Welcoming the Speaker of the Bulgarian Parliament, Rossen Dimitrov Jeliazkov, and the high-level delegation from the Bulgarian Parliament, the Secretary of the Ninh Binh Provincial Party Committee, Doan Minh Huan, thanked the delegation for choosing Ninh Binh as their first destination on their official visit to Vietnam. He affirmed that the visit of Speaker Rossen Dimitrov Jeliazkov contributes to strengthening and further cultivating the good political relations between the two countries. This will open opportunities for localities in both countries, including Ninh Binh, to promote exchanges, cooperation, and development, contributing to deepening the relationship between the two countries.

During the meeting, the Secretary of the Ninh Binh Provincial Party Committee outlined the main aspects of the socio- economic development and the potential and strengths of the locality. The Secretary emphasized that Ninh Binh was once the capital of the Dai Co Viet State – the first centralized feudal state in Vietnamese history, established thousands of years ago. The land is associated with many unique architectural structures and boasts beautiful natural landscapes, harboring a rich heritage from ancient times.
This area is the center of two major religions in Vietnam: Buddhism and Catholicism. Ninh Binh boasts the Trang An Scenic Landscape Complex, recognized by UNESCO as a World Cultural and Natural Heritage Site – the first mixed heritage site in Southeast Asia. In 2024, the locality will celebrate the 10th anniversary of this recognition.
Ninh Binh has consistently chosen a green, environmentally friendly development model, with tourism as its key economic sector, high-tech industries as its driving force, cultural industries and heritage economy as its breakthroughs, and ecological agriculture as its foundation. In 2023, the province achieved a growth rate of 7.27%, ranking 23rd out of 63 provinces and cities nationwide. The local government's orientation by 2035 is to become a centrally-governed city with the characteristics of a millennium heritage city, a creative city, and to be deeply integrated into the global network of heritage cities, heritage economies, and cultural industries.

The Secretary of the Ninh Binh Provincial Party Committee expressed hope that this visit would create opportunities for the province to expand cooperation with heritage cities in Bulgaria. The good and open diplomatic relations between the two countries and their respective parliaments serve as a foundation and prerequisite for cooperation between localities, especially heritage cities, heritage economies, and tourism centers. Ninh Binh hopes to learn about Bulgaria's approach to tourism.
Thanking the Ninh Binh Provincial leaders for their warm welcome, Bulgarian Parliament Speaker Rossen Dimitrov Jeliazkov affirmed that this visit reflects the desire to further strengthen the good friendship between the two countries and the two Parliaments; and also expresses Bulgaria's wish to further promote the good traditional relations between the two countries and the two Parliaments.
The Speaker of the Bulgarian Parliament expressed his hope that the commemoration of the 75th anniversary of the establishment of diplomatic relations between the two countries, scheduled for 2025, would be held, marking the positive results in bilateral relations across all fields.
During the period from 1950 to 1980, relations between the two countries developed within the framework of the socialist model. During this time, more than 30,000 Vietnamese people had the opportunity to live, study, and work in Bulgaria. The relationship between the two countries reached a new milestone. This was marked by the 2013 event, when the two countries issued a joint declaration, accompanied by an annex, opening up a new model of economic cooperation between Vietnam and Bulgaria; encompassing areas such as energy, economics, and culture.
Regarding information on several major diplomatic events scheduled for 2024, the Speaker of the Bulgarian Parliament expressed confidence that the relationship between Bulgaria and Vietnam will continue to be strengthened in all areas, including trade, high technology, culture, and tourism.

Quoting the proverb "Horses run in herds, birds fly in flocks," Bulgarian Parliament Speaker Rossen Dimitrov Jeliazkov expressed his hope that on the flight towards the future and prosperity, Bulgaria and Vietnam will fly together, travel together, and in that journey, Bulgaria very much hopes that Ninh Binh province will share valuable experiences in socio-economic development.
The Speaker of the Bulgarian Parliament expressed confidence that the traditional friendship and solidarity between the Parliaments and peoples of Bulgaria and Vietnam would continue to grow stronger, and wished Ninh Binh province continued strong development.
On this occasion, the two sides exchanged gifts that symbolize the culture of Ninh Binh province and Bulgaria.
