The Government strives to achieve the highest socio -economic development target by 2025.
The Government issued Resolution No. 124/NQ-CP Regular Government meeting in April 2025.
The Resolution stated: The world situation is forecast to continue to have major, complex and unpredictable fluctuations; strategic competition between major countries is more intense; military conflicts in some regions continue; global trade tensions are increasing... Domestically, difficulties and challenges outweigh opportunities and advantages, creating pressure on macroeconomic stability, inflation, exchange rates, major balances and the management and operation of socio-economic development.
In that situation, the Government and the Prime Minister request Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to strictly grasp the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government and the direction of the Prime Minister; uphold the sense of responsibility, direct, operate and organize the implementation of assigned tasks more drastically, promptly and sensitively; identify difficulties and challenges as opportunities and motivations to overcome; be determined to overcome limitations and weaknesses, strive to complete at the highest level the goals, targets and tasks of the socio-economic development plan set for 2025; in which, focusing on the following 10 contents:
1- Effectively organize and implement the Politburo's Resolutions on: science and technology, innovation, national digital transformation; international integration; law making and enforcement; private economic development
The Government requires ministries, agencies and localities to focus on perfecting institutions, mechanisms, policies and ensuring resources to seriously and effectively implement 04 Resolutions of the Politburo, including: Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and digital transformation, Resolution No. 59-NQ/TW dated January 24, 2025 on international integration in the new situation, Resolution No. 66-NQ/TW dated April 30, 2025 on innovation in law making and enforcement, Resolution No. 68-NQ/TW dated May 4, 2025 on private economic development.
The Ministries of Justice and Finance, based on their assigned functions, tasks and powers, shall promptly complete the draft Resolutions of the National Assembly and submit them to the 9th Session to fully institutionalize the guidelines and policies in Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW of the Politburo; carefully prepare to organize the nationwide dissemination of the two Resolutions on May 18, 2025.
The Ministry of Foreign Affairs shall preside over and coordinate with agencies and localities to develop a Plan to implement Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation.
The Ministry of Finance shall preside over and coordinate with agencies and localities to complete the dissemination of the Prime Minister's Resolution; develop an Action Plan to implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo, and submit it to the Government before May 15, 2025.
The Ministry of Justice shall preside over and coordinate with agencies and localities to complete the dissemination of the Resolution of the National Assembly Chairman; develop an Action Plan to implement Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo, and submit it to the Government in June 2025.
The Ministry of Science and Technology shall preside over and urge agencies and localities to focus on accelerating the progress of tasks in the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution No. 193/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation.
2- Prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances, improving efficiency, competitiveness, autonomy, adaptability and resilience of the economy.
The Government requests ministries, agencies and localities, according to their assigned functions, tasks and powers, to closely monitor developments in the world and the region, focus on leadership, direction and resolutely complete the targets of the sectors, fields and localities under their management assigned by the Government in Resolution No. 25/NQ-CP dated February 5, 2025, ensuring the national GDP growth target in 2025 reaches 8% or more; prepare plans and roadmaps to adjust prices appropriately for a number of goods and services whose prices are managed by the State based on a comprehensive and thorough assessment of the impact of price adjustment on inflation, production and business activities of enterprises and people's lives to ensure inflation control according to the set targets.
The Ministry of Finance shall preside over and coordinate with agencies and localities to strengthen financial and state budget discipline; expand the collection base, strictly manage revenue sources, especially revenue from e-commerce and catering services; complete the implementation of electronic invoices generated from cash registers in the second quarter of 2025; strive to increase state budget revenue by over 15% in 2025; submit to the Prime Minister the organization of a conference in June 2025 on attracting and promoting investment in programs and projects to promote socio-economic development, achieving the growth target of 8% or more in 2025 and double digits in the following years.
The State Bank of Vietnam shall preside over and coordinate with agencies and localities to conduct monetary policy and banking activities in accordance with macroeconomic developments and set targets, stabilize the monetary and foreign exchange markets and ensure the safety of the credit institution system. Continue to direct credit institutions to reduce costs, increase the application of information technology, digital transformation, strive to reduce lending interest rates; direct credit to production and business sectors, priority sectors, growth drivers, strive for credit growth in 2025 to reach at least about 16%.
