The Party Cell manages 4 residential groups with 400 households and 1,100 people; the majority of people in the residential area do small business and have unstable economic circumstances, so it is very difficult to create sources for developing party members.
In the past time, the Party Cell has always done a good job of political and ideological work among cadres and party members; regularly propagated the Party's guidelines and policies and the State's laws; done a good job of propaganda, grasping and orienting public opinion through Party cell meetings, residential group meetings, and mass organizations. Thanks to that, the ideological situation of cadres, party members and people is stable, united, unified, and has a sense of responsibility for building a good residential group. People in the residential area all comply well with the Party's guidelines and policies and the State's laws.
The Party cell has developed regulations, plans and assigned specific tasks to each cell member; regularly directed the consolidation and improvement of the political system in residential areas; reviewed and monitored outstanding masses from sources of members of the Youth Union, Women's Association, Deputy Heads of Residential Groups, etc. to develop Party members. At the same time, the leaders of the residential area mass organizations operate effectively and are always well-regarded by all levels.
Speaking at the meeting, Chairman of the City People's Council Ngo Xuan Thang acknowledged and highly appreciated the achievements of Party Cells 15, 16, 17 An Thuong in leading the residential area to successfully complete the tasks and socio-economic targets assigned by the Ward People's Committee, ensuring security and order in the residential area, with no social evils or complicated incidents related to security and order.
Informing Party members of the Party Cell about the city's socio-economic situation in the first 6 months of 2024, the Chairman of the City People's Council said that in order to promptly and effectively implement the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, which will take effect from July 1, 2024, at the 18th Session, the City People's Council issued a Resolution stipulating criteria for establishing a Security and Order Protection Team, criteria for the number of members of the Security and Order Protection Team, and a Resolution on the regime, policies, and conditions to ensure the operation of this force.
“This is one of the mass forces, playing a very important role, acting as the core to support the police at the commune and ward levels, helping the People's Committees at the same level in performing the task of protecting security and order and building a movement of the whole people to protect national security,” emphasized Chairman of the City People's Council Ngo Xuan Thang.

In the coming time, Chairman of the City People's Council Ngo Xuan Thang requested Party Cells 15, 16, 17 An Thuong to continue to focus on the work of building and rectifying the Party and the political system; to carry out well the work of propaganda and mobilizing people to actively respond to the implementation of the Party's guidelines and policies of the State; to propagate and disseminate policies, especially the city's specific social welfare policies so that people can fully grasp and enjoy the policies.
“The Party cell needs to step up the dissemination of new policies related to the city, especially Conclusion No. 79 of the Politburo on continuing to implement Resolution No. 43; the new Resolution of the National Assembly on organizing the urban government model and piloting a number of specific mechanisms and policies for the development of Da Nang city. This will be an important foundation for the city to develop faster and more sustainably in the coming time,” said the Chairman of the City People's Council.
At the same time, it is recommended that the Party Cell focus on leading, directing, and concretizing the implementation of the four key tasks of residential groups and villages in the city, in conjunction with mobilizing resources to effectively implement the city's programs of "5 no's", "3 yes's, "4 safe", considering this an important, regular and long-term task in the spirit of Directive No. 40-CT/TU dated January 29, 2024 of the Standing Committee of the City Party Committee "continue to lead in improving the quality of activities of residential groups and villages in the city".
The Chairman of the City People's Council noted that the Party Cell coordinates closely in managing residence, resolutely fights against social evils, especially drug abuse, gambling, and theft; maintains the model of residential groups and residential areas free of crime and social evils. In particular, thoroughly directs residential groups, front work committees, unions, and mass organizations to coordinate well with the newly established grassroots security and order protection force in performing the task of protecting security and order and building a movement for the entire people to protect national security at the grassroots level and in residential areas.
“The Party cell committee as well as each party member need to pay attention to and promptly grasp the thoughts, aspirations, and pressing issues of voters and people in the area; proactively advise and propose to the Party committees and authorities at all levels to promptly resolve them, contributing to improving the quality of life and consensus of the people,” emphasized Chairman of the City People's Council Ngo Xuan Thang.
