The People's Committee of Nghe An province has just issued a document assigning relevant departments, branches and localities to implement the Quynh Lap LNG Thermal Power Plant project. According to the plan, the implementation progress and investment approval procedures will be completed in the first and second quarters of 2025.
Specifically, on October 28, 2024, the People's Committee of Nghe An province issued Document No. 9444/UBND-CN assigning the Departments of Planning and Investment, Industry and Trade, Natural Resources and Environment, Transport, Finance, Southeast Economic Zone Management Board and Hoang Mai Town People's Committee to implement the Quynh Lap LNG Thermal Power Plant project.
In the above document, the Provincial People's Committee assigned the Department of Planning and Investment to preside over and coordinate with relevant departments, branches and agencies based on Resolution No. 74/NQ-HDND dated October 18, 2024 of the Provincial People's Council, the directions of the Central Government and the Province for the Quynh Lap LNG Thermal Power Plant project to carry out procedures for approving investment policies and selecting investors to implement the project in a timely manner, in accordance with procedures and regulations.

Previously, on October 18, 2024, the People's Council of Nghe An province issued Resolution No. 74/NQ-HDND approving the list of land plots to conduct bidding to select investors for projects using land in the province.
Specifically, Nghe An province will arrange 210 hectares of land and water surface in Dong Minh and Dong Thanh villages, Quynh Lap commune, Hoang Mai town (land use area for the factory is about 60 hectares, water surface use area is about 150 hectares) to build an LNG gas thermal power plant with a total investment of 2.15 billion USD in Dong Minh and Dong Thanh villages, Quynh Lap commune, Hoang Mai town.
The project scale includes a gas-fired power plant, a port for ships of about 100,000-150,000 DWT, an LNG storage facility and a regasification system. The fuel demand of the LNG import plant is about 1.15 million tons/year. When put into operation, the project includes 2 units with a capacity of 1,500 MW. Thereby, bringing the total LNG thermal power capacity of the country to 22,400 MW.
According to the plan, the implementation progress and investment policy approval procedures will be completed in the first and second quarters of 2025. Regarding the organization of bidding to select investors, the People's Committee of Nghe An province proposed to follow the Progress Monitoring Table of investor selection activities of the project after approval and expected to put into commercial operation before 2030.

According to Mr. Le Hong Vinh, Vice Chairman of Nghe An Provincial People's Committee, the LNG Thermal Power Plant is an important power source project, under the Power Plan VIII, contributing to ensuring national energy security. Therefore, relevant agencies urgently complete the procedures for approving the investment policy, as well as organize bidding to select capable and experienced investors to implement the project in accordance with the law and ensure progress. Nghe An Province will create all favorable conditions in terms of administrative procedures for businesses interested in investing.
The LNG thermal power project is an important and priority power source project in the list attached to Decision No. 500/QD-TTg dated May 15, 2023 of the Prime Minister on approving the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (Power Plan VIII) and Decision No. 262/QD-TTg dated April 1, 2024 of the Prime Minister on approving the Plan to implement Power Plan VIII.
