The National Assembly officially approved the Resolution on the investment policy for the Vinh - Thanh Thuy Expressway construction project with 430 out of 433 delegates voting in favor. The project has a preliminary total investment of nearly 24,000 billion VND and will apply three specific mechanisms and policies to accelerate progress.
This expressway is identified as a strategic East-West transportation axis, connecting Hanoi with Vientiane (Laos), and linking with the Eastern North-South Expressway and the Ho Chi Minh Highway. The project is expected to create new development opportunities, promote inter-regional socio -economic development, and strengthen national defense and security.

Project scale and schedule
The Vinh - Thanh Thuy expressway project has a total length of approximately 60km, located entirely within Nghe An province, and is being implemented under the public investment model. The preliminary total investment is 23,940.34 billion VND, using increased central government budget revenue in 2024 and other capital sources during the 2026-2030 period.
According to the plan, investment preparation will take place in 2025. The project is expected to commence in 2026 and be completed and put into operation in 2029.
In terms of planning, the road will be developed with a full 6 lanes, designed for speeds of 100-120 km/h. The planned roadbed width is 32.25m for the 100-120 km/h section and 29m for the 60-80 km/h section.

Three specific mechanisms are applied.
To ensure progress, the National Assembly has authorized the application of three special mechanisms and policies for the project, including:
- Exemption from funding assessment: The project is exempt from the requirement to assess and evaluate funding sources and the ability to balance capital as stipulated in the Law on Public Investment.
- Direct contracting: Allows the application of direct contracting for project packages, including those related to compensation, support, and resettlement.
- Land acquisition hierarchy: The People's Committee at the commune level is authorized to acquire land, carry out compensation, support, resettlement, and directly hand over the site to the contractor. At the same time, the commune-level government is also responsible for managing construction solid waste disposal sites and the plan for utilizing the acquired topsoil.

The project also encourages the application of advanced technologies and climate change adaptation solutions, and will implement a non-stop electronic toll collection system when it becomes operational.
