The Prime Minister has just issued a decision approving the investment policy for the Ho Chi Minh City - Moc Bai expressway construction project (phase 1).
Accordingly, this expressway has a total length of about 51km, the starting point connects with Ho Chi Minh City Ring Road 3 (section passing through Cu Chi district), the end point intersects with National Highway 22 (about Km53+850) in Ben Cau district, Tay Ninh province.
In terms of scale, the project is divided into phase 1 investment, built according to expressway standards, design speed 120 km/h, cross-section 4 lanes. At the same time, the project also builds works on the route, intelligent traffic system, toll collection system... to ensure synchronization, efficiency, according to current standards and regulations. The time for investment preparation and project implementation is from 2024 to 2027.
The project has a total investment of more than 19,600 billion VND, expected to be implemented under the public-private partnership (PPP) method, BOT (Build - Operate - Transfer) contract type. Of which, the capital of the investor and the PPP project enterprise responsible for arranging is about 9,940 billion VND, the equity of the investor is nearly 1,500 billion VND, accounting for 15% of the total investment of the project according to regulations. The State capital participating in the project is about 9,670 billion VND, of which the central budget is more than 2,870 billion VND and the local budget (HCMC budget) is more than 6,800 billion VND.

Informing reporters about the project implementation status, Mr. Luong Minh Phuc - Director of the HCM City Traffic Construction Investment Project Management Board (abbreviated as the Traffic Board) said that with the public-private partnership method, the State capital participating in the project will play a role in compensation and site clearance and the investor capital (enterprise) will be in charge of the construction part.
“The Ho Chi Minh City - Moc Bai Expressway project will also apply a special mechanism similar to the Ho Chi Minh City Ring Road 3 project. That is, the site clearance stage will be separated into an independent project. From there, the localities where the project passes through will be able to do some things in advance, such as approving the project boundary after the investment policy approval step until the project feasibility approval step. Next, a detailed plan will be developed, and the site clearance time will be shortened by 6-8 months,” said Mr. Phuc.
According to the leader of the Ho Chi Minh City Department of Transport, through preliminary calculations, the land use demand and site clearance plan for the entire project is about 409.3 hectares. Most of the land that must be cleared for the project is agricultural land, similar to the Ho Chi Minh City Ring Road 3 project.