Strengthen gold market management, inspect, examine and strictly handle violations according to regulations; urgently submit to the Government in the second quarter of 2025 a Decree amending and supplementing a number of articles of Decree No. 24/2012/ND-CP on management of gold trading activities.
The Government requires State-owned corporations and groups to continue improving the efficiency of production and business activities, management capacity and human resource quality; focus resources on core business areas, invest in large, focused, key projects with spillover effects, create momentum, promote socio-economic development, and resolutely overcome the situation of scattered, scattered and ineffective investment.
3- Focus on building and perfecting institutions and laws associated with rearranging the apparatus, administrative units and organization of two-level local governments; effectively and substantially reforming administration, removing obstacles for production and business, and unleashing all resources for development.
The Government requests ministries, agencies and localities, according to their assigned functions, tasks and powers, to focus on streamlining and rearranging the apparatus, reorganizing administrative units at all levels and building a 2-level local government model, ensuring progress according to the direction of the Central Committee, the Politburo and the Secretariat (in May and June 2025). Organize public consultation, merge provincial and commune-level administrative units, and prevent complicated situations from arising. Urgently develop a plan to consult public opinion on amending the Constitution and complete the summary report of the ministries, branches and localities before May 30, 2025.
Prioritize time and resources, closely coordinate with the National Assembly agencies, prepare well the content of reception and explanation of the amendment of the Constitution, draft laws, resolutions, reports, ensuring the best quality for consideration and approval at a session. Promptly issue or submit to competent authorities for issuance of detailed regulations and implementation instructions after the laws, ordinances and resolutions are approved by the National Assembly, leaving no legal gaps.
At the same time, proactively review and promulgate according to authority or submit to competent authorities to amend, supplement or promulgate new legal documents in line with the effective date of the amended 2013 Constitution (expected July 1, 2025), ensuring that the two-level local government operates smoothly and continuously; to be completed before June 30, 2025.
Ministries and ministerial-level agencies shall urgently carry out tasks and solutions under the direction of the Prime Minister in Decision No. 608/QD-TTg dated March 15, 2025 and Decision No. 758/QD-TTg dated April 14, 2025, proactively promulgate within their authority or advise competent authorities to promulgate legal documents regulating the division of tasks, powers, and administrative procedures associated with decentralization and thorough delegation of power to local authorities when implementing the construction of a two-level local government; promulgate legal documents in the sectors and fields assigned to their management related to the termination of the operation of district-level local governments and the organization of two-level local governments; complete before May 30, 2025. Proactively resolve difficulties, obstacles, and recommendations of localities to the Inspection Team of the Politburo and the Secretariat in 2025.
Effectively implement tasks and solutions to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026 in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government and the direction of the Prime Minister in Official Dispatch No. 56/CD-TTg dated May 4, 2025 on focusing on implementing the reduction and simplification of administrative procedures according to Resolution No. 66/NQ-CP, ensuring timely completion of the set goals. Actively respond to the Movement "The whole country competes in innovation and digital transformation" and "Digital education for all".
Focus on implementing the delimitation of authority to handle administrative procedures of district-level authorities, announcing, publicizing and implementing administrative procedures after delimiting authority according to the direction of the Prime Minister in Official Dispatch No. 500/TTg-KSTT dated May 4, 2025. Review, reduce and simplify 100% of internal administrative procedures in accordance with new legal regulations on decentralization, delegation, authorization and streamlining the organizational apparatus, implementing the 2-level local government organization model.
Along with that, it is necessary to upgrade and develop the Information System for handling administrative procedures at the ministerial and provincial levels to meet the requirements of digitalization, implementing administrative procedures regardless of administrative boundaries and the 2-level local government organization model according to the direction of the Government and the Prime Minister; integrating and providing 100% of online public services on the National Public Service Portal in June 2025; implementing the non-maintenance of the ministerial and provincial Public Service Portal according to Notice No. 14-TB/TGV dated April 21, 2025 of the Working Group assisting the Central Steering Committee on Science, Technology, Innovation and Digital Transformation. Coordinate with the Government Office to deploy the National Public Service Portal as the only centralized "one-stop shop" of the country.
