The relevant units have agreed on a plan to relocate the 220Kv high voltage power pole (T20), and are expected to hand over the entire site by March 18 to complete the project.
According to the report of Giao thong Newspaper on January 8, Km 32+500 of the Eastern bypass of Buon Ma Thuot City ( Dak Lak Province) has been paved by contractor An Nguyen, racing to meet the progress. However, in the middle of the road, there is a high-voltage electricity pole T20, belonging to the 220Kv Krong Ana Transformer Station project, invested by the National Power Transmission Corporation.
This power pole is located on Ho Chi Minh road, avoiding the east of Buon Ma Thuot city, affecting the project's progress.

The cause of the above situation was determined to be the overlapping construction scope between the Eastern bypass project and the 220kV Krong Ana transformer station project. Accordingly, the initial agreement documents were different from reality, leading to the overlapping of the two projects.
In the agreement document, the Central Power Project Management Board affirmed that "the location of the T20 pillar foundation is outside and about 20m from the planning boundary on the left side of Ho Chi Minh road". However, in reality, the T20 pillar corresponding to the coordinates in the agreement document is on the right side, within the planning boundary of Ho Chi Minh road.
Mr. Le Duy Tuan, a technical officer of An Nguyen Company Limited (the contractor for the overlapping location) said that up to now, the construction unit has completed nearly 90% of the volume, and is still stuck with site clearance in some sections, especially the T20 electric pole located in the middle of the road. The contractor hopes to soon have the site cleared for synchronous construction and complete the project as planned.
Information from the Dak Lak Provincial Project Management Board for Investment in Construction of Traffic Works and Rural Development (hereinafter referred to as the Project Management Board) - the investor of the Ho Chi Minh Road construction project, the eastern bypass of Buon Ma Thuot City - said that by December 16, 2024, the site had been cleared and handed over to the contractor to carry out construction of more than 38km/39.606km (reaching more than 96%), but not continuously. The construction work encountered many difficulties. In particular, the delay in relocating the T20 power pole greatly affected the project's progress.

According to the Project Management Board, the relocation of the T20 power pole of the 220kV Krong Ana Transformer Station project is delayed due to waiting for adjustments to the land use plan. On December 19, 2024, the People's Committee of Dak Lak province issued Decision No. 3168/QD-UBND approving the adjustment of the land use plan for 2024 of Buon Ma Thuot City, including the adjustment and addition of the T20 pole.
On December 26, 2024, Buon Ma Thuot City People's Committee issued a notice of land recovery, currently implementing related procedures such as measuring, counting and making plans, and is expected to hand over the entire site by March 18 to complete the project.

According to the Project Management Board, the units have agreed on a plan to relocate the T20 tower from its current location. The cost of relocating the T20 tower is supported by the Project Management Board for site clearance; Truong Son Consulting Company (design consultant for the Eastern bypass) supports 200 million VND. The remaining cost will be handled by the Central Power Project Management Board and Power Construction Joint Stock Company 2 (design consultant for the 220kV Krong Ana Transformer Station Project).
After receiving the new site location, the Central Power Project Management Board is responsible for implementing the construction of the T20 power pole foundation system, to be completed within 45 days.
The Ho Chi Minh road construction investment project, the eastern bypass of Buon Ma Thuot city (Dak Lak province) has a length of nearly 40km with a total investment of more than 1,800 billion VND.
The project is invested by the Dak Lak Province Project Management Board for Investment in Construction of Transport Works and Rural Development, and is expected to be completed by the end of 2024. However, due to site clearance problems, the project has not yet been completed.
