Issuing certificates of origin of goods via eCoSys system

DNVN - One of the notable points in Circular No. 40/2025/TT-BCT of the Ministry of Industry and Trade detailing the issuance of certificates of origin (C/O) and approval for traders to self-certify the origin of exported goods is the implementation of this entire process through the electronic system eCoSys.

From July 1, Circular No. 40/2025/TT-BCT of the Ministry of Industry and Trade detailing the issuance of certificates of origin (C/O) and approval for traders to self-certify the origin of exported goods (Circular 40) officially took effect.

Circular 40 is issued under the provisions of Clause 6, Article 28 of Decree No. 146/2025/ND-CP dated June 12, 2025, to specify the policy of decentralization and delegation, while increasing the effectiveness of state management in the field of industry and trade.

Accordingly, from July 1, all activities related to the issuance of C/O and approval of self-certification of origin will be carried out online on the eCoSys system - a platform managed and operated by the Center for E-commerce and Digital Technology Development (eComDX) under the Department of E-commerce and Digital Economy .

From July 1, all activities related to C/O issuance and self-certification of origin approval must be done online on the eCoSys system.

The eCoSys system is responsible for creating accounts, issuing codes for competent units, publishing the list of organizations issuing C/O and connecting data with the National Single Window Portal. This is an important step in digitizing all origin data, supporting businesses to reduce time, costs and increase transparency in the certification process.

To ensure that C/O declaration is in accordance with the procedure, enterprises must fully comply with the technical and professional instructions issued by the Ministry of Industry and Trade. During the process of declaring online public services, enterprises must be responsible for the accuracy of the documents and comply with the correct procedures as prescribed by law, especially Circular 40.

For cases of difficulties such as errors in displaying eC/O forms, missing HS codes, errors in integrating digital signatures, or declaring according to each type of C/O (Form A, B, D, E, CPTPP...), businesses can report directly through the technical support portal at www.ecosys.gov.vn.

Mr. Pham Ngoc Duong - representative of eComDX Center said that in the context of comprehensive digital transformation in the field of goods origin, export enterprises need to proactively review documents, conduct internal training and practice trial declaration on eCoSys to be ready for official implementation.

The Circular also clearly states that two groups of entities have the right to issue C/O and accept self-certification of origin, including: the Import-Export Department (Ministry of Industry and Trade) and organizations assigned by provincial People's Committees. These units must meet the minimum requirements on human resources, facilities, toll collection accounts and especially technical infrastructure to ensure stable operation on eCoSys.

The Import-Export Department is assigned to organize training, conduct periodic inspections and supervise all C/O issuance activities nationwide. In addition to providing technical guidance, this unit is responsible for ensuring consistency and legal compliance during implementation.

At the local level, the People's Committees of provinces and cities must organize the issuance of C/O within 90 days from the effective date of the Circular, and at the same time publicly announce information and strictly handle any violations that arise at the assigned organizations.

Units authorized to issue C/O are required to publicize their business processes, receive and handle problems for businesses, and periodically report on the implementation status to the Import-Export Department and the provincial People's Committee. These requirements aim to create a foundation for evaluating, checking, and improving implementation efficiency in the coming time.

Circular 40 is expected to be an important boost for the comprehensive digitalization of goods origin certification activities in Vietnam, helping businesses better take advantage of trade incentives in the context of deep integration.
