Stabilizing people's lives after natural disasters

The natural disaster has passed less than a month, but with the urgent participation of the entire political system and the people in the province, roads have been reopened, the rubble has been cleared, thousands of households have begun to rebuild and stabilize their lives.

After the disaster, many families whose houses collapsed, were completely washed away, were severely damaged or were in urgent need of evacuation were still having to take refuge in cultural houses or relatives’ houses. However, with the attention of local authorities and the joint efforts of the whole community, there was no situation of people going hungry.

Localities also actively supported materials and volunteers to repair houses, search for land to relocate, and rebuild new houses for the people.

In Phong Du Thuong commune, 53 households suffered damage to their houses, including 5 households that had to be urgently evacuated, and 152 households living in areas at high risk of landslides have returned to normal life.

Mr. Hoang Van Cong in Cao Son village is one of the five households that were urgently evacuated and have found a new place to live, about 500 meters from their old house. Mr. Cong shared: “Thanks to the help of the local government and neighbors, right after the rain stopped, my family moved the wooden house from a dangerous location to a safe place.

Although there is no electricity here, the locality has connected to a nearby Vinaphone mobile station, helping the family have electricity. The rice reserves were also half buried, but the family has been supported with necessities, so the food is guaranteed to be enough to eat until the new rice crop. The land for building the house is only part of the family's farmland, but the locality has created conditions for early conversion of land use purpose, helping us to live there with peace of mind for a long time.

Mr. Hoang Van Cong, Cao Son village, Phong Du Thuong commune

Having stabilized their housing, Mr. Cong's family quickly started building barns to ensure they could raise 50-100 chickens and ducks and grow corn for a living.

Not only Mr. Cong, the households that suffered damage after the circulation of storm No. 10 in Phong Du Thuong commune are gradually returning to their normal lives. For households whose houses were damaged, had their roofs blown off, or had their slopes collapsed, the commune mobilized forces and people to level and re-roof them with materials available locally and at home. The commune also proposed a plan to provide stone cages so that households could proactively reinforce the slopes.

Mr. Hoang Van Khoa - Vice Chairman of Phong Du Thuong Commune People's Committee said: "Up to now, households affected by natural disasters have stabilized their housing and started to reproduce. Traffic roads, canal systems, and irrigation systems have also been initially repaired to serve the people.

However, in the long term, the commune hopes that the province will continue to pay attention and support the locality in overcoming the consequences of natural disasters, especially investing in the embankment project to prevent landslides of Ngoi Hut stream in Lang Chang village; at the same time, supporting about 2,500 stone cages for the Commune People's Committee to mobilize people to build embankments in areas with negative slope landslides, both reducing costs from the State budget and bringing high efficiency - Mr. Khoa added.

Overcoming the consequences and stabilizing people's lives after natural disasters is identified as one of the important tasks of the province at this time.

On October 6, the Provincial People's Committee issued Decision No. 1349 to supplement the budget estimate for emergency support to overcome the consequences of storm No. 10 and post-storm floods in the province (phase 1) with an amount of more than 97 billion VND, of which, support for social security is 5.9 billion VND; support for disaster recovery for units, communes and wards is nearly 47 billion VND and support for landslides and landslides to ensure traffic in the first phase is more than 44 billion VND.

Forces were also mobilized to the maximum with the people to clean, level, and clear landslides, dredge sewers and canals in the fields, and handle incidents caused by natural disasters...

Thanks to that, schools and medical stations quickly resumed operations. Electricity, water, communication, transportation and irrigation systems were gradually restored to serve the needs of the people.

Following that, many livelihood and production recovery supports were deployed, ensuring people had food and income after natural disasters.

Mr. Nguyen Thai Binh - Deputy Director of the Department of Agriculture and Environment of the province, said: “Immediately after the natural disaster occurred, the Department directed localities to count the damage, mobilize forces to support people in cleaning up, disinfecting, and providing instructions on restoring production. At the same time, the industry coordinated with the National Agricultural Extension Center and enterprises to supply materials, support seeds, fertilizers, and veterinary medicines, helping people to stabilize production soon. Localities are focusing on restoring production; farmers proactively replant vegetables and crops, handle environmental sanitation, prepare to re-herd livestock and restore aquaculture areas.”

The Department of Agriculture and Environment of the province also coordinated to deploy a training document set "Technical measures to adapt and minimize damage caused by natural disasters to agricultural production" including both traditional and digital printed publications, integrated on many platforms such as: website, QR code, radio and television.

The documents are also translated into a number of ethnic languages ​​to expand accessibility, especially in mountainous areas and ethnic minority areas.

Ms. Dinh Thi Thinh in Truc Dinh village, Tran Yen commune shared: Immediately after the water receded, we started to treat the flooded mulberry areas, spraying disinfectants on the silkworm houses according to the instructions of the professional agency. Currently, the damaged mulberry areas have sprouted new buds, I also bought more mulberry leaves from the people along with a few unflooded mulberry areas to raise new silkworms.

Although the mud and rubble have been cleared and the roads have been cleared, the recovery work still faces many difficulties. In particular, the problem of finding safe land with no risk of landslides for long-term housing construction is still a big challenge, requiring time for survey and planning.

The need for capital to rebuild solid houses and restore transportation, irrigation, clean water works and long-term production recovery is also very large, requiring continued support from the central government and the community.

Mr. Tran Ngoc Thu - Secretary of Quy Mong Commune Party Committee shared: "In the coming time, we hope that the State will soon have policies to support farmers. At the same time, we need to find long-term, sustainable solutions, applying science and technology to production. At the same time, reorganizing agricultural production, introducing new plants and breeds into production must consider adapting to climate change."

Although there are still many difficulties, the spirit of solidarity and the will to overcome difficulties of Lao Cai people, along with the harmonious coordination between the Party Committee, government, forces and the community, will certainly create a combined strength, promote reconstruction work, and quickly bring people's lives back to their original orbit.
