Continuing important activities within the framework of his official visit to Bulgaria, on the afternoon of October 24th (local time), in Sofia, General Secretary To Lam met with the Speaker of the Bulgarian Parliament, Natalia Kiselova.
The Speaker of the Bulgarian Parliament warmly welcomed the official visit of General Secretary To Lam and his wife, along with the high-level Vietnamese delegation, to Bulgaria.
Emphasizing the significant importance of General Secretary To Lam's first visit to Bulgaria, Speaker of the National Assembly Natalia Kiselova affirmed that Bulgaria highly values and supports the traditional friendship and multifaceted cooperation with Vietnam, a reliable and important partner of Bulgaria in Southeast Asia.
General Secretary To Lam expressed his pleasure in leading the high-level Vietnamese delegation on an official visit to Bulgaria, coinciding with the 75th anniversary of the establishment of diplomatic relations between the two countries; and thanked Speaker of the Parliament Natalia Kiselova and the leaders of the Bulgarian Parliament for the warm welcome extended to the delegation.
On this occasion, General Secretary To Lam sincerely thanked Bulgaria for its heartfelt assistance to the Vietnamese people in their struggle for independence and national reunification in the past, and in the current process of national development.
General Secretary To Lam also thanked Bulgaria for helping to train tens of thousands of Vietnamese students, researchers, experts, and skilled workers in many fields, thereby making a practical contribution to Vietnam's development, as well as contributing to fostering friendship between the two nations.

The General Secretary announced the positive results of the talks with President Rumen Radev and the adoption of a Joint Statement upgrading Vietnam-Bulgaria relations to a Strategic Partnership, opening a new chapter for bilateral relations and creating new momentum to promote the development of relations in a comprehensive, substantive, and effective manner, thereby contributing to the all-round development of each country.
Speaker of the National Assembly Natalia Kiselova congratulated Vietnam on its socio-economic development achievements; emphasizing the significance of the new relationship reflecting the strong development and strategic ties between Vietnam and Bulgaria, which is important at a time when both countries are entering a new stage of development and in the context of a volatile global situation.
During the meeting, the two leaders emphasized that parliamentary cooperation is an important pillar in the strategic partnership between the two countries.
Both sides agreed to strengthen cooperation in the coming period, including increasing contacts and exchanges of high-level delegations and between committees of the two countries' parliaments to exchange information and experiences, creating a favorable framework to promote cooperation in areas with significant potential and in line with the development needs of both countries, such as science and technology, especially information technology, pharmaceuticals, and high-tech agricultural products.
Both sides agreed to continue effectively implementing the cooperation documents signed between the two governments, especially in the fields of science and technology, agriculture, education, etc.; and to promote the signing of new agreements and cooperation mechanisms in the context of the two countries having just upgraded their relationship to a Strategic Partnership.
General Secretary To Lam proposed promoting the establishment of a cooperation mechanism between the two countries' parliaments, as well as leveraging the bridging role of the Vietnam-Bulgaria Parliamentary Friendship Group; he also requested Bulgaria to soon implement visa exemption for Vietnamese citizens to enhance investment attraction and people-to-people exchanges in a sustainable, effective, and substantive manner.
At the same time, both sides need to continue strengthening coordination at regional and global inter-parliamentary forums (the Inter-Parliamentary Union - IPU, the Asia-Europe Parliamentary Partnership - ASEP, the Francophone Parliamentary Assembly - APF) to contribute to peace, cooperation and development in the region and the world.
Vietnam is ready to act as a bridge to promote relations between the Bulgarian Parliament and the ASEAN Inter-Parliamentary Assembly (AIPA).
Speaker of the Bulgarian Parliament Natalia Kiselova affirmed that the Bulgarian Parliament will actively support and promote the implementation of the cooperation directions outlined in the Vietnam-Bulgaria Joint Statement on establishing a Strategic Partnership.
On this occasion, General Secretary To Lam conveyed the greetings and invitation from National Assembly Chairman Tran Thanh Man to National Assembly Chairwoman Natalia Kiselova to visit Vietnam.
