National digital transformation: New driving force for sustainable growth

Along with Resolution 57, the National Digital Transformation Program is considered two strategic pillars to promote Vietnam into a new development stage, where knowledge, data, and technology become the foundation for growth.

Digital transformation has been identified by the Party and State as one of the three breakthrough pillars of the country's development in the new era in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Along with Resolution 57, the National Digital Transformation Program is considered two strategic pillars to push Vietnam into a new development phase, where knowledge, data and technology become the foundation of sustainable growth.

From policy to action

In 2020, the Government issued Decision No. 749/QD-TTg approving the National Digital Transformation Program to 2025, with a vision to 2030, with three pillars: Digital Government, digital economy and digital society.

In December 2024, Resolution 57 was issued, creating a policy corridor to encourage research, application and innovation in enterprises.

Resolution 57 identifies digital transformation as a strategic breakthrough; setting a target of 30% of GDP for the digital economy by 2030 and 50% of GDP by 2045. The Government has implemented many programs and plans, most recently Resolution 71/NQ-CP on key tasks and solutions for developing the digital government, digital economy, and digital society.

Immediately after the Resolution was issued, a series of legal documents and policies were urgently developed, submitted and approved. A typical example is the Law on Science, Technology and Innovation, passed by the National Assembly on June 27, 2025, at the 9th Session of the 15th National Assembly.

Next, the draft Law on Digital Transformation is expected to be discussed at the upcoming 10th Session. The above practical policies have been contributing to the deep penetration of technology into all areas of life, creating a foundation for the strong development of digital government, digital economy and digital society.

According to Mr. Le Anh Tuan, Deputy Director of the National Digital Transformation Agency, digital transformation, along with science and technology, innovation and especially artificial intelligence (AI), is becoming a strong driving force shaping the future.

In 2024, Vietnam recorded many outstanding results: Digital Government ranking increased by 15 places, online application process reached nearly 40%; IT industry revenue reached 2,772 trillion VND (up 24%), hardware - electronics exports increased by 29%.

Digital infrastructure has also been strongly expanded: 99.3% of villages and hamlets have broadband mobile networks, mobile internet speed reaches 146.64 Mbps (ranked 20th in the world), 5G coverage reaches 26%.

Notably, 21.8 million digital certificates have been issued, along with 64 million VNeID accounts and 17.5 million chip-embedded citizen identification cards - the foundation for safe and convenient electronic transactions.

Currently, all ministries, branches and localities have issued and implemented new phase digital transformation plans according to the orientation of Resolution 57-NQ/TW. The draft Law on Digital Transformation, drafted by the Ministry of Science and Technology, also has many new points to remove barriers and promote the national digital transformation process.

According to Mr. Tran Quoc Tuan, Head of Investment Management Department, National Digital Transformation Agency (Ministry of Science and Technology), the draft Law on Digital Transformation has institutionalized the policy of considering digital infrastructure, technology infrastructure and public digital infrastructure as national strategic infrastructure. The State will prioritize investment and mobilize social resources to develop modern, safe, sustainable and green digital infrastructure, especially for projects that create high socio-economic value.

The law also stipulates many policies to support businesses in digital transformation, especially small and medium enterprises, business households, and cooperatives. Investment costs for digital transformation will be included in valid expenses when determining corporate income tax, helping to reduce financial burdens and encourage innovation. The State also prioritizes the use of "Make in Vietnam" technology products and services, creating opportunities for domestic technology businesses to develop and master core technology.

The draft also clearly states requirements to ensure network safety and security, and stipulates the responsibilities of platform businesses in protecting data, handling malicious content, and maintaining national digital sovereignty in cyberspace.

Regarding data, the Ministry of Public Security is assigned to preside over and coordinate with the Ministry of Science and Technology and other ministries, branches and localities (except the Ministry of National Defense and the Government Cipher Committee) to conduct a comprehensive review and assessment of the current status of construction, exploitation and use of national databases and specialized data.

On that basis, ministries, branches and localities will develop and promulgate the Data Strategy and Digital Transformation Strategy of each unit, to be completed by September 2025.

The strategy aims to standardize, update and perfect the national data system, ensuring compliance with the National Digital Architecture Framework, National Data Architecture, Data Governance Framework and Shared Data Dictionary, striving to complete it by 2025.

Units are required to standardize and synchronize data to the National Data Center, deploy digitalization according to the instructions of the Ministry of Public Security, the Ministry of Home Affairs and the Government Office; in which, priority is given to completing 11 key national and specialized databases, directly serving administrative procedure reform and the interests of people and businesses.

These databases include land, finance, education, civil status, health, goods, construction, asset and income control, administrative violation handling, agriculture and social security. In addition, localities must review and standardize data on shared platforms, prioritizing the digitization of data sets serving the direction, administration and administrative reform, ensuring consistency and synchronization with the national data architecture.

Digital transformation for the whole population, comprehensively, throughout the process

The theme of National Digital Transformation Day 2025 is: “Comprehensive, all-round digital transformation to accelerate and break through digital economic development”. The theme emphasizes the requirement that digital transformation must spread to all classes of people, cover all areas of life - economy - society, be continuously and consistently deployed to create a strong driving force for digital economic development; contribute to improving labor productivity, improving the quality of life and affirming Vietnam's position in the period of deep international integration.

On this occasion, the Ministry of Science and Technology also built an identity set for National Digital Transformation Day 2025. The identity set includes logos, slogans, posters, banners, backgrounds... which are used uniformly on commune information channels, agency headquarters, schools, village cultural houses and residential areas.

In response to the National Digital Transformation Day, many practical activities have been organized by localities. In Hanoi, the launching ceremony of the Digital Learning movement for the whole population in response to the National Digital Transformation Day in the city was held on October 9 to raise awareness among people, organizations and businesses about the meaning, role and importance of digital transformation in the development and innovation of the capital and the country.

On this occasion, the movement "Digital learning for all people in response to National Digital Transformation Day 2025" was also launched throughout the city. The People's Committee of Ca Mau province organized the National Digital Transformation Day 2025 program with the theme: "Digital transformation: Faster, more effective, closer to the people" and launched the Provincial Digital Transformation Association; summarized and awarded the contest "Learn about science, technology, innovation and digital transformation."

In Tuyen Quang, in October, the province launched a peak communication campaign on digital transformation on mass media, social networks and grassroots information systems.

The province also organized a National Digital Learning Festival in communes and wards, instructing people on basic digital skills, using online public services, cashless payments, and digital platforms serving life, study, and production.

National Digital Transformation Day October 10 is a time to look back at the achievements and continue to take stronger actions. With the spirit of "full participation, comprehensive spread, and comprehensive breakthrough", each agency, organization, business and citizen should join hands to make digital technology an effective tool in management, labor, production and daily life.

From there, successfully build a digital Vietnam that develops sustainably, prosperously, and happily, actively contributing to the process of industrialization, modernization of the country, and international integration./.