Review and publish the list of administrative procedures eligible for full-process online public service implementation; digitize, restructure processes, reduce and simplify administrative procedures on the basis of reusing digitized information, data and documents, integrating on VNelD, national databases, specialized databases, and data warehouses of individuals and organizations.
Resolved 2,212 difficult, stuck, and long-standing projects with a total cost of nearly 5.9 million billion VND and over 347 thousand hectares of land.
4- Resolutely implement solutions to accelerate disbursement of public investment capital, deploy 03 National Target Programs; speed up the construction progress of important, key, inter-provincial, inter-regional, national, regional and international projects and works.
The Government requests ministries, agencies and localities, according to their assigned functions, tasks and powers, to further promote the role and responsibility of the head, focus on leading and directing the serious, drastic and effective implementation of tasks and solutions to promote the disbursement of public investment capital according to the direction of the Government and the Prime Minister, strive to achieve a disbursement rate of 100% of the plan assigned by the Prime Minister; take full responsibility before the Government and the Prime Minister for the results of the allocation and disbursement of public investment capital in 2025 of their ministries, agencies and localities, and prevent loss and waste.
At the same time, focus on developing a medium-term public investment plan for the 2026-2030 period; allocate capital in a concentrated, focused, and key manner, resolutely not spreading out or fragmenting, ensuring that the total number of central budget projects for the 2026-2030 period does not exceed 3,000 projects; actively carry out investment preparation work for important national projects, key projects, inter-provincial, inter-regional, inter-national, and inter-international projects.
Ministries, agencies and localities must resolutely accelerate the implementation of national target programs, resolutely prevent and combat loss, waste, corruption, negativity and group interests. Continue to review to amend, supplement or report to competent authorities to amend and supplement documents on management and organization of implementation of national target programs (if necessary), promote decentralization, enhance the role and responsibility of localities; promptly complete procedures for allocating and assigning funds to implement national target programs to affiliated agencies and units; strengthen inspection and supervision, promptly provide guidance and remove difficulties and obstacles; strive to complete 100% of the goals and targets assigned by the National Assembly and disburse 100% of the assigned capital plan.
Review, synthesize, and urge to accelerate the progress of important projects, major projects of the industry, fields, agencies, affiliated units, and localities that meet the conditions according to regulations, expected to start construction and inaugurate to celebrate the 80th anniversary of the successful August Revolution and National Day September 2.
Strengthen the activities of the Prime Minister's Working Group and working delegations of Government members to work with localities to promptly urge and handle difficulties and obstacles, promote production and business, create jobs and livelihoods for people, disburse public investment capital, import and export, build infrastructure, social housing, important and key national infrastructure projects and works, emulation movements to eliminate temporary and dilapidated houses, and national target programs in the locality to strive for the national GDP growth target of 8% or more in 2025.
The Government requests the Ministry of Home Affairs to preside over and coordinate with the Ministry of Finance and relevant ministries and agencies to urgently report to competent authorities to consider and handle responsibilities for collectives and individuals of 16 ministries, agencies and 27 localities that have not completed the allocation of capital plans for 2025 by March 15, 2025; to be completed in May 2025.
The Ministry of Finance shall preside over and coordinate with agencies and localities to report to the Government before May 10, 2025 on the plan to adjust the public investment capital plan from the central budget in 2025 among ministries, agencies and localities and use the increased central budget revenue in 2024.
The Ministry of Ethnic Minorities and Religions urgently develops Government Decrees on the delimitation of ethnic minority and mountainous areas for the 2026-2030 period and criteria for identifying ethnic groups facing many difficulties and specific difficulties for the 2026-2030 period, reporting to the Government in June 2025; summarizes the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025 in May 2025; completes the report on the proposed investment policy for the 2026-2030 Program, and submits it to the Government in July 2025.
