The journey to bring Khanh Thuong (Yen Mo, Ninh Binh) to advanced new rural standards

In fact, with the investment of State resources and the consensus and contribution of the people, after only 3 years of achieving the NTM standards, Khanh Thuong commune, Yen Mo district has now successfully completed 19/19 advanced NTM criteria, marking a new step of development on the journey of building an increasingly rich and civilized homeland.

According to the Party Secretary of the commune, Ngo Van Cu, in 2019, Khanh Thuong commune was recognized as a commune that met the new rural standards. Realizing that "stopping means falling short of the standards, slow change means being left behind", the locality determined to continue mobilizing resources to improve the quality of the criteria, aiming to build an advanced, model new rural commune. However, unlike the previous period, the set of advanced new rural criteria for the 2021-2025 period has many more difficult indicators and criteria. Meanwhile, the complicated and prolonged COVID-19 epidemic has significantly affected the progress of the work... Faced with these difficulties, the Steering Committee for new rural construction of the commune, the local Party Committee and government have struggled to find solutions to overcome them.

Specifically, the commune clearly identified key criteria to focus on directing implementation; built a roadmap to meet standards; proactively coordinated with all levels, sectors, and socio -political organizations to develop specific programs and plans to effectively implement the set goals and tasks. Propaganda work was promoted with rich content and forms of propaganda, helping local people change their thinking and working methods, arousing people's initiative and creativity, turning the advanced new rural construction program into a widespread emulation movement, creating a strong spreading effect.

In particular, the Party Committee and the communal government always consider the construction of the new rural area as a revolution in which the strength of the people is the key to achieving success. To unify thoughts and actions, the Party Committee of the commune has developed and issued a thematic resolution to lead and direct the program of building the new rural area, on that basis, the People's Committee of the commune has developed an implementation plan with a specific roadmap, close to reality.

In particular, propaganda work is identified as a key task, so that people understand that they are the main subjects in building the new rural areas and also the beneficiaries of the achievements of the new rural areas. Gradually overcoming the mentality of waiting and relying on others, arousing positivity, initiative, creativity, and consensus, therefore, the contents of building the new rural areas are enthusiastically supported by the people. From donating land, contributing labor and money to build and renovate cultural houses, renovating roads and canals in the fields, to cleaning up the environment together, planting trees to beautify the landscape.

Preliminary statistics show that in the past 3 years, people in the commune have contributed nearly 3.5 billion VND, donated thousands of working days, thousands of square meters of land to build welfare and public works in the area. Up to now, 100% of the commune's traffic routes have been paved, ensuring bright - green - clean - beautiful, with trees, flowers along the roads, and night lights. 16/16 village and hamlet cultural houses have been renovated, installed with sound and lighting equipment, gymnastic and sports equipment to serve the cultural, sports, entertainment and recreational needs of the people. Schools and medical stations have been built spaciously and modernly.

Along with completing the infrastructure system, thoroughly implementing the viewpoint of taking the economic development goal as the core task, Khanh Thuong commune also focuses on mobilizing people to promote the transformation of crop and livestock structure, focusing on the application of scientific and technical advances and high technology in production. Currently, the commune has planned a high-quality rice growing area of 50 hectares, applying synchronous mechanization and linking and consuming products with enterprises. Thanks to that, farmers' income has increased by 15-20% compared to before. For the low-lying rice fields with low efficiency, the commune has converted to aquaculture and farm animal husbandry.

In 2022, the commune also supported the construction of a product that meets the 3-star provincial OCOP standard, which is Phuong Minh sprouts. In addition to agricultural production, to keep up with the current innovation trend, the Party Committee and People's Committee of Khanh Thuong commune have proactively called for and attracted businesses to invest in the Industrial Cluster in the area, thereby creating jobs for thousands of workers inside and outside the district, including 1,672 workers from Khanh Thuong. People in the commune are also dynamic, creative, and know how to seize opportunities to develop the economy by developing traditional industries such as: stone mining, construction materials production, stone carving, sedge mats, trade and service development.

Currently, 68% of people of working age in the area have regular jobs. In 2022, the average income of the whole commune reached 64.4 million VND/person/year; the multidimensional poverty rate decreased to only 0.81%. Through review and assessment, Khanh Thuong has completed 19/19 criteria for building advanced new rural areas; 99.4% of local people are satisfied with the results achieved. The countryside rich in revolutionary traditions in the past has been changing every day, shining with new vitality, prosperity and fullness appearing in every house.

As affirmed by the Chairman of the People's Committee of Ngo Ton Xuan Commune, the above results were achieved thanks to the consensus, joint efforts, and high unity of the entire political system of the commune, and the enthusiastic support of the local people. This will be the premise and motivation for Khanh Thuong to continue to unite, focus on exploiting all potentials, advantages, and the combined strength of the entire political system, promote socio-economic development, and create important breakthroughs in the roadmap to build a model new-style rural commune in the following years.

With many good and creative ways of doing things that are suitable to local conditions, the appearance of the countryside is increasingly changing. People increasingly trust the leadership of the Party and the management and administration of local authorities.

In the coming time, Khanh Thuong commune will continue to promote the achievements in building advanced new rural areas, creating trust, encouraging and motivating people to actively participate in implementing the Program, striving to successfully build a model new rural commune by 2024.

It can be seen that, from the effectiveness of the new rural construction program, the awareness of cadres and people has had clear changes. New rural construction has truly become a strong development movement; democracy at the grassroots level has been raised; people's awareness and responsibility have also been enhanced; the homeland is increasingly renewed and prosperous, essential infrastructure is increasingly complete; the political system is consolidated; people's income and life are increasingly improved. Local cadres and people always have a spirit of solidarity, always trust in the leadership of the Party and State. Always promote the spirit of patriotism, strive together to build the homeland to be more and more beautiful and civilized. Notably, the construction of model new rural hamlets in the new rural construction has received attention and investment support from all levels and sectors, with high consensus from cadres and all classes of people in the area actively participating in response, determined to successfully implement the construction of model new rural hamlets of the village and commune./.

Khanh Thuong is a heroic commune of the armed forces during the anti-American period, located in the northwest of Yen Mo district, Ninh Binh province, 3 km from the center of Yen Mo district, 12 km from Ninh Binh city. The commune is crossed by National Highway 12B and the Cao Bo - Mai Son expressway, surrounded by Vac River, Ghenh River, and Dien Bien River, providing fresh water for production and people's lives. Khanh Thuong commune was recognized by the People's Committee of Ninh Binh province as meeting the NTM standards in 2019 in Decision No. 553/QD-UBND dated December 9, 2019 of the People's Committee of Ninh Binh province. Khanh Thuong commune has 5/16 villages and hamlets (Hamlet 4 Dong Phu, Hamlet 1 Lam Son, Hamlet 5 Tich Tran, Hamlet 3 Dong Phu, Hamlet 7 Dong Nhan) recognized by the People's Committee of Yen Mo district as model villages and hamlets meeting the NTM standards, reaching 31.25%.
