Increase the 'lifespan' of the roads

Along with investing in and building new roads, the city also focuses on maintaining and repairing infrastructure, ensuring safety, contributing to prolonging the 'lifespan' of traffic works.

Correct and repair problems promptly

These days, people in Hong Chau commune can travel smoothly on the newly paved provincial road 396B with clear lines. Mr. Nguyen Van Cuong, a local resident, shared: "Previously, this section was degraded, with many potholes, cracks, and peeling road surface, making it very difficult to travel. Now the road has been repaired and maintained, making it much safer for people to travel."

The project to repair the roadbed, road surface, and drainage of km2+600 - km5+500 of provincial road 396B has just been completed by the Center for Management and Maintenance of Works under the Department of Construction, and is one of many traffic maintenance projects to be implemented in 2025. Completing the project will not only help improve travel conditions but also extend the life of the project, ensuring safety for people and vehicles.

Also in October 2025, the Department of Construction approved the Project to Repair the Approach Road of Niem Bridge, Le Hong Phong - Nguyen Binh Khiem Overpass and Add Traffic Safety Systems on the Bridges. The project has a total investment of more than 1.14 billion VND, expected to start in November 2025 and be completed in early 2026. The project aims to repair damaged and rutted approach roads, add signs and traffic safety systems at intersections, thereby ensuring safe and smooth traffic.

Previously, the Project to Repair Roads in Do Son and Duong Kinh Districts (old) in 2025 was also approved. The project includes many items: repairing the sidewalk on the wrong side of Provincial Road 353, from Doan Ket residential area to Ba De Temple intersection (length of more than 800 m); repairing the road surface and sidewalk of internal area 2; repairing the embankment of Van Hoa Street and the Hieu Tu Street project, with a total cost of more than 7 billion VND.

The repair and renovation of road surface and sidewalk items, raising and lowering the station neck, aims to increase the exploitation capacity, improve traffic conditions, maintain the life of the project; ensure the beauty of Do Son tourist area. The project is expected to start in November 2025 and be completed in January 2026.

The above projects are among a total of 40 projects in the 2025 road maintenance list invested by the Center for Management and Maintenance of Works. These are locations of narrow, weak roads, bridges, or degraded sections with high traffic volume, posing potential traffic safety risks.

The simultaneous implementation of many projects not only overcomes emerging infrastructure shortcomings, but also contributes to maintaining normal operation, preventing degradation, and improving the efficiency of investment in traffic works.

Improve the efficiency of maintenance work

Mr. Tran Van Cao, Deputy Director of the Center for Management and Maintenance of Works, said: In 2025, the center was assigned to implement more than 40 projects and works with a total implementation value of more than 292 billion VND, focusing on repair, maintenance, inspection and traffic safety assurance in both the East and West regions of the city.

In the Eastern region, the focus is on repairing and upgrading a series of roads, sidewalks, bridges, traffic light systems, and traffic cameras. Some large-scale projects are being implemented such as: The project to repair inner-city roads with a total cost of more than 12 billion VND; inspection and monitoring of important bridges such as Binh, Lac Long, Vo Nguyen Giap bridges; and the project to ensure traffic safety around schools and key intersections...

In the West Hai Phong area, 18 construction projects are currently being implemented on provincial roads: 390, 391, 392, 393, 394, 395, 396B, 396C, 398 and the North-South axis... The main projects focus on treating the roadbed, road surface, drainage, replacing expansion joints and bridge bearings, fixing potential traffic accident spots, adding signaling systems and painting road markings.

Completed projects and works have made a clear change in infrastructure quality. With the spirit of “safety - smoothness - efficiency - sustainability”, the Center for Management and Maintenance of Works implements projects on schedule and with quality, aiming to improve the efficiency of management, infrastructure exploitation and trade connection.

The Department of Construction currently manages a large volume of traffic infrastructure including: 2 expressways Hanoi - Hai Phong, Hai Phong - Ha Long and 7 national highways (national highways 5, 10, 17B, 18, 37, 38, 38B) with a total length of 382 km; 41 provincial roads with a total length of 811 km, 496 km of urban roads. This is a large traffic network, playing the role of inter-regional connection, serving trade and socio-economic development. With the rapid increase in the number and density of traffic, many roads are locally damaged, requiring regular and systematic maintenance and repair work.

According to comrade Le Quy Tiep, Director of the Department of Construction, after the merger of Hai Duong province and Hai Phong city, the traffic infrastructure management and maintenance system was organized synchronously, covering both the East and West areas of the city. Regular maintenance and repair projects were continuously implemented. Road marking, installation and maintenance of traffic safety signs were carried out periodically.

The city's construction industry is gradually applying modern technology in the management and maintenance of urban infrastructure. The application of new technologies helps shorten construction time, improve road surface durability and construction quality.

In addition, the Department of Construction continues to promote the application of technology in the inspection, supervision and repair of traffic infrastructure; strengthen field inspection, early detection of damage, timely handling, and minimizing the risk of unsafety during the exploitation and use of works.
