Preparing for the groundbreaking and inauguration ceremony of large-scale projects at 80 points

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 129/CD-TTg dated August 7, 2025 on organizing groundbreaking and inauguration ceremonies for large-scale projects and works to celebrate the 80th anniversary of National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

The dispatch stated: Following the positive and meaningful results achieved by the groundbreaking and inauguration ceremony of 80 works and projects in all three regions of the North - Central - South on April 19, 2025 to celebrate the 50th anniversary of the liberation of the South and national reunification (April 30, 2025), to celebrate the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), the Prime Minister issued Dispatch No. 57/CD-TTg dated May 5, 2025 directing the Ministry of Construction - Standing Agency, ministries, branches, localities, Vietnam Television, the Military Industry - Telecommunications Group, the Vietnam Posts and Telecommunications Group, relevant agencies and units to prepare to organize the groundbreaking and inauguration ceremony online simultaneously for works and projects across the country on April 30, 2025. August 19, 2025. According to the report of the Ministry of Construction, currently ministries, branches, localities and units are actively implementing and there are about 230 works and projects being appraised to be eligible for commencement and inauguration.

This is an important political event, contributing achievements to celebrate the 80th anniversary of National Day. Through this, it demonstrates maturity, growth, rise, self-reliance, self-strengthening, proactive development of socio-economic infrastructure (including traffic works, urban areas, industrial parks, services, education and training, healthcare, science and technology, innovation, etc.), vividly and truly reflecting the efforts of the entire political system, related subjects and the solidarity and consensus of the people competing to participate in implementing projects and works across the country; expressing the joy and happiness of the people, those who directly benefit from the results...; From there, deepen national pride, love for the country, add determination in the work of building and defending the socialist Vietnam Fatherland, create momentum, create force to enter a new era as General Secretary To Lam stated "The era of rising of a rich, civilized, prosperous and prosperous country".

There is not much time left from now until August 19, 2025. To ensure the best preparation for this important event, the Prime Minister requests:

1. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of Corporations, General Companies, and relevant units urgently direct agencies, units, Project Management Boards, and contractors to carefully review and complete investment procedures, construction, and acceptance of projects and works to ensure they are eligible for commencement and inauguration in accordance with the Prime Minister's direction in Official Dispatch No. 57/CD-TTg dated May 5, 2025 (including statistics and specific classification: number of projects using state budget capital, number of projects invested by the private sector, including FDI capital, total value of capital sources, etc.); send to the Ministry of Construction before August 13, 2025.

2. The Ministry of Construction shall preside over and coordinate with the Government Office, relevant ministries and local branches to urgently review the list of projects and works to ensure the scale and conditions for organizing inauguration and groundbreaking according to regulations (the number of projects and works is not limited); select 80 connecting points at large-scale and meaningful projects and works, connecting with other projects and works in ministries, branches, provinces and cities, etc., in which the central connecting point at the National Exhibition Fair Center connects directly and online to the remaining large connecting points; develop a central report and speeches by Government leaders; coordinate with Vietnam Television to develop programs and scenarios; make a list of guests, including leaders of the Party, State, National Assembly, Vietnam Fatherland Front, Government leaders, Ministers, and Heads of ministerial-level agencies to attend and direct at the connecting points; Report to the Prime Minister no later than August 13, 2025 .

3. Vietnam Television shall preside over, together with the Voice of Vietnam and Vietnam News Agency, the development of detailed scripts and programs for the ceremony and send them to the Ministry of Construction before August 13, 2025 for synthesis; program production, directing, and organization of the program according to the live television script to ensure that it is impressive, profound, meaningful, and solemn, without any unfortunate mistakes.

4. Voice of Vietnam, Vietnam News Agency, Nhan Dan Newspaper and other media and press agencies coordinate with Vietnam Television and the Ministry of Construction to organize the ceremony, participate in production, write articles, report and promote activities related to this solemn and meaningful ceremony.

5. Vietnam Posts and Telecommunications Group shall preside over and coordinate with the Military Industry-Telecoms Group, the Ministry of Construction, Vietnam Television and ministries, branches, localities and agencies to proactively prepare material and technical conditions for online connection between the points; to complete smoothly before August 16, 2025.

6. The People's Committees of provinces and centrally run cities shall direct local television stations to coordinate with Vietnam Television to arrange program hosts, ensure adequate facilities and techniques, ensure solemnity, meaning, and smoothness at the connecting points and implement according to the programs and scripts of Vietnam Television; direct agencies and units to support the Vietnam Posts and Telecommunications Group in exploiting and using the province's conference television equipment to organize events;

7. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of Corporations and General Companies under the Ministry of Finance shall direct investors, Project Management Boards, and units to fully prepare material, technical, sound, light, and image conditions (including online connection lines to bridge points, electricity, water, environmental sanitation, etc.), work with agencies and units producing programs, providing images, direct and online connections (VTV, VNPT, Viettel, FPT) to unify content and pay costs according to regulations; organize groundbreaking and inauguration ceremonies according to the general scenario developed and organized by the Ministry of Construction and Vietnam Television, ensuring savings, security, safety, solemnity, and meaning; Agree on the connecting points to have special art performances to celebrate so that it truly becomes a national festival (VTV agrees on the duration with the connecting points).

8. The Ministry of Home Affairs shall promptly implement the Prime Minister's direction at the 19th meeting of the State Steering Committee for key works and important national projects in the transport sector (Notice No. 401/TB-VPCP dated June 6, 2025), preside over and coordinate with relevant ministries and agencies to organize rewards for organizations and individuals with high achievements in the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressways", ensuring solemnity and creating an exciting emulation atmosphere. The Ministry of Finance shall consider material rewards for agencies and units if they meet the conditions according to state regulations.

9. Assign Deputy Prime Minister Tran Hong Ha to directly direct the preparation, inspection, urging and organization of the groundbreaking and inauguration ceremonies of projects and works.

10. Assign the Ministry of Construction and the Government Office, according to their assigned functions and tasks, to monitor, urge, and inspect ministries, agencies, and localities in performing the tasks assigned in this Official Dispatch, promptly report to Deputy Prime Minister Tran Hong Ha for consideration and direction of handling; beyond authority, report to the Prime Minister.
