Realizing that, during 14 years of working, Ms. Cao Thi Tam always kept in mind: "Propaganda of social insurance and health insurance policies must be carried out in person, so that people understand, believe and voluntarily participate."

Ms. Tam does not mind the difficulties of terrain and dangerous roads. She and her colleagues often bring loudspeakers, leaflets, and documents to each village and each market session to propagate social insurance and health insurance policies to the people. Up to now, she has been to 100% of the villages in her area of responsibility, some of which require hours of walking to reach. With her friendly and sincere way of speaking, she helps people understand the benefits of participating in social insurance and health insurance, thereby changing their awareness and actively participating.

Ms. Sung Thi Si in Ta Genh village (Hong Thu commune) shared: “Before, I thought social insurance was only for people with stable jobs. But when I heard Ms. Tam's explanation, I understood that if I participated in voluntary social insurance, I would have a pension and health care in the future. Thanks to that, my whole family participated in health insurance, so I felt more secure when I was sick. Ms. Tam spoke very easily and patiently guided me step by step, so everyone who listened was convinced."

Every year, Ms. Tam is assigned the target of developing 45 new customers to participate in social insurance and health insurance. However, thanks to her initiative and dedication in advocacy and propaganda work, every year she has exceeded the assigned plan by 110% - 120%. Notably, from the beginning of 2025 until now, despite the large workload, she has still exceeded the new development plan by 10%.

Not only mobilizing people to participate in family health insurance, she also actively advises and guides freelance workers, farmers, and small traders to participate in voluntary social insurance. Many people, thanks to her propaganda and mobilization, have now participated and have social insurance books and health insurance cards, making them more secure in their work and production.

Ms. Cao Thi Tam disseminates social insurance, voluntary insurance and health insurance policies to people.

During the propaganda process, Ms. Tam always focused on innovating the content and form of communication to suit the reality. She proactively coordinated with the Women's Union, Youth Union, Farmers' Association, village leaders... to integrate propaganda on social insurance and health insurance policies in community activities and conferences in residential areas. In particular, during the time when the social insurance industry promoted digital transformation, she actively guided people to install and use the VssID application - digital social insurance, helping them easily look up information, use online public services, and limit paperwork.

Ms. Tam shared: “Not everyone in the highlands is familiar with using smartphones, but when given detailed instructions, they really like it because it is convenient and they don't have to go far to look up information. Many older people were hesitant at first, saying they didn't know what to click, but after I showed them a few times, they remembered right away. Some people later even knew how to check their health insurance participation time, look up medical examination and treatment benefits... I'm glad that the propaganda efforts were effective. Every time I come to the village, they call me "insurance sister", it sounds so familiar and warms my heart."

With the results achieved, for many consecutive years, Ms. Cao Thi Tam has been awarded a Certificate of Merit by the Provincial Social Insurance for her outstanding achievements in propaganda and development of social insurance and health insurance participants.

During 14 years of hard work, Ms. Cao Thi Tam not only completed her professional tasks excellently but also became a "believer" in social security policies to the people.
