On the morning of April 19, at the first quarter press conference of Can Tho City People's Committee, Director of the Department of Information and Communications Huynh Hoang Men talked about "Regulations on organizing press conferences of the City People's Committee".
According to Mr. Huynh Hoang Men, the purpose of the above regulation of the City People's Committee is to hold press conferences solemnly and seriously, improving the quality of information for the press. In the process of advising the City People's Committee on this regulation, the Department of Information and Communications has sent it to departments, branches, localities and press agencies for comments.
“However, during this time, we did not receive any comments. After the regulations were issued, there was information that was not agreed upon. The Department of Inspection of Legal Documents ( Ministry of Justice ) invited us to discuss the regulations for the city's press conference.
Thereby, the Department noted that Can Tho City should re-issue a document according to legal procedures and adjust and supplement some clear and consistent contents in the upcoming press conference regulations," said the Director of the Department of Information and Communications of Can Tho City.
According to Mr. Huynh Hoang Men, the Department will accept and advise the City People's Committee to re-issue the press conference regulations in accordance with the spirit of legal procedures and amend, adjust and supplement some contents to create consistency in understanding and implementation.
“The initial and ultimate purpose of this regulation is to provide complete and accurate information and help the press conference achieve high quality and efficiency. Can Tho City always wishes to connect and accompany the press agency in the socio -economic development of the locality,” Mr. Huynh Hoang Men shared.
As reported by VietNamNet , previously, the Chairman of the People's Committee of Can Tho City signed and issued a decision on "Regulations on organizing press conferences of the People's Committee of the City".
According to this regulation, the subjects of application are the Departments, branches, sectors of the City, People's Committees of districts and towns; local press agencies; representative offices, resident reporters of other central and local press agencies operating in the area.
In which, it clearly states that "the provision and exchange of information at the press conference between the City People's Committee and press agencies is carried out in the spirit of objectivity, transparency, accuracy, and timeliness in accordance with legal regulations".
Content of regular press conferences, information on the city's socio-economic situation in the quarter and tasks and solutions in the coming time, activities of the City People's Committee, Chairman, Vice Chairman...; discussion and response to issues of interest to the press (except for contents of State secrets).
The Department of Information and Communications is responsible for presiding over and coordinating with relevant agencies and units to propose press conference content; selecting and synthesizing press questions of interest to submit to the City People's Committee for consideration; synthesizing information and press conference documents to send to delegates and reporters...
Departments, branches, sectors and localities prepare written responses and relevant documents to send to the Department of Information and Communications within the prescribed time limit. Send spokespersons to attend press conferences to directly respond and provide information to the press.
In the press conference procedure, the Department of Information and Communications will briefly report on press activities in the quarter; press questions sent before the press conference; and responses from agencies, units, and localities.
“Representatives of the agency’s leadership, representative office, and resident reporters attending the press conference shall raise questions about issues of concern and research. The content of the questions must be consistent with the principles and purposes of the press agency where they are working,” the document stated.
The regulations recently issued by the Chairman of the People's Committee of Can Tho City state about "asking questions at press conferences". Accordingly, sending questions before the press conference "press agencies, representative offices, and resident reporters attending the press conference must be the correct group of invited people; dress and behave politely; and send questions to the Department of Information and Communications at least 3 days before the press conference".
Asking questions at press conferences “Reporters and journalists, when asking additional questions at press conferences, must be concise, clear, easy to understand, to the point and consistent with the principles and purposes of the press agency they are working for.”
