Efforts to contribute to the economy

Over the years, Nghe An enterprises have continuously developed and improved their operational efficiency, especially in terms of capital, revenue, profit, job creation and income for workers. The business force has demonstrated a pioneering role in organizing production resources, creating products, goods and services for society, promoting the socio-economic development of the province.

In the first 9 months of the year, the world economy has fluctuated complicatedly, the economic recession has slowed down global production, business, investment, export, and consumption activities, low growth... continuing to affect the development of the whole country in general and Nghe An in particular. Difficulties are clearly shown through the numbers: In the first 9 months of 2023, the number of newly established enterprises decreased, and the number of enterprises temporarily suspending operations increased. From the beginning of the year to September 21, 2023, there were 1,463 newly established enterprises, down 6.4% over the same period in 2022; The number of enterprises registering to temporarily suspend operations increased by 16.35%; The number of dissolved enterprises was 176, up 43.09%...

In that context, with the leadership and direction of the Party Committee and government, the synchronous participation of the entire political system, the unanimous support and great efforts of the business community, the socio-economic situation in the province in the last months of 2023 gradually recovered, achieving positive results.

Statistics show that the industrial production index (IIP) in September 2023 is estimated to increase by 11.37% over the same period in 2022 and increase by 3.32% over August 2023. The total export turnover of goods in September is estimated at 220 million USD, up 11.97%...

Similar to the reality in the whole country, the structure and scale of Nghe An enterprises are still modest, with about 97% of enterprises being small and medium-sized, and enterprises facing great difficulties, especially in the textile and garment sector. However, many enterprises in the province are trying hard to maintain production and create jobs for workers. Among them, we must mention Minh Anh Garment Group.

Mr. Nguyen Dinh Sinh - General Director of Minh Anh Garment Company in Nghe An region said: During the peak period, the total of 3 factories of the enterprise including Minh Anh - Kim Lien, Minh Anh Do Luong and the factory in Tan Ky district which has just come into operation, created jobs for about 9,500 workers. In addition to salary, workers receive allowances for diligence, fuel allowances, monthly bonuses, skill bonuses... Thousands of workers in the direct production department have an average income of 7.5 million VND/month. The company also arranged cars to pick up and drop off workers, organized meals...

Along with production and business, Minh Anh Garment Company always actively carries out charity activities, supporting the poor in the area with an amount of several billion VND each year.

“Currently, due to market fluctuations and labor competition with high-income industries such as electronics, labor export, etc., it is very difficult. The company is trying to create enough jobs and stable income for workers. The situation will improve, starting next month, we will increase Saturday work because the number of orders mainly from the European and American markets will be better; along with that, the Asian market will recover,” Mr. Sinh added.

Mr. Tran Anh Son - Chairman of the Provincial Association of Outstanding Enterprises, Vice Chairman of the Provincial Association of Enterprises said: In the context of the impact of the Russia - Ukraine war, inflation, the world tightening spending... making the market very difficult, businesses are struggling to steer. Therefore, maintaining production, business, creating jobs for workers, contributing to the budget is a great effort of the business community.

To achieve the above results, in addition to the direction and management of the Party Committee and the government, there are important contributions from the business community and the business community. Currently, the whole province has about 14,000 enterprises operating, creating jobs for hundreds of thousands of workers, contributing greatly to the budget, especially the 200 typical enterprises of the province.

Despite the difficulties, businesses and entrepreneurs actively participate in social security and charity work, supporting and helping people in difficult circumstances. Every year, businesses contribute hundreds of billions of VND to social security work.

Accompanying businesses

Creating breakthroughs in administrative reform, improving the investment and business environment; promoting the attraction and improving the efficiency of using resources for development are among the key tasks and solutions in Resolution 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045. With the motto "the government accompanies businesses", Nghe An province has implemented many synchronous solutions to support the business community, especially focusing on reforming administrative procedures, perfecting and improving the efficiency of the Provincial Public Administration Service Center and the One-Stop Department at all levels; applying information technology, digital transformation...

Over the years, the province has regularly organized dialogues, and the Provincial People's Committee has held quarterly meetings with the Provincial Business Association and business associations. Focusing on removing difficulties and obstacles, accompanying and supporting business development is one of the contents that the Chairman of the Nghe An Provincial People's Committee has directed and assigned tasks to relevant levels, sectors and units to focus on handling.

At dialogues and meetings, associations and businesses pointed out the existing problems and difficulties in government agencies, to help the government recognize and take measures to resolve them, thereby building a more favorable environment for businesses and entrepreneurs to develop. On the side of business associations, they promptly reflected the opinions of businesses related to mechanisms, policies, production and business activities, credit policies, etc., serving as a bridge between the business community and state management agencies to promptly resolve difficulties for businesses. With these efforts, they have impacted the business investment environment, creating conditions for businesses to develop, and easier access to resources in terms of infrastructure, land, premises, etc.

Mr. Tran Anh Son - Chairman of the Provincial Association of Outstanding Enterprises added: The business community recognizes the great efforts of the province and departments and branches in administrative reform. The recent district-level DDCI index also shows that, this is an opportunity for localities to reflect on themselves, the government needs to step in to help businesses speed up the recovery process. On the business side, realizing the development aspirations of the locality, people having jobs, not having to leave their hometowns is always a concern, urging the business community to make more efforts.

Currently, the Provincial Center for Investment, Trade and Tourism Promotion is conducting a survey to understand the needs of businesses. A representative of the Business Department, Provincial Center for Investment, Trade and Tourism Promotion said that this is the first time we have conducted a survey, focusing on areas such as: human resource training, technology support, creative startups, consulting, participating in industry clusters and value chains. From the survey results, we will grasp the difficulties and recommendations of businesses to advise the Provincial People's Committee on solutions to overcome difficulties and issue timely policies to support businesses.

These moves to accompany businesses demonstrate the province’s spirit of understanding and sharing the difficulties and challenges of businesses. In the coming time, it is necessary to continue to direct research and perfect policies and solutions to support the development of the business community and entrepreneurs. This is an important spiritual support to help businesses gain confidence, develop comprehensively, and achieve high efficiency in production and business activities.

Accelerating the disbursement progress and the volume of public investment capital as well as efforts to attract domestic and foreign investment capital are among the key political tasks, focusing on priorities in the direction and administration of Nghe An Provincial People's Committee in the last months of the year. In the first 9 months of 2023 (as of September 21, 2023), 91 new projects were granted, with a total registered investment capital of VND 35,578.3 billion; 122 projects were adjusted, of which 33 projects adjusted the total investment capital. In attracting FDI, for the first time, Nghe An province rose to the 8th position out of 63 provinces and cities nationwide, with a registered capital of up to 1,016.6 million USD/14 new projects, attracted in the first 9 months of the year; the total newly granted and adjusted capital was 1,275.21 million USD.
