* Could you please inform us about some of the province's outstanding economic results in recent times? In your opinion, what is the significance of the achievements of the past term on the journey ahead?
- Implementing the Resolution of the Provincial Party Congress for the 2020-2025 term and the direction of the Government , right from the beginning of the term, Dong Nai province has led and directed many groups of tasks and solutions to promote clear economic growth in the area.
In particular, after merging Binh Phuoc province and Dong Nai province (old) into the new Dong Nai province, we proactively issued Decision No. 2331/QD-UBND dated June 30, 2025 on the Action Plan of the Dong Nai Provincial People's Committee on a number of key tasks and solutions to promote economic growth in 2025 to reach 10%, in which 128 specific tasks were assigned to 13 departments and branches.
The results of the first 9 months of 2025 show that, despite facing many difficulties and challenges, with the strong leadership and direction; the efforts of all levels, sectors, the business community and the entire people, the economic growth of Dong Nai province (new) has achieved many outstanding successes.
Accordingly, the GRDP economic growth rate is expected to reach over 9%. Export turnover is estimated at over 22 billion USD. Import turnover is estimated at 16 billion USD; trade surplus is over 6 billion USD, contributing greatly to the overall growth of the country. Total state budget revenue in the past 9 months is about 60 trillion VND, reaching 84% of the estimate assigned by the Prime Minister and 80% of the estimate assigned by the Provincial People's Council. In case of successful land auction as planned, collecting an additional 20 trillion VND, the provincial budget revenue in 2025 is expected to reach over 100 trillion VND. Attracting domestic investment capital reached over 108 trillion VND; of which 80 newly licensed projects with a total registered capital of over 89 trillion VND. Attracting foreign direct investment (FDI) reached over 2.2 billion USD; of which 136 newly licensed projects with a total registered capital of over 1 billion USD. There were over 5,600 newly registered enterprises with a total registered capital of about 47,500 billion VND in the past 9 months.
The progress of public investment disbursement has improved. As of September 16, 2025, Dong Nai province has disbursed about 12 trillion VND, reaching 34% of the province's capital plan. If not counting the capital plan of the North-South Expressway Project, West section Gia Nghia - Chon Thanh, which was allowed by the National Assembly to extend the disbursement period until the end of 2026 and the newly assigned additional plans, the disbursement rate will reach 53%.
Key projects and works are focused on implementation with many creative solutions and effective methods. Many regional and inter-regional transport infrastructure projects are being implemented, expected to open up new development spaces. Notably, Dong Nai province organized the groundbreaking and inauguration of 8 works and projects with a total capital of about 50 trillion VND on August 19, on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam.
It can be said that the economic growth achievements accumulated during the entire term are very valuable. The growth rate of the province in the period of 2021-2025 reached 7.11%/year. By 2025, the total product in the province reached 694,457 billion VND, GRDP per capita reached 153.7 million VND, equivalent to about 6,066 USD/person. Thereby, helping Dong Nai improve its scale, potential, position and firmly enter the breakthrough stage, contributing positively to the overall development of the Southern key economic region and the whole country.
Tasks and solutions to promote double-digit growth
* With only 3 months left in 2025, what are the key tasks and solutions that the provincial government is focusing on directing and operating to seize the existing golden opportunities and promote double-digit growth, sir?
- To achieve the growth target of 10% for the whole year of 2025, in the fourth quarter alone, the province must achieve a growth rate of more than 12%. This is an extremely difficult task, requiring high determination, focused direction from all levels of government and the joint efforts and consensus of the business community and people in the province.
With the highest determination to achieve the 10% growth target in 2025, creating the premise for the 2026-2030 period to achieve double-digit growth as directed by the Central Government, we will focus on the following key solutions:
Firstly, accelerate the disbursement of public investment capital, identifying this as a key area to promote growth. Determined to disburse 100% of public investment capital in 2025 and the following years. Apply the "green channel" in appraisal, shorten administrative procedures. Issue specific and detailed gantt lines for each project. Focus on directing and promptly handling difficulties and problems in the process of project implementation, especially compensation, site clearance and resettlement. Link the assessment and classification of collectives and individuals at the end of the year with the results of public investment capital disbursement.
Second, resolutely implement solutions to increase state budget revenue. Strive to achieve the budget revenue target of 100 trillion VND in 2025 and the average budget revenue growth rate in the 2026-2030 period of 10-12%/year. Strengthen revenue management, exploit revenue sources with room for growth. Well manage tax declaration and combat tax losses; synchronously implement measures to strengthen collection and enforce tax debt collection according to regulations...

Third, effectively mobilize private capital, FDI capital and socialization. Speed up the progress of land auctions, continue to review and supplement the list of other land plots eligible for auction, aiming to collect 21 trillion VND in the last 3 months of the year. Focus on removing difficulties and obstacles, creating a healthy investment environment for investors to disburse FDI capital as registered. Review 269 off-budget projects, handle backlogs, recover or accelerate progress.
Fourth, promote key industries and strongly reform administrative procedures. Focus on three pillars: industry - construction, services and agriculture. Review and issue policies to attract investment and support innovative start-up businesses. Reorganize the apparatus according to the 2-level local government model, digital transformation is a mandatory requirement, creating a breakthrough in management capacity.
Fifth, synchronous planning, removing bottlenecks in urban and industrial development. The province has submitted to the Ministry of Construction major urban plans: Bien Hoa, Nhon Trach, Trang Bom; urgently implementing adjustments to the new Dong Nai Provincial Planning in accordance with administrative boundaries and the organization of two-level local government before December 31, 2025 to develop the economy - society, ensuring national defense - security for the period 2026-2030. Speed up the planning and implementation of new industrial parks (IPs), IPs that have been approved for investment; convert existing IPs into green IPs, high-tech IPs. Implement 29 social housing projects corresponding to over 19,000 units, both ensuring social security and promoting growth.

* To reach the finish line successfully based on the effective implementation of the above series of solutions, especially before the 1st Congress of Dong Nai Provincial Party Committee, term 2025-2030, what message do you send to the government, people and business community in the area?
- I request that departments, branches and localities urgently take action, take drastic actions, and not delay. Organize monthly disbursement rate rankings, and enhance the responsibility of leaders. Timely report and handle difficulties and problems; promote decentralization and delegation of power; ensure smooth public services. Implement the motto "Serving Government", proactively create.
