Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc: "The shirt" for state-owned enterprises is tight

According to comrade Nguyen Van Duoc, the “clothes” of state-owned enterprises (SOEs) are currently cramped, multi-layered, and difficult to manage. Therefore, it is necessary to change to a “new coat” of restructuring to open up new development space, combat waste, including studying new operating models for SOEs.

On the morning of May 16, Comrade Nguyen Van Duoc, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee, chaired a meeting to resolve difficulties and problems of state-owned enterprises under the Ho Chi Minh City People's Committee and solutions to improve the quality of state-owned enterprises' operations. Also attending were Comrade Nguyen Van Dung, Vice Chairman of the Ho Chi Minh City People's Committee; 100% state-owned enterprises under the Ho Chi Minh City People's Committee.

Speaking at the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc commented that SOEs have made positive contributions to the development of Ho Chi Minh City. However, recently, there have been many reasons leading to signs of decline in the role and contribution of SOEs. Partly because the management agencies have been slow in proposing solutions and removing difficulties for enterprises, and partly because enterprises have not proactively proposed solutions. Therefore, there needs to be effective solutions to promote the role of SOEs in the city, making greater contributions to the development of Ho Chi Minh City.

Spending a lot of time listening to the leaders of state-owned enterprises raise existing problems and give advice for future development, comrade Nguyen Van Duoc shared the difficulties that state-owned enterprises in the city face. He assigned the Standing Committee of the Ho Chi Minh City People's Committee to be in charge of the field, departments and branches, to focus on solving difficulties and problems for enterprises, especially issues related to wages and income of workers.

Analyzing related issues in depth, the Chairman of the Ho Chi Minh City People's Committee commented that the "clothes" of state-owned enterprises are currently cramped, multi-layered, and difficult to manage. Therefore, it is necessary to change to a "new shirt" and restructure to open up new development space, combat waste, including studying new operating models for state-owned enterprises.

The Chairman of the Ho Chi Minh City People's Committee emphasized that the arrangement and restructuring of state-owned enterprises must put the interests of the people and the city first, avoiding the situation of turning public property into private property, especially related to equitization and capital contribution for business. "Each comrade, especially the leader, must put the interests of the collective, the people and the city first, avoiding waste. After the arrangement, state-owned enterprises must be stronger, more effective, and easier to manage," emphasized comrade Nguyen Van Duoc.

The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Finance to order the development of a restructuring project for state-owned enterprises under the Ho Chi Minh City People's Committee. In particular, reviewing and classifying enterprises according to their functions, tasks, and forms of capital ownership. This work needs to be coordinated with Binh Duong and Ba Ria - Vung Tau provinces, and studied in the scope of 3 localities to implement in the scope of Ho Chi Minh City (new) after the provincial arrangement.