The Ministry of Construction shall preside over and coordinate with agencies and localities to resolutely implement the North-South expressway component projects in the East for the 2021-2025 period, the Cao Lanh - An Huu expressway project... ensuring the goal of completing at least 3,000 km of expressway, over 1,000 km of coastal road, determined to complete the entire North-South expressway from Cao Bang - Ca Mau in 2025; speed up the progress of the Long Thanh International Airport project to complete in 2025; speed up the progress of Gia Binh airport, start construction of Phu Quoc airport, Con Dao airport, Ca Mau airport; urgently implement investment preparation procedures to start construction of the Lao Cai - Hanoi - Hai Phong railway project on December 19, 2025 at 5 locations in localities.
5- Promote the development of processing, manufacturing, supporting industries and tourism services; promote sustainable agricultural production with high added value; firmly ensure national energy and food security.
The Government requests ministries, agencies and localities, according to their assigned functions, tasks and powers, to focus on removing obstacles for projects in the fields of industry and energy; promote the development of equipment and material manufacturing industry serving the renewable energy sector (solar power, offshore wind power, etc.), and localize the railway industry to serve the implementation of important national works and projects in the railway sector.
Promote agricultural restructuring, develop large-scale commodity agriculture in a circular, efficient, sustainable, multi-value integrated direction, apply high technology, ensure national food security, protect the environment; promote the potential and advantages of each region and locality; focus on developing raw material areas; build national brands for key products.
The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to effectively implement the adjusted Power Plan VIII according to Decision No. 768/QD-TTg dated April 15, 2025 of the Prime Minister; promptly issue a Plan to implement the plan in May 2025. Strengthen inspection, supervision of operations, urge the implementation of power source and transmission projects, prepare plans to supply and regulate power sources, serve power generation in peak months of 2025; study and propose solutions to improve the operational efficiency and competitiveness of industrial production enterprises; develop specific mechanisms and roadmaps to increase the number of production enterprises, especially prioritizing the development of supporting industrial enterprises; develop and report to the Prime Minister the Project on supporting industry development in the second quarter of 2025.
The Ministry of Agriculture and Environment shall preside over and coordinate with agencies and localities to proactively analyze and forecast domestic and export market demand to orient production plans and ensure supply. Coordinate with the Ministry of Industry and Trade and localities to implement solutions to promote consumption and export of agricultural products.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with agencies and localities to focus on implementing the 2025 Summer Tourism Stimulus Program; promote tourism promotion activities, and complete the goal of welcoming 22-23 million international tourists and serving 130 million domestic tourists in 2025.
The Ministry of Foreign Affairs and the Ministry of Public Security, according to their assigned functions and tasks, shall preside over and coordinate with relevant agencies to urgently propose visa exemption and apply preferential policies on entry visas for a number of countries and subjects (such as: investors, experts, scientists, artists, famous athletes, guests of leaders of central and local agencies, large enterprises, for medical treatment purposes, etc.); reform visa approval procedures and entry and exit for international visitors according to the Prime Minister's instructions, submit to the Government before May 20, 2025; in cases beyond authority, report to competent authorities for consideration and decision.
6- Continue to diversify export markets, promote harmonious and sustainable trade relations; promote consumer demand stimulation, maximize the exploitation of the domestic market; strengthen prevention and control of smuggling, trade fraud, and counterfeit goods.
The Government requires ministries, agencies and localities, according to their assigned functions, tasks and powers, to resolutely implement solutions to continue expanding and diversifying markets, export products and supply chains; promote supply-demand connections, support information provision for businesses; have policies to encourage consumption and investment in areas with strengths and capacity; promote domestic market development, increase promotional programs, stimulate consumption; promote consumption of domestically produced goods, local products, OCOP products...
The Ministry of Industry and Trade shall preside over and coordinate with agencies and localities to proactively and actively complete and implement negotiation plans with the United States; promote procedures for joining the Expanded Information Technology Agreement (ITA2), opening the market for US technology products.
Continue to effectively promote trade offices, Vietnamese trade promotion offices abroad, major international exhibition and fair programs to support businesses in promoting exports to large, potential markets for products with strengths, especially markets in the Middle East, North Africa, Latin America, India, Egypt, Pakistan... Develop a plan to negotiate and sign FTAs in 2025 with a number of potential countries, report to the Prime Minister in May.
