
Immediately after receiving the implementation plan from the Standing Committee of the Vietnam Fatherland Front Committee of Bac Kan province, on May 15, 2025, the Standing Committee of the Vietnam Fatherland Front Committee of Cho Moi district issued Plan No. 32/KH-MTTQ-BTT, widely deployed to member organizations, 14/14 commune-level Fatherland Front Committees and advisory councils. Documents including the draft Resolution, explanatory notes and a comparison of the revised content were sent to the participants for careful study, ensuring that the comments were of high quality and close to reality. On May 19, 2025, the District-level Opinion Conference was held in coordination with the District People's Committee, creating an official forum for agencies, organizations and individuals to discuss and contribute directly. Flexible forms of feedback such as sending documents, emails, feedback via the VNeID application or at residential meetings are also deployed in parallel, ensuring a multi-dimensional, democratic and effective approach.
Being a mountainous district, the legal awareness of a part of the population is still limited, many people have never had direct contact with legal documents, especially the Constitution. Therefore, the district focuses on propaganda work in many forms: Organizing propaganda conferences at the grassroots level, posting documents on electronic information pages, social networks, internal radio and loudspeaker systems.
Comrade Nguyen Ba Viet, Chairman of the Vietnam Fatherland Front Committee of Cho Moi district, said: “We consider that giving opinions on amending the Constitution is not only a political task but also an important occasion to raise legal awareness among the people, thereby building trust in the leadership of the Party and the State. In the proposals to amend Article 9 of the Constitution on the leading role of the Vietnam Fatherland Front in socio-political organizations: It is recommended to keep the separate charter of each organization to ensure flexibility and specificity in operations. Regarding Clause 3, Article 110, related to the provision “must consult local people” - an important content, directly affecting the interests of the people, so it needs to be kept intact to ensure democracy and transparency in the implementation process.
Regarding the structure, there is 01 opinion that the end date at the district level from July 1 should not be included in the Resolution; 01 opinion that it is necessary to clarify the task of trade unions at all levels "to represent workers at the national level in labor relations and international relations on trade unions".

As of the time of synthesis, the whole district recorded 90 comments, including 15 comments from agencies and organizations and 75 comments from individuals. Notably, all the revised and supplemented contents contributed by the people received very high approval. Specifically: Article 9 (clause 1): 21/21 comments in favor; Article 102: 40/40 comments in favor; Article 110 (clause 3): 40/40 comments in favor; Article 114: 50/50 comments in favor. Other articles such as Articles 111, 112, 115 all had 100% approval. Some individual opinions suggested keeping the content of Article 110, clause 3 - regulations on consulting local people in important administrative decisions. Many delegates said that this clearly demonstrated the spirit of democracy, ensuring the people's right to participate in major decisions. Some other proposals recommended keeping the separate charters of socio-political organizations in order to promote the characteristics and flexibility in the activities of each organization.
Comrade Ha Duc Huan, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Cho Moi District emphasized: "Implementing the province's plan and the direction of the District Party Committee, the District People's Committee has urgently deployed the contents of collecting opinions from cadres, party members, businesses and people, identifying that this is not only the right but also the responsibility of each citizen in the process of building and perfecting the socialist rule of law State". Through the process of grasping and synthesizing, the majority of the people agree with the amendment of the Constitution, considering it a necessary step, meeting the new development requirements of the country. In particular, organizing the collection of opinions in a public, transparent and diverse manner has contributed to arousing the spirit of initiative, responsibility and trust of the people.
The consultation on constitutional amendments in Cho Moi district is not just about numbers or consensus rates, but more importantly, it is a clear demonstration of the democratic spirit, openness and companionship of the government with the people. Each opinion that is listened to is a step forward in the journey of building a solid legal system, closely linked to practical life and the country's development aspirations./.
