With the WEBGIS application, people can scan according to an optional radius to have an overall, objective view of the number of existing businesses in the block they plan to do business in, business lines, etc.
On the morning of March 29, District 1 People's Committee launched the WEBGIS solution and the solution "Issuing electronic licenses for procedures for granting temporary sidewalk use licenses and granting business registration certificates" in the area.
According to Deputy Head of the Economic Department of District 1, Duong Quang Nghia, when establishing a business household, it must carry out administrative procedures such as: business registration certificate; tax code; and types of licenses that meet business conditions.

In fact, administrative procedures have been resolved at level 3 and 4 by District 1 and use internal software managed separately by specialized agencies under the District People's Committee but cannot be shared or linked together due to information security factors. This leads to some problems when other related units discover incorrect data that needs to be corrected; units also spend a lot of time comparing and contrasting to get accurate data.
Meanwhile, leaders cannot have aggregated information from departments, but have individual data from specialized units, then assign an agency to synthesize data related to business households, which takes a lot of time and effort.
With the above shortcomings, the People's Committee of District 1 has launched the WEBGIS application. With this solution, people can look up and search for business household signboard names before registering a business to limit name duplication.
At the same time, people can scan according to the selected radius to have an overall, objective view of the number of existing businesses in the block they plan to do business in, the business lines, state agencies, schools, and medical facilities located in the selected area. Thereby, helping people make investment decisions, establish businesses in suitable locations, increase the ability to reach potential customers, do business more effectively, and areas with restricted business lines with conditions.
For state management agencies, data must meet the criteria: alive, clean, correct, and sufficient. In particular, activities related to business households such as: business registration procedures, business eligibility licenses for conditional business lines, business household inspections, administrative violation handling, etc. After specialized departments process, resolve and return results on internal software, the data will be automatically updated to WEBGIS, units do not have to manually update or perform any other operations.
Through the sharing of regularly updated data on WEBGIS, specialized departments can extract this data for analysis and processing. Because WEBGIS is live data, business household information is updated regularly, so it is mandatory for management agencies to process it daily to update the most accurate information.

According to the People's Committee of District 1, the "Application of WEBGIS to manage business households in real time" has contributed to improving the effectiveness and efficiency of state management, closely following business households in the district. The application of information technology in state management activities has been maintained stably, ensuring regular and continuous operations.
Mr. Nguyen Dinh Thien (living in District 1) is in the process of opening a restaurant in District 1. He has researched and tried WEBGIS and found the information very complete. Mr. Thien has been able to review the restaurant name, know who the business "competitors" are in the area where he will do business, as well as understand the procedures and sub-licenses that need to be prepared.
Speaking at the launch, Vice Chairman of District 1 People's Committee Nguyen Duy An affirmed that District 1 is always improving to facilitate both state agencies and people when organizing production and business activities in the city with the policy of building smart cities, digital transformation, creating conditions for people to use convenient services with many practical solutions. In addition to applying WEBGIS for business households, District 1 will continue to expand data for businesses operating in the area, serving the post-inspection work under the authority of the District People's Committee.
Regarding the solution “Issuing electronic licenses for procedures for granting temporary sidewalk use licenses and granting business registration certificates”, the process consists of 8 steps. In which, District 1 People's Committee applies digital signatures and electronic signatures to return electronic licenses to people. Electronic licenses are stored on the District 1 Electronic One-Stop System and the results are transferred to people on the computer network environment through the online public service portal. People can look up at any time by scanning the QRCode or entering their receipt number/CCCD number into the online lookup system.