Strengthen trade defense measures; take the lead and coordinate closely with the Ministries of Public Security, Finance, relevant agencies and localities to strengthen inspection and review of establishments producing and trading in food, foodstuffs, medicines and functional foods; promptly detect, prevent and strictly handle acts of producing and trading in counterfeit and poor-quality goods according to law.
The Government requests the Ministries of Foreign Affairs, National Defense, Agriculture and Environment, Health and relevant ministries and agencies, according to their assigned functions and tasks, to promptly and actively exchange and work with relevant US agencies to negotiate and reach reciprocal trade agreements, ensuring harmony, reasonableness and benefit for both sides.
7- Promote economic restructuring associated with growth model innovation based on productivity increase, application of science and technology, innovation; strongly promote national digital transformation, and train high-quality human resources.
The Government requests ministries, agencies and localities, according to their assigned functions, tasks and powers, to promote collective economic development and connect many businesses, especially small and medium-sized enterprises, to participate deeply in the global value chain. Continue to implement the Enterprise Restructuring Project for the 2021-2025 period and reorganize related state-owned enterprises.
Restructuring the service industry based on modern technology. Developing smart logistics systems, combining modern warehouses. Developing an ecosystem to support startups and innovation.
The Ministry of Science and Technology shall preside over and coordinate with agencies and localities to develop a list of tasks and projects on science and technology, innovation, digital transformation, especially in the fields of basic science, semiconductor chip technology, microchips, strategic technology, core technology, etc.; prioritize the allocation of state budget capital according to the targets in Resolution No. 57-NQ/TW of the Politburo (3% of total state budget expenditure in 2025), ensuring efficiency, focus, and key points.
The Ministry of Finance shall assume the prime responsibility for, and coordinate with agencies and localities to urgently develop and complete the draft decision of the Prime Minister on credit for students, students, students, graduate students in science, technology, engineering and mathematical disciplines for submission to the Prime Minister for promulgation and ensure the implementation on schedule assigned in Resolution No. 71/NQ-CP dated April 1, 2025.

The Government requires ministries, agencies and localities according to the functions, tasks and powers assigned to the basic completion of the program of eliminating temporary houses and dilapidated houses nationwide before October 31, 2025 with the spirit of "Who has anything to help", "everyone who has contributed to the help, who has the help of", "Who has a lot of help, who has little help less"; carefully prepared the exhibition of socio -economic achievements on the occasion of the 80th anniversary of the successful August Revolution and the National Day of September 2.
The Ministry of Health urgently researches and completes the Standing Committee of the Government's Standing Committee and submits to the Politburo and drafts the Politburo's Resolution on breakthroughs in the people's health care, meeting the country's development requirements in the new era (before May 15, 2025) and the national target program on people's health care, population and development in the period of 2026 - 2035.
The Ministry of Culture, Sports and Tourism urgently develops a project on entertainment industry, reporting to the Prime Minister in May 2025.
9- Ensuring solid defense, security and social order and safety; deploying the essence and effectiveness of external activities and international integration; drastically implementing anti -corruption, negative and wasteful
The Government requires ministries: National Defense, Police and Diplomatic according to the functions and tasks assigned to proactively grasp, evaluate and close to the world, regional and domestic situation, focus on strategic competition, change policies of large countries ... In order to promptly advise the Party and State guidelines and books to suit the situations, not to be passive, unexpectedly, to develop the country.
The Ministry of Defense and the Ministry of Public Security coordinated with the concerned ministries and agencies to proactively prepare, organize the parade ceremony, brows up on the occasion of the 80th anniversary of the August Revolution and the National Day of September 2.
The Ministry of Justice shall coordinate with ministries, agencies and localities to accelerate the execution of cases and cases subject to the monitoring of the Central Steering Committee on anti -corruption and negative anti -corruption, thoroughly recovering money and property for the State.
10- Promote information, communication, strengthen confidence and social consensus; Struggling, timely processing, anti -the effects of allegations, misrepresentation information on cyberspace
The Government requires ministries, agencies, localities, and media agencies, especially the main press agencies to continue promoting communication and communication policies, direction and administration of the Government and the Prime Minister; Detecting and praising advanced typical, positive factors, good models, effective ways in the fields.
