National target program to bring a prosperous and happy life to the people

Over the past years, Lao Cai province has always paid attention to the work of building new rural areas, poverty reduction and ethnic policies associated with improving livelihoods, income and quality of life of ethnic minorities, considering this as one of the key tasks to bring a prosperous and happy life to the people.

Before the merger, Lao Cai province (old) had 65/126 communes recognized as meeting NTM standards, 7 communes meeting advanced NTM standards, 2 district-level units meeting standards and recognized as completing the task of building NTM; Yen Bai province (old) had 115/146 communes recognized as meeting NTM standards, 39 communes meeting advanced NTM standards, 13 communes meeting model NTM standards, 5 district-level units meeting standards and recognized as completing the task of building NTM. After the merger of communes and provinces, the whole Lao Cai province had 37/89 communes meeting NTM standards, reaching a rate of 41.6%; 1/89 communes meeting advanced NTM standards; no commune meeting model NTM standards.

After more than 4 years of implementing the National Target Program (NTPP) on sustainable poverty reduction, period 2021 - 2025, through the implementation of projects and sub-projects under the Program, it has made a very important contribution to the socio -economic development of the province; changing the face of rural and mountainous areas; socio-economic infrastructure has been gradually invested synchronously, meeting the requirements of inter-regional development, production and people's lives, especially in poor districts of the province.

The poverty rate of the whole province in 2025 is estimated to decrease to 2.68%, including the period 2021 - 2025, decreasing by 15.74%, exceeding the target of 0.44% assigned by the Government ; the poverty rate of ethnic minorities in 2025 will decrease by an average of 4.46%/year, including the period 2021 - 2025, decreasing by 25.42%.

Standing Vice Chairman of the Provincial People's Committee Nguyen The Phuoc affirmed: The results in the field of poverty reduction demonstrate the determination of the entire political system. We consider it one of the greatest achievements of Lao Cai province in the past term.

In addition to the achieved results, the implementation of national target programs in the province still has some shortcomings and difficulties such as: Some important criteria such as income, environment, production organization have met the standards but are not really sustainable; infrastructure in remote, isolated and border areas is still lacking; resource mobilization is still facing difficulties, especially in localities with difficult socio-economic conditions that have not met the requirements; the development gap between regions is still large, requiring more appropriate mechanisms and policies to ensure uniformity and sustainability; agricultural restructuring is still slow, small-scale production, lack of chain linkage; the rate of re-poverty and poverty arising still exists; the livelihoods of ethnic minorities are not really stable, still heavily dependent on state support...

Comrade Tran Minh Sang - Director of the Department of Agriculture and Natural Resources of Lao Cai province said: The agricultural and environmental sector will advise the province to continue to effectively implement the National Target Program on New Rural Development, sustainable poverty reduction and ethnic policies associated with improving livelihoods, income and quality of life in ethnic minority areas. This is an important task, contributing to improving the material and spiritual life of the people, while promoting the determination to build a clean and strong Party organization; innovative, creative and effective; towards building a green, harmonious, unique and happy Lao Cai, becoming a growth pole, a center connecting the region and the whole country.

Lao Cai's agriculture and environment sector has determined to link national target programs with the effective implementation of the restructuring project of the agriculture and environment sector; focusing on solving three issues to create a breakthrough for the program; reducing the gap in results of new rural construction between localities; promoting the development of linked production according to the value chain; building synchronous and gradually modern rural socio-economic infrastructure, ensuring a bright, green, clean, beautiful, safe rural environment and landscape, rich in traditional cultural identity, adapting to climate change and sustainable development. Maintaining political stability and social order and safety, creating a solid premise for the next stage of development.

With the spirit of solidarity and high political determination, the Party Committee, government and people of all ethnic groups in Lao Cai province will strive to successfully achieve the goal of building new rural areas, sustainable poverty reduction, improving the lives of ethnic minorities, contributing to the rapid and sustainable development of Lao Cai province.
