Cai Chien Island is the only island commune of Hai Ha district. Thanks to the good promotion of potential and strengths, the commune has reached the finish line of building advanced new rural areas in 2023. In particular, talking about Cai Chien means talking about tourism services. Because this place is blessed with beautiful landscapes by nature, with a sea surface area of ​​over 24,136.6 hectares, many fine white sand beaches and pristine natural forests...

In 2019, the Provincial People's Committee recognized Cai Chien as a provincial-level tourist area, creating an important driving force to strongly awaken tourism potential and become a bright spot in the local tourism economy . Currently, the commune has 2 ferries, 2 speedboats, 12 boats and 22 electric cars to welcome tourists; there are 2 businesses and 22 households providing accommodation services with 235 rooms and 452 beds.

To serve summer tourism this year, the Commune People's Committee has actively directed cadres, civil servants, union members and people to clean up and beautify the roads, and keep the beaches green, clean and beautiful. The Commune Youth Union has also decorated some areas to create highlights for tourists to check in. In addition, the Commune has also established 2 inspection teams for business conditions, fire prevention, food safety, and security of businesses and service establishments in the area; assigned 24/7 duty schedules during the holidays to proactively handle problems arising in land management, fire prevention, food safety, services, and health ... Accommodation establishments, motels, and food businesses on the island have also proactively decorated and prepared facilities and human resources to ensure the best conditions to welcome tourists.

Import-export activities at Bac Phong Sinh - Ly Hoa Customs Clearance have created jobs for many people in Quang Duc commune (Hai Ha district).

For example, Quang Duc, from a difficult border area of ​​Hai Ha district, has now achieved impressive results, changing both the appearance of the countryside and the quality of life of the people. The commune has effectively implemented the overall program for sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas of Quang Ninh province for the period of 2021-2025, associated with the program of building new rural areas and poverty reduction. People actively participate in projects to convert appropriate crop and livestock structures, link production... In forestry development, the commune actively applies the province's incentive mechanism, supporting 30-50% of high-value crop varieties, creating motivation for people to develop agricultural and forestry production, focusing on developing local specialty products. Taking advantage of the Bac Phong Sinh Border Gate, Quang Duc commune also mobilizes people to develop trade and services in the area. Currently, trade and services in Quang Duc account for 35% of the local economic structure. Thereby helping to create stable jobs, increase income, and sustainably reduce poverty.

Hai Ha has 5 communes in ethnic minority and mountainous areas and 1 island commune, including: Quang Son, Quang Duc, Quang Phong, Quang Thinh, Duong Hoa, Cai Chien. Implementing national target programs in conjunction with the implementation of Resolution 06-NQ/TU dated May 17, 2021 of the Provincial Party Committee on sustainable socio-economic development associated with ensuring solid national defense and security in communes, villages and hamlets in ethnic minority, mountainous, border and island areas for the period 2021-2025, with a vision to 2030 (Resolution 06). In particular, the district identifies the key task of improving the material and spiritual life of people in rural, mountainous and island areas, Hai Ha district has focused on leading and directing socio-economic development in the area. The district focuses on solutions and mobilizes all resources to develop agricultural production, aquaculture, industry, handicrafts, trade, services... thereby creating jobs and increasing income for rural people.

From 2021 to present, the total capital to implement the new rural construction program, Resolution 06 in Hai Ha has reached hundreds of billions of VND. The investment capital to implement the tasks according to the targets set out in Resolution 06 alone has reached more than 150 billion VND. The total capital borrowed by ethnic minority households to develop production, business and create jobs has reached more than 45 billion VND. Up to now, Hai Ha has achieved 18/21 targets set out in Resolution 06. In the district, there are no more poor households according to the Central multidimensional poverty standards. The average income per capita in ethnic minority, mountainous, border and island areas has reached more than 73 million VND/year.
