According to the report, as of December 14th, the Ministry of Construction had compiled a list of 234 construction projects in 34 provinces/cities that met the conditions for commencement, inauguration, and technical opening to traffic. Of these, 148 projects had commenced construction, and 86 projects had been inaugurated or technically opened to traffic. There were 38 projects from ministries and agencies; 39 projects from corporations and general companies; and 157 projects from local authorities.
The total investment for projects and works is over 3.4 million billion VND (of which state capital in 96 projects is over 627 trillion VND, accounting for 18% of the total, and 138 projects from other capital sources are over 2.79 million billion VND, accounting for 82% of the total).

The ceremony was held in a hybrid format, combining in-person and online participation via video conference. From 234 construction projects, the Ministry of Construction proposed 79 connection points (12 in-person and 67 online video conference points), symbolizing the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025).
Some important milestones include the Olympic Sports Urban Area construction project (Thuong Phuc commune, Hanoi); the inauguration of several projects and the launch of the first flight under the Long Thanh International Airport construction project – phase 1; the commencement of component 1 of the Lao Cai - Hanoi - Hai Phong railway line construction project; the commencement of the Red River scenic boulevard construction project in Hanoi; the commencement of the Hoa Phat Dung Quat railway rail and special steel production project (Quang Ngai); the commencement of the Tan Phu - Bao Loc expressway (Lam Dong province); the inauguration and technical opening of the main section of the North-South Expressway Eastern route from Can Tho - Hau Giang - Ca Mau; the inauguration of Hue International General Hospital; the commencement of the Youth Cultural Center construction project in Ho Chi Minh City; the commencement of the urban tram line project, phase 1, in Phu Quoc special economic zone…

At the meeting, Prime Minister Pham Minh Chinh gave his opinion to finalize the plan for organizing the ceremony, with the central venue expected to be at the groundbreaking ceremony for the Olympic Sports Urban Area project (Thuong Phuc commune, Hanoi city).
The Prime Minister emphasized that, following the groundbreaking and inauguration ceremonies of major projects on April 19, 2025 (commemorating the 50th anniversary of the liberation of the South and national reunification) and August 19, 2025 (commemorating the 80th anniversary of National Day), the groundbreaking, inauguration, and technical opening ceremonies of these projects are very significant events to celebrate the 11th National Emulation Congress and the 14th National Party Congress, while also contributing to creating momentum, inspiring new enthusiasm, and promoting double-digit economic growth in the coming years.

The Prime Minister requested that ministries, localities, and agencies continue to carefully review and prepare thoroughly for the ceremony, ensuring progress, quality, and specific task assignments, guaranteeing "six clear points": clear person, clear task, clear time, clear responsibility, clear authority, and clear output.

The Ministry of Interior is in charge of awarding individuals and collectives with outstanding achievements in emulation movements and the implementation of key national projects, paying particular attention to rewarding engineers, workers, and laborers who have directly worked and persevered on construction sites throughout the years.
