Discussing the Draft Resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, National Assembly deputies of Bac Ninh and Ca Mau provinces both assessed that the issuance of the resolution is urgent and has strategic significance, but the content needs to be designed to be truly "breakthrough", avoiding duplication with laws that are being and will be amended.
National Assembly Deputy Le Thi Ngoc Linh (Ca Mau) affirmed that Resolution 71 is an important "institutional lever" to remove bottlenecks, create flexibility and initiative for educational institutions in the context of education facing many challenges from industrialization, digital transformation, knowledge-based economic development to the demand for high-quality human resources. However, the delegate was concerned about the regulations on the authority to appoint directors, deputy directors, principals, and vice principals of public higher education and vocational education institutions (Clause 2, Article 3).

According to the delegate, this is not a "special, outstanding" content as the spirit of the resolution, and should be included in the Law on Higher Education (amended) and the Law on Vocational Education for consistency, avoiding duplication between the resolution and the law. The delegate also proposed to review and handle the shortcomings in the treatment regime for teachers when they transfer from school to the education department but do not enjoy the same regimes as before, although they still perform management tasks in the industry.
Focus on specific policies, especially on textbooks and student support. National Assembly member Tran Van Lam (Bac Ninh) highly appreciated the regulation that the Minister of Education and Training decides on a unified set of general education textbooks nationwide, saying that this is an appropriate step, responding to the recommendations of voters and National Assembly members, and can be implemented from the 2026-2027 school year by selecting the best set of textbooks from the current sets.

Regarding the policy of providing free textbooks to students, delegate Tran Van Lam said that the roadmap allowing localities to have conditions to implement from the 2026-2027 school year, while completing the whole country by 2030 is unreasonable, because it is prioritizing local development first, while students in difficult areas are the ones who need early support. The delegate suggested that the state budget - including the central budget - should prioritize free textbook support for poor students, remote and isolated areas right from the first years. At the same time, design a mechanism to regulate 20% of the budget for education between localities so that resources can actually reach the areas lacking, not "surplus" in areas that have enough conditions.

It is necessary to have regulations to protect and strictly handle acts of attacking doctors and medical staff.
Comments on the draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. Delegates expect that this resolution will create a real breakthrough in the work of protecting, caring for and improving people's health, especially taking care of people's health early, from the grassroots, while also contributing to protecting "white-shirt soldiers" to perform their special tasks well.
Highly agree with the regulation that the state budget ensures funding through the Health Insurance Fund for periodic health check-ups or free screening at least once a year for target groups without funding. Delegate Le Thi Ngoc Linh (Ca Mau) assessed that this is a very humane policy, consistent with the orientation of early health care, from the grassroots, contributing to reducing the cost of medical treatment in the future.

Based on voters' recommendations, delegates proposed adding a group of people in difficult circumstances and suffering from serious illnesses (such as cancer) to enjoy 100% health insurance, in order to reduce the financial burden on patients and their families, ensure fairness in access to health services and in the spirit of "leaving no one behind".
National Assembly Deputy Nguyen Thi Kim Anh (Bac Ninh) and several other delegates proposed to continue expanding disease prevention measures, including research into universal free vaccination for a number of new diseases, considering this a way to reduce treatment costs in the long term. Delegates also emphasized the need for a strong enough mechanism to attract and retain good doctors in the public sector, where work pressure is high but income is lower than in the private sector. For grassroots levels, especially commune health stations in remote, isolated areas and ethnic minority areas, delegates proposed to raise allowances, increase training opportunities, and rotation so that staff can access modern techniques and equipment, and improve their skills.

In particular, it is necessary to immediately include in the resolution regulations on protecting medical staff, strictly handle acts of attacking doctors as acts of resisting people on official duty, and have appropriate regimes (war invalids, martyrs) for cases where doctors are injured or sacrificed while on duty.
