This makes many people worry about whether the management and advice for local education work can ensure quality and effectiveness?

However, from the perspective of someone who has worked in education for many years and has had the opportunity to work and interact with many different levels of management, I think this is not a worrying issue if we look at it comprehensively, dialectically and towards the future.

The fact that managers do not come from the education sector does not mean that they cannot do well in educational management. In fact, in the world, there are many cases of people studying one major but working effectively in another field. It is this multidisciplinary and multi-field that creates flexibility, creativity, and good coordination in management. An engineer becomes a successful CEO, an economics graduate takes on an educational leadership position - that is not uncommon.

In fact, in our country, many cadres from the Department of Culture - Society , Department of Internal Affairs, Department of Education, People's Committees of communes/wards... although not trained in pedagogy, when taking on the role of education manager, they gradually adapted, learned, improved their skills and completed their tasks in a remarkable way. They brought with them a new perspective, a strict administrative approach, and systematic work organization skills - things that people in the education sector sometimes lack due to their pedagogical expertise.

The important thing is not what you study, but how you approach the job. If the staff has a spirit of learning, responsibility, diligence, and listening to the practice from the grassroots, then after a short time, they can grasp the core issues of the industry. Education is a special field, humane and complex, but it is not an "insurmountable wall". With a person with management capacity, good organizational and communication skills, plus support from teachers at the grassroots, approaching and managing the job is completely feasible.

The old proverb "Practice makes perfect" still holds true. A new person, even if he has never taught before, but if he regularly works with schools, attends council meetings, visits classes, observes lessons, talks with teachers, parents, etc., over time, he will gradually "absorb" the unique features of the teaching profession. From there, he will have a more thorough view and give more practical instructions and advice.

However, for that adaptation to take place quickly and effectively, the role of training and professional development is indispensable. This is the key point.

Specialized training courses on education management, legal documents in the sector, skills in monitoring school activities, analyzing educational data, accessing advanced models, etc. should be organized regularly, systematically and methodically. The Ministry of Education and Training, Departments of Education and Training and pedagogical universities need to coordinate with administrative units to develop short-term and medium-term training programs suitable for non-educational staff who are in charge of this work.

Education is the cause of the entire people. For the education system to operate smoothly and effectively, it cannot rely solely on professionals, but requires the participation of the entire state management system. Every official, regardless of the sector, when taking on a role in the education sector needs to be recognized with trust and support.
