are new projects. However, over the past 12 years, phase 2 has not been implemented and there are currently no new projects implemented on this area.
At a recent meeting with voters in Binh Thuan commune, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien requested Binh Son district to focus on resolving the legitimate rights of Binh Thuan commune residents, especially considering canceling land reclamation notices for projects or project items that are no longer in effect. Dung Quat Economic Zone Management Board and provincial industrial parks focus on reviewing projects, publicizing them so that people know about the implementation plan, not leaving people in the project area without information. Any projects that are not continued to be implemented should be deleted, creating favorable conditions for people to live in peace. |
Similarly, the project to build the headquarters and goods inspection area of Dung Quat Port Customs Branch, invested by the Provincial Customs Department, has been implemented since 2011. The approved project has a total area of 8.79 hectares, with 18 households having to resettle, with a total of 22 resettlement lots. When the land acquisition was completed, 3 households did not agree with the method of calculating land compensation, although the compensation plan had been approved and these 3 households had also had a decision to reclaim the land. This problem was resolved many times but did not achieve results. Therefore, the Provincial Customs Department implemented construction on the area that had been cleared, leaving the area of these 3 households (about 1.11 hectares). When the headquarters was completed in 2021, the Provincial People's Committee issued a decision to allocate land to the Provincial Customs Department, in which only the cleared area was recorded as 7.68 hectares.
As for the land area of 1.11 hectares of 3 households, although the province did not assign it to the Provincial Customs Department nor to any other project, meaning it is no longer in any project area, the Management Board of Dung Quat Economic Zone and the provincial industrial parks have not yet carried out the procedures to "return" it to the people, causing them to suffer many disadvantages.
At the meeting with voters of Binh Thuan commune on May 8, Deputy Head of the Management Board of Dung Quat Economic Zone and Industrial Parks of the province Nguyen Pham Trong Nghia said that he will direct the specialized agencies under the Management Board to review and consider each case and propose solutions to resolve the land area that is currently not planned for recovery, creating favorable conditions for people to live in peace.
Help people
In 2012, the Provincial People's Committee approved the compensation, land acquisition, and resettlement plan for the Dung Quat Bio-Ethanol Biofuel Production Plant. Accordingly, 15 households had to be relocated with 19 resettlement sites. However, due to the untimely resettlement arrangement, up to now, 10 households have not received resettlement land.

According to the report of Binh Son District People's Committee, "At this time, Dung Quat Bio-Ethanol Biofuel Production Plant encountered an incident, stopped production and completed procedures to hand over to the Vietnam Oil and Gas Group. Therefore, the investor carried out the project settlement, so there was no more funding to pay the remaining compensation owed to the people". Reflecting on these difficulties, Ms. Nguyen Thi Lan, in Dong Lo village, Binh Thuan commune, said that the people had all the documents in hand, waiting to receive compensation but for more than 10 years they had not seen any payment. Binh Son District People's Committee needs to propose that the province consider canceling the land reclamation decision to ensure the rights of the people.
This situation also occurred at the 1km branch line project into the oil pipeline, part of the project component II, Binh Long - Dung Quat port, implemented in 2008. The project affected 50 households and individuals, of which 9 households were subject to resettlement. Compensation and resettlement were being implemented smoothly, but on July 22, 2010, the Binh Long - Dung Quat port project management board under the Dung Quat Economic Zone Management Board and the provincial industrial parks issued a notice to stop paying compensation and request project settlement.
Then, in 2016, the Provincial People's Committee announced land recovery and approved the compensation plan, site clearance for the main roads to the eastern Dung Quat Industrial Park, including route 7 (formerly the 1km route mentioned above). On that basis, the Binh Son District Land Fund Development Center implemented an inventory of assets and land. However, on June 1, 2018, the Dung Quat Economic Zone Management Board and the provincial industrial parks sent a document requesting the Binh Son District People's Committee not to issue a land recovery decision because the competent authority decided not to allocate funds to continue investing in the main road project to the eastern Dung Quat Industrial Park; requesting the district to consider canceling the land recovery notice of the people. However, currently, the Binh Son District People's Committee has not yet issued a document canceling the land recovery notice for these households. According to Vice Chairman of the Binh Son District People's Committee Ngo Van Dung, the district is reviewing each case to cancel the land recovery notice for the above households as soon as possible.
Land leveling but no compensation yet
People in Binh Thuan commune reported that the Tri Binh - Dung Quat Port Road project (the extension in front of Binh Son service area) has not yet been compensated, but the investor, Dung Quat Economic Zone Management Board and the province's industrial parks, has arbitrarily leveled the ground.
Confirming this incident, Vice Chairman of Binh Son District People's Committee Ngo Van Dung said that at the Tri Binh - Dung Quat Port Road project site, Binh Son District People's Committee has issued a decision to reclaim land in the first phase with an area of 5,474m2; the remaining area is 3,365m2 (including 5 plots). Up to now, Dung Quat Economic Zone Management Board and the provincial industrial parks have not yet requested the District People's Committee to issue a decision to reclaim land and compensate and support households including Le Thi Buoc, Nguyen Phuoc Thanh, Nguyen Van Xuan and Nguyen But but have leveled the ground on the land of these households.
At the meeting between the People's Committee of Binh Thuan Commune and the Dung Quat Construction Investment Project Management Board (under the Dung Quat Economic Zone Management Board and the provincial industrial parks) on December 16, 2021, this Project Management Board committed to completing all procedures for land recovery, paying compensation and support to 4 households by May 2022 at the latest. However, to date, this commitment has not been fulfilled.
NEED TO DELETE PENDING PROJECT The underground bonded warehouse project for crude oil and gasoline in Dung Quat Economic Zone was granted an investment registration certificate in 2016 by the Dung Quat Economic Zone Management Board and the provincial industrial parks to PVOS Binh Son One Member Co., Ltd. for implementation. The total project area is about 38 hectares, the total compensation value approved by Binh Son district (in 2017, 2018) is about 75 billion VND. In the past 5 years, Binh Son district has repeatedly requested the investor to transfer funds to pay households, but the investor has not yet implemented. |
